1 Cowlitz County Board of Commissioners Minutes January 5, 2016 Vol. 523 Michael A. Karnofski, Chairman Dennis P. Weber, Commissioner Joe Gardner, Commissioner Tiffany Ostreim, Clerk of the Board Commissioner Karnofski called the regular meeting to order at 9:00 a.m. Commissioner Weber and Commissioner Gardner were present. Pledge of Allegiance Led by Commissioner Karnofski. Approval of Minutes of December 22, 2015 and Consent Agenda of January 5, 2016 Commissioner Weber drew attention to Page 4, the motion to enter into a Contract with the Washington State Conservation Commission for development of a Voluntary Stewardship Program. Add to the end of the second sentence, update CAO with regards to ag activities. Commissioner Weber moved to approve the minutes of December 22, The Commissioner Gardner moved to approve the Consent Agenda of January 5, The motion carried. Robert Portner, 3549 Old Pacific Highway South, Kelso; voiced concern of county s culvert on Old Pacific Highway South. It is a 4 foot concrete box. 95% full at the outlet end. The culvert needs to be cleaned approximately 50 feet from the end. Trees in excess of 7 feet have come through. If there are more trees the culvert will completely plug and flood three houses. Has spoken with Public Works about cleaning the culvert. Was told they can t because of fisheries. In the past he has had two permits from fisheries to clean out the culvert. He had a construction company and equipment to do the work. It is a matter of doing it. Presented pictures. Commissioner Karnofski stated the Director of Public Works is present and will respond to the concerns. Rick Von Rock, 400 N 2 nd, Kelso; requested the Opening Board and Bailiff s receive a pay increase. Encourage you to put their wages at $12 per hour. Commissioner Karnofski noted last year there was no general wage increase. This year will receive 2% increase. Jim Hill, 100 North 22 nd, Kelso; requested revaluation for continued funding for Love Overwhelming. Requested the process and why the contract was renewed and no other entity was given opportunity to participate. Also requested clarification of numbers from Love Overwhelming. Commissioner Karnofski stated this is mid-year of a two year cycle. We did not ask for totally new proposals. Looked at existing proposals. Have significantly less money. The process was to have renewals go to Housing First Coalition. The group represented a variety of community interest. The group made a recommendation to fund the low barrier shelter but not the urban rest stop. There was a question about entry program. We offered Community House to provide proposal for coordinated entry program but Community House refused to provide a proposal. Members of the committee that had reviewed the proposals presented their recommendations. The commissioners accepted the
2 Commissioners Minutes Vol. 523 Page 2 recommendations. Contracts will be forthcoming. The contract with Love Overwhelming is not complete yet. Working with City of Kelso. The city has asked for certain items to be included in that contract. Commissioner Karnofski stated Frank Morrison from Community House requested a meeting to show they are in compliance. Will be scheduling and may consider at a later date this quarter to fund Community House if they are in compliance. Commissioner Weber stated funds were transferred from urban rest area to fund community outreach person. That is important for communication and patrol. Love Overwhelming got a significant cut for this year. Funds are based on revenues from document recording fees specifically authorized by the state to address homelessness. The reserves have been used. Not able to fund as much as past years. The committee was made up of a group of citizens who did not have proposals being funded. They did a rank ordering and analysis. Every agency will receive less money than last year. Claire Hauge, Office of Financial Management; stated last fall they looked at coordinated entry. Coalition recommended requests for proposals not be done. Looked at renewals. Agencies took 10% decrease. Love Overwhelming took 30% decrease. Some has been restored through the mental health tax. Hill recommended the numbers supplied by Love Overwhelming be looked at closely before a contract is entered into. Doubts non-duplication of services. Questions the decision making process. The community attitude has not changed toward Love Overwhelming. Feels we are paying for management group that we don t need. There are other established organizations. Commissioner Gardner noted Community House was not adhering to their contract obligations in regards to coordinated entry. Need to be in compliance before a proposal can be accepted. Commissioner Karnofski stated he has been meeting with the city manager and mayor. Has been reluctant acceptance. It is not a perfect situation. Would just assume have them located somewhere else. Contract completion with Lakeside Industries for the 2015 Countywide Pavement Overlay Project No. 2225; final cost $1,193, Commissioner Weber moved to accept the contract completion with Lakeside Industries for the 2015 Countywide Pavement Overlay Project No. 2225; final cost $1,193, The Contract completion with Advanced Excavating, Inc. for the Coal Creek Road/Hackett Road Washout Repairs Project No. 5125/5113; cost $181, Commissioner Gardner moved to accept the contract completion with Advanced Excavating, Inc. for the Coal Creek Road/Hackett Road Washout Repairs Project No. 5125/5113; cost $181, The Resolution No Reimbursable Work Request and Agreement with Three Rivers Regional Wastewater Authority to provide vegetation spraying and street sweeping services; total cost not to exceed $2,000 Commissioner Weber moved to approve the Reimbursable Work Request and Agreement with Three Rivers Regional Wastewater Authority to provide vegetation spraying and street sweeping services; total cost not to exceed $2,000. The Agreement for the FY Biennial Stormwater Capacity Grant between Cowlitz County and the Washington State Department of Ecology for funding in the amount of $50,000 for activities associated with the Cowlitz County Stormwater Management Program Patrick Harbison, Public Works; stated this is grant the legislature gives every two years. Covers stormwater program and anything the permit that Ecology requires us to
3 Commissioners Minutes Vol. 523 Page 3 implement. Does not require a match. The complex tasks in the grant are required by permit. Annual program is about $275,000. Have 5 years to complete those tasks. $25,000 is about 2-3% of what it costs. There is also discharge and monitoring. Stormwater fees may be reassessed. Standard requirement to submit any archeological finds. They have a specific GIS outline and map. They have looked at purchasing equipment, but determined they did not need additional equipment to meet permit requirements. There are approximately 1300 catch basins and culverts. Ecology has worked with us on urban areas boundaries. Commissioner Gardner moved to execute the Agreement for the FY Biennial Stormwater Capacity Grant between Cowlitz County and the Washington State Department of Ecology for funding in the amount of $50,000 for activities associated with the Cowlitz County Stormwater Management Program. The Bid award for the purchase of sign materials for a period of December 1, 2015 through November 30, 2016 to Zumar Industries for Sections 1, 2 and 6 and Traffic Safety Supply for Sections 3, 4, 5, 7, 8 and 9. Contracts will automatically be renewed for two (2) additional one-year periods subject to a price adjustment effective December 1 of each renewal year Commissioner Weber moved to award the bid for the purchase of sign materials for a period of December 1, 2015 through November 30, 2016 to Zumar Industries for Sections 1, 2 and 6 and Traffic Safety Supply for Sections 3, 4, 5, 7, 8 and 9. The Approval of Facilities Maintenance to purchase a Genie AWP 30S DC mobile man lift through Star Rentals of Longview; cost of $9,612 including WA State sales tax Commissioner Weber moved to approve Facilities Maintenance to purchase a Genie AWP 30S DC mobile man lift through Star Rentals of Longview; cost of $9,612 including WA State sales tax. The Emergency Work Invoice with Sessions' Plumbing and Heating, Inc. for the Hot Water Boiler Replacement (2), 2015 at the Cowlitz County Jail; cost $11, including WA State sales tax Commissioner Gardner moved to approve and execute the Emergency Work Invoice with Sessions' Plumbing and Heating, Inc. for the Hot Water Boiler Replacement (2), 2015 at the Cowlitz County Jail; cost $11, including WA State sales tax. The Amendment No. 5 to Professional Services Agreement with ABM Onsight Services, Inc. to include cleaning the Out of Custody School facilities at the Juvenile Services Center; compensation for the increase is $338 per month, or $4,056 retroactive to September 9, 2015 increasing the total contract from $139,824 to $143,880.
