1 GAINING AN EDGE ON THE BIG GUYS: HOW A SMALL RURAL TELCO CAN EFFECTIVELY COMPETE WITH NEXT-GEN BROADBAND SERVICES AN ENABLENCE ARTICLE ORIGINALLY PUBLISHED IN OPASTCO ROUNDTABLE MAGAZINE May,

2 Doug Edwards, general manager of Delhi Telephone Co. (DTC) in upstate New York, cites a very simple reason why a small local exchange carrier with only 4,000 lines would make the leap from its traditional POTS business to providing next-generation broadband services over a fiber-to-the-home (FTTH) network. There is an old adage: If you don t take good care of your customers, someone else will, Edwards said. One third of DTC s customers were also served by Time Warner Cable. When the much larger player rolled out a bundled service offering on its traditional HFC network that included high-speed Internet, television and telephone, DTC realized it not only had to keep up, it had to introduce a superior alternative to its market that would help retain its existing subscriber base as well as generate more revenue per household. We could not allow a loss of one third of our customers, we would no longer be economically viable, Edwards said. The decision to look at a fiber build arose from the fact that the existing copper plant was more than 30 years old. Even with that copper rebuilt, DTC would need 30 digital loop carriers to support it and be able to provide Internet service at only six Mbps. Still fresh on the minds of Edwards and his team was the attempt in 2000 to roll out television service over copper using VDSL a deployment that proved to be very labor intensive and unpredictable past 3,000 feet. Instead, the decision was made to take advantage of the future proof capabilities of fiber, a plan that would reduce the number of DLCs from 30 to three and eliminate costly rearrangements and hand selecting cable pairs to provide a service. Three years after its deployment began, DTC has 500 subscribers on fiber and more are added every week as it continues its copper replacement. At 15 Mbps, its Internet service is far faster than its competitors, while its TV services offer local channels that the satellite providers don t have, as well as over 40 HDTV channels. But how has an operation as modest as DTC been able to do it? In the course of this article, we will explore how DTC determined its needs, developed its business plan, funded the project and selected a vendor capable of supporting an economical and phased transition from copper to fiber. TAKING STOCK DTC serves a rural area about three hours north of New York City. The village of Delhi is the county seat of Delaware County and home to a satellite campus of the State University of New York. DTC was formed in 1897 by a prominent and forward-thinking local attorney, Stephen Adee. The telco remains under control of the Adee family descendants and still does business from the original Adee law office and home. 2 P age

3 When the DTC began to plan for its next generation network, the team realized the principal design goal was to provide their customers with the greatest value in telecommunications and entertainment services. This meant that the network design had to deliver the lowest possible cost over life. This was an important distinction when making decisions for a network with a design life of 30+ years. DTC realized optical fiber was the only viable option to meet these criteria. With a goal of lowest cost over life, a comparison was made to a copper replacement network that would have required more electronics, at more locations. The need for pair bonding in a copperbased design contributed to even higher costs. With fiber the architecture of choice, the next step was to determine the capabilities and equipment needs of a fiber build. DTC evaluated the situation from the perspective of the typical residential subscriber, and the realization that the demand for bandwidth would only accelerate in years to come. Based on the assumption that a typical subscriber would need three set-top boxes for television, (with three HD TVs requiring in total about 60 Mbps of bandwidth), high-speed Internet service, (another 10 Mbps), as well as a one Mbps or less for POTS, DTC determined that its network would have to be able to provide 100 Mbps per subscriber. In addition, the network had to be able to offer at least 200 television channels and be provisioned with a minimum amount of labor and truck rolls for DTC to manage overhead and be cost competitive. To minimize OPEX and the risk of early obsolescence, the network infrastructure had to have a proven and reliable transport protocol and offer an economical migration path to increase the available bandwidth per user to 400 Mbps in anticipation of future demand. THE SOLUTION To serve these needs, DTC opted for an Active Ethernet Optical Network solution rather than a Gigabit Passive Optical Network (GPON). After engaging in due diligence with a number of vendors, and constructing a trial system serving 300 customers, DTC selected Enablence Technologies, a provider of FTTH equipment for triple-play residential and business services, as well as optical components and subsystems for access, metro and long-haul markets around the world. DTC chose Enablence s Multi Media Aggregation Node (MAGNM), a multi-service access platform that can provide either Active Point-to-Point, ADSL2+ or GPON subscriber connections, all in one integrated system. For DTC s purposes, the MAGNM allowed the telco to cost-effectively deploy an Active Point-to-Point FTTH network. WHY AN ACTIVE POINT-TO-POINT NETWORK? Active Point-to-Point offers a number of advantages over a GPON network that are particularly advantageous to a small telco in DTC s circumstance, such as: 3 P age

4 In an Active network, subscribers enjoy dedicated bandwidth based on their individual requirements and services can be differentiated between residential and business customers in the same area. With a GPON network, available bandwidth over a fiber is divided between 16, 32, even 64 subscribers and the 2.5G GPON bandwidth is shared between the subscribers, allowing up to 156 Mbps in a 16 split, 78 Mbps in a 64 split or 39 Mbps in a 128 split, assuming equal services levels across all subscribers on each split branch part of the network. An Active Ethernet network on the other hand, can deliver service up to one gigabyte with a direct fiber link with no split. Active Ethernet is easy to configure and plan, whereas GPON requires pre-planning to place splitters in the ideal location to support, and reach, the maximum number of subscribers. In an Active Ethernet network, each subscriber is connected directly to the OLT in the Central Office, hence there is no reduction in the fiber costs like the reduction afforded by a GPON network. On a GPON network, one fiber from the Central Office can service each splitter, which then divides the fiber into 16, 32 or 64 branches to reach 16, 32 or 64 subscribers. Of course, a passive network has its advantages over an Active one, not the least of which is lower up-front investment, which yields significant savings as the size of the network increases. But while the Active network may seem more expensive in actual upfront dollars, if one compares the costs in relative terms as $/Gbps of services capability, it turns out that the cost may be even less on that basis when compared to the GPON. In DTC s case, Active Point-to-Point was the way to go to minimize cost over life, given the size of its subscriber base. Active Ethernet delivered over a high density platform such as the MAGNM is cost effective over life, said Edwards. Since we have a dedicated fiber for each subscriber, no plant rearrangements are necessary to accommodate changing subscriber bandwidth requirements. For the network to be cost-effective, the choice of platform, not just the choice of network, was crucial. Thanks to the compact size and ability to terminate more than 400 subscriber lines in a single 15U chassis with the MAGNM, DTC was able to reduce floor space requirements, and spare equipment inventory. An easy and affordable upgrade path, with plug-and-play components that could be easily swapped out, was also crucial. With our setup, we can upgrade available bandwidth per subscriber from 100 to 400 Mbps for $100, said Edwards. And the plug-and-play design is future-proof we don t have to worry about short-term obsolescence. 4 P age

5 KEEPING THE NETWORK ECONOMICALLY VIABLE A key factor that allowed DTC to proceed with this deployment was its status as a cost company, which allowed it to qualify for financial support through the Universal Service Administrative Company (USAC) an independent, not-for-profit corporation that administers the FCC s Universal Service Fund. The economic benefit to DTC, and the NECA cost company pool that it participates in, is that FTTH has lower costs over life than copper when providing advanced broadband services in addition to POTS, such as HDTV and ultrafast Internet. Despite this advantage, cash flow is always a major consideration. A phased and methodical approach to transitioning DTC s service area to fiber has been crucial to managing cash flow. Our strategy to conserve capital is to move individual subscribers to FTTH as they order Internet and/or TV services or have a problem with their copper loop, said Edwards. A POTS only customer on a good, clean, loop won t see FTTH for some time because they would not experience any improvement by being moved to FTTH. If the goal were to only provide POTS, Active Point-to-Point might not be the best choice for transport technology, but optical Ethernet transport is extremely reliable and has a 30-year track record. But, given that DTC has deployed an Active network capable of providing 100 Mbps service, and even much higher, why is its current Internet service at only 15 Mbps? According to Edwards, it all comes down to what the market wants and is willing to pay for today. DTC has ample backbone capacity available, but the reality is that the marketplace wants a $40-45 a month service, he said. Backbone bandwidth costs about $80 per Mb and there is a very real limit on what you can provide in a $45 service. However, he added. What s important is that we have deployed, with a viable business model that keeps us in the game against the Time Warners of the world, a future-proof network that we can easily and affordably scale in the future as our subscribers bandwidth demands grow. In addition, DTC s subscribers are now on a path to have the 100 Mbps urban service envisioned by the National Broadband Plan. Full Gigabit service could be provided to any FTTH customer, not just government facilities as specified in the Plan. 5 P age

6 SIDEBAR: LESSONS LEARNED The post-mortem phase of any project requires one to look back and see what could be done better the next time, or what could have been done differently. Management at DTC learned a few things while executing the implementation of the project: Technical training for personnel: Classroom training sessions that encompassed the underlying principles of Internet Protocol networking as applicable to voice, video and data would have helped DTC s installation and repair personal better prepare for implementation. With detailed comprehension of the subject beforehand, implementation of the technology would have been less demanding. Documenting installations: DTC creates a file for each of its customers, covering every aspect of the client s installation, ranging from optical time domain reflectometry and optical return loss readings, to noise and bandwidth tests on each piece of wire in the home. This is a recent addition to DTC s processes, which evolved significantly after its first wave of deployments. Detailed installation documentation has enhanced quality assurance and aids future troubleshooting. Copper to fiber 101: As fiber was implemented in the Delhi region, many customers had questions regarding the difference from copper. Customer service representatives at DTC were learning about fiber-based services at the same time as customers were asking questions, therefore a pre-deployment training program would have been useful.
