2 Bioenergy, biomass, biofuels definitions: Bioenergy is energy contained in living or recently living biological organisms.* Within the context of bioenergy, biomass refers to organic material from plants and animals, including agricultural and municipal waste products, that contains bioenergy.* Biomass can be transformed in to different forms of bioenergy in a variety of ways. 3 The Programme for Basic Energy and Conservation (ProBEC) is a SADC project, implemented by the German Technical Development Co-operation, GTZ. ProBEC manages various projects based on basic energy conservation in 10 member states in SADC. Currently ProBEC is actively involved in Malawi, Lesotho, Mozambique, Tanzania, Zambia, Swaziland and South Africa, and it is in negotiation to set up further activities in Botswana, Namibia and DRC Seite 3

4 Components of ProBEC intervention in the SADC region: efficient use of energy devices improve energy efficiency and resource use for existing household and institutional stoves, as well as developing alternative renewable technology solutions to improve access to basic energy for low-income groups. giving policy advice co-operate with relevant government departments, ministries and organizations working in energy deficiency, poverty reduction and biofuel development. 6 ProBEC Bioenergy technology approach for solid biomass and liquid biofuel: Solid biomass: To improve access to basic energy for rural/urban households and SMEs, ProBEC takes on a dual approach to bioenergy technologies: ProBEC explores (1) energy efficient use for existing stove solutions and (2) the development of alternative renewable technologies. Malawi 2006: Evaluation of the economic potential for gel fuel production. (Dep. of Energy Affairs) Tanzania 2007: Field testing a Plant Oil Stove of Bosch and Siemens Household Appliances Group (BSH). (Public-Private Partnership financed by BSH and the German Govt. ) Mozambique 2008: Rural electrification project of a isolated biodiesel grid running on jatropha oil. (GTZ Energising Development). Lesotho 2008: Establishing a Biogas Training Program. (Ministry of Minerals and Energy). Mozambique 2008: Exploring biogas generation from a bio-digester run on animal dung. (Moz. 7 A p Developing new knowledge on renewable biomass and biofuels Support social and environmentally sustainable production of biofuel in SADC region. Technical support on the international development of sustainability criteria for biofuel production. Support a working group within the National Biofuel Task Force of Mozambique on developing national sustainable criteria for biofuel. Deepen the knowledge on socio-economic aspects of biofuel production: Bio-oil scoping exercise analyzing feedstock compatibility and the economics of the bio-oil crop value chain. Technical input on sustainability criteria and socio-economic impact for a largescale sugar cane project initiated by the Govt of Moz. Additional activities Regional monthly newsletter to improve SADC communication and cooperation. Mapping of national biofuel projects, investments and key players.
