3 special presentation for 2009 Attention Dive Teams & Underwater Investigators Andrea Zaferes Andrea has been teaching dive teams since 1987, and co-founded nonprofit RIPTIDE to assist law enforcement with homicidal drowning investigations. She is a death investigator with Dutchess Cty M.E. Office, is a noted author, speaks at Coroner/ Forensic conferences nationwide, and received awards such as the DAN-Rolex Diver of the Year. This Break Out Session will consist of a 4 hour lecture followed by 3 days of practical training to take place at Lake Mead. Over 90% of PSD (Public Safety Diving) fatalities occur because teams are using sport divng or recreational technical procedures and equipment. Unlike any other type of fire or law enforcement teams, dive teams routinely use recreational stores for training and gear. In later stages, dive teams may be trained by sport instructors designated as public safety instructors just because theyare on a dive team. It is time to learn the safest and most effective public safety diving procedures available today. Some of the topics covered: PSD accidents - why they happen and how to prevent them. Actual case histories. What should be in SOP/SOG to protect safety and liability of team members and department. Minimum equipment and personnel to run a safe operation. Common safety mistakes teams make. Blackwater contingency procedures. How to decrease entanglement risks. Small evidence search and recovery. Underwater panicked diver management. Accident prevention tending skills. Excellent tender-diver gear checks. Air consumption procedures. Scene management for the real world. Tethered-tender-directed-solo-diver patterns and why they are the safest and most effective for most operations. Prove and document that your search was completely accurate. Prove: If you did not find it - it was not there! Create court-ready documentation. Witness interviewing skills. Make go/no-go decisions with a practiced plan. Keeping up team morale. 4 presentations Phylip J. Peltier The Blue Dye Guy Mr. Peltier was a Criminal Investigator for the San Diego District Attorney s Office and Butte County District Attorney s Office. His expertise is in suspicious burn injuries and developed the Immersion Burn Evidence Worksheet as well as pioneered the technique of recreating liquid burn injuries using blue dye. He continues to teach, consult and testify in cases regarding suspicious burn injuries, fingerprint comparison and interview/ interrogation. The Investigation and Re-Creation of Suspicious Burn Injuries This will include evidence collection, photography, crime scene protection and processing, burn classifications, wet and dry burn injuries, accidental vs. non-accidental considerations and proof, case studies, re-creation techniques with demonstrations and more. Additional time will be used to discuss Torture, Forensic Bite Mark Investigations and various Child Abuse related topics. Dr. Tracey Corey Dr. Tracey Corey is the Chief Medical Examiner of the Commonwealth of Kentucky, and Clinical Professor and Division Director of the Division of Forensic Pathology, University of Louisville School of Medicine. She has many publications in peer-reviewed forensic journals, and chapters in medical and forensic text books. She is one of four co-editors of the international publication, the Encyclopedia of Forensic and Legal Medicine. Dr. Corey serves on many national committees in the field of forensics, for organizations such as the American Academy of Forensic Sciences and the National Association of Medical Examiners. She is a consultant and Research Advisory Board Member for the Behavioral Analysis Unit of the FBI s National Center for the Analysis of Violent Crime. Investigation of Injury and Death in Children Investigating offenses which have been committed against children, whether or not they expose the offender to criminal culpability, requires the assigned investigator to posses a high degree of investigative expertise, skills, and the knowledge necessary to bring the case to a successful conclusion. Today, numerous professionals from different disciplines, i.e., law enforcement, social services, attorneys, medical/health care providers, first responders, school personnel, and others are involved in the investigation of suspected crimes committed against children. It is imperative that every one of these professionals engage in joint training on a regular basis so every ounce of collective energy can be funneled in the victim s direction for a successful resolution. Dan Blasdel Mr. Blasdel, Past President of the IAC&ME, has also held many prestigious offices such as Board Chair, National Next of Kin Registry; Past President, Washington Association of Elected Officials; Past President of the Washington Association of Coroners and Medical Examiners; Past Board Member of the Washington State SIDS Foundation; Washington State Department of Health, Advisory Committee on Electronic Death Registry System; Board Chair of the Benton Franklin Substance Abuse Coalition; Board Member Hanford Safety Expo; and Founder and Board Member of People Learning About Drugged Driving. Dan is also involved in the Every 15 Minutes program where he speaks to school classes/service clubs about the consequences of drinking, using drugs and not wearing a seat belt. Beat The Reaper Dan has created an interactive CD ROM that makes it possible for teens and their families to experience the good and bad consequences of their decisions in the virtual world without the life lasting effects in the real world: degradation, jail, the lost hopes of a scholarship gone due to a DUI, a career never fulfilled, an unplanned pregnancy, or even the horrors of killing your best friend and living with it the rest of your life. Youth now can make the critical life choices that they face daily. Saying yes to that one beer they can now get a glimpse of where it might lead if they could only see the road clearly ahead. Michael Murphy is the Coroner for the Clark County Office of the Coroner/Medical Examiner since Michael has a doctoral degree is Business Administration with California Pacific University. He received Administrator of the Year Award from ASPA s Nevada Chapter in 2004 and Clark County Director of the Year for Dr. Murphy has been a guest lecturer and instructor regarding law enforcement topics and a wide variety of motivational presentations. He has been honored to provide instructional guidance internationally to law enforcement agencies in Russia, China, Azerbaijan, Tanzania and most recently Uganda. Killing Stress Before It Kills You As you are all aware, stress is a major factor in the medical, legal & law enforcement community. Dr. Murphy will outline how to identify key stressors and appropriate ways to manage stress while working in extreme environments. Dr. Gary Telgenhoff Dr.T Known as Dr.T by most, Dr. Telgenhoff does the dead. Dr. Gary Telgenhoff is currently employed as a Forensic Pathologist and Medical Examiner at the Clark County Coroner s Office, Las Vegas, Nevada. He is also the forensics consultant on the hit television drama CSI: Crime Scene Investigation. He also consults for Bones as well as numerous authors. CSI: The Show, The Real World and the CSI Effect Dr. Telgenhoff will explore the CBS Drama, CSI: the start, comparison of reality vs. real job, impressions of a real medical examiner & his role in the show. Also discussed will be the CSI Effect Does it exist? Does it matter? This training symposium will be approved for Nevada POST credits, ABMDI credits and CME s.
