7 INFORMAL REPORT TO MAYOR AND CITY COUNCIL No Date: March 23, 2009 Subject: Update on State Legislation Attached is the first NRH Legislative Update for the 81 st Regular Session of the Texas Legislature. This report is rather lengthy as it contains all bills filed that impact cities. Prior to the next update with Council, I will narrow the report to only those bills that could directly impact North Richland Hills. Although the report is up-to-date through early March, it does not have all the bills that were filed the last week before the filing deadline of March 13. I should receive an updated report prior to the Council meeting. Since the session started, there have been 5,467 bills filed. There has not been a lot of movement of bills up to this point, but it is anticipated that over the next several weeks bills will see significant movement. Keep in mind that City positions on bills could change throughout the session depending on changes and amendments to each bill as they move through the process. On Monday night I will highlight several of the bills that I believe are of particular interest to Council. Please do not hesitate to notify me if you have any questions on a particular bill. Staff will stay current on the latest information and notify you when action is needed to either encourage or discourage certain legislation.
