Job Description: The HR Director has responsibility for guiding and managing the provision of human resource services, policies, programs and practices from both an operational and strategic perspective: including planning, organizing, developing, implementing, coordinating, and directing. The main responsibility of the HR Director is to manage overall personnel functions which include recruitment and selection, personnel records, employee relations, organizational development, process improvements, performance appraisal design and system maintenance, employee training, compensation planning, benefits administration, and compliance with federal and state employment laws and regulations, and grantees personnel related requirements and performance standards. Essential Job Responsibilities Provides vision and leadership that embraces a shared decision-making approach that results from effective relationships that foster teamwork through encouragement and support that yield synergistic results. Responsible for senior level decision making and both day to day management and strategic direction. Develops annual department plan; monitors and adjust processes for continuing improvement. Annually conducts a department self-assessment and makes recommendations for improvement of policies, procedures, and practices on personnel matters. Maintains knowledge of industry trends and compliance with Federal and State employment legislation as well as Head Start performance standards related to human resources. Proposes, publishes, and administers personnel policies and procedures to ensure proper compliance and provides training as appropriate. Designs personnel forms and directs the maintenance of permanent personnel records. Conducts review, preparation, and administration of wage and salary program including completion of wage and salary surveys. Ensures a job description for every employee position is up-to-date and accurate.

2 Maintains human resources systems that meet personnel information needs to report data. Assesses training and organizational development needs, develops plans, and monitors progress. Supervises administration of employee performance evaluation system. Coordinates recruitment program, sets up and participates in interviews, conducts reference checks and background checks. Coordinates and/or conducts exit interviews to determine reasons behind separation. Monitors workers compensation and unemployment claims; monitors reporting and claims systems to ensure reliability and compliance; and assists departments with appeals. Processes new employees and change-of-status forms; provides public information such as verifying employment. Conducts orientation programs, e.g. new employees, benefits, policies. Coordinates with managers the handling of any grievance issues in a legally compliant and professional way. Consults with legal counsel as appropriate, and/or as directed by the Executive Director, on personnel matters. Works directly with managers to assist them in carrying out their responsibilities on personnel matters. Supervises HR Staff in accordance with agency policies and applicable employment laws and regulations. Participates on committees and special projects and seeks additional responsibilities. Writes, edits, reviews, reports, summaries or other written materials. Work documentation is expected to be accurate, timely and compliant with established standards. Performs other duties as assigned by the Executive Director. In addition to all other duties, every Child Inc. employee, consultant, contractor and volunteer has the primary responsibility for the health and safety of all children. Any person who suspects child abuse or neglect is required to report suspicions to the appropriate agency within 48 hours after the abuse or neglect is first suspected. (Appropriate agencies are defined as follows by the Texas Family Code: 1) any local or state Law Enforcement Agency; 2) the department, if the alleged or suspected abuse involves a person

3 responsible for the care, custody or welfare of a child; 3) the state agency that operates, licenses, certifies, or registers the facility in which the alleged abuse occurred; 4) the agency designated by the court to be responsible for the protection of children.) Qualifications: Required educational credential is a Bachelor s degree in human resource management, public administration, business administration or a social science related field; together with eight years of increasing responsible HR related experience including at least four years of mid-to-senior level management experience. Preferred educational credential is a Master s degree in human resource management, public administration, business administration or a social science related field, together with eight years of increasing responsible HR related experience including at least four years of mid-to-senior level management experience. Senior Professional in Human Resources (SPHR) Certification or Professional in Human Resources (PHR) Certification, awarded by the Human Resource Certification Institute, preferred. Relevant work experience in a community-based, nonprofit organization that administers federal, state, county and/or city grant funds preferred. Knowledge of all functional areas of human resource management and employment law issues; ability to develop programs and policies based on new requirements and performance standards and apply to a variety of situations using pragmatic and common sense approach. Strong project management, time management and leadership skills. Exhibit maturity through dependability, self-discipline, flexibility and honoring confidentiality. Demonstrated proficiency with Microsoft Office Suite applications including Word, Excel and PowerPoint. Experience with HRM systems and payroll software preferred. Solid problem-solving and business acumen skills. Can quickly establish credibility and respect and build strong working relationships with department managers. Must be comfortable working in a standalone environment. Able to manage multitasks simultaneously, work to deadlines and adapt to changing conditions. Demonstrated excellent interpersonal and communication skills, including the ability to recognize the value and responsibility of working collaboratively, actively supports and develops team members, quick to identify and problem solve any issues to achieve positive outcomes. Demonstrate an understanding of personalities and behavioral styles in order to work collaboratively with a variety of people and to make informed decisions.

4 The ability to inspire confidence of the Executive Director and other managers through timely delivery of information and plans. Works independently of the Executive Director, but consults where appropriate. Familiar with HR best practice redundancy processes and experienced in coaching HR staff and managers. Strong written, verbal and presentation abilities; ability to be innovative. Very good initiation and negotiation skills, collaboration and mediation skills. Actively participate in collaborative and networking activities at the local, state and/or national level. Follow a continuous plan of personal and professional growth, utilizing a variety of training opportunities and learning experiences. Maintain successful clearance on Texas Abuse and Sex Offender background investigations. Possess a Valid Texas Driver s License. Additionally, all Child Inc Staff: Must have the ability to maintain a mature and professional demeanor under stressful and frustrating circumstances. (Individuals who have difficulty maintaining a professional demeanor and/or controlling their emotions under stressful circumstances should NOT apply for this position). Must have a positive attitude toward the children and families served. Hours: Exempt position. Child Inc. normally schedules work between 8AM and 5 PM with an hour lunch; however, this position is part of the agency s Core Team, and the CFO may be required to attend meetings and events or perform work outside of those normal hours.
