3 1 Summary The present final version of the report on the implementation of Section WP3 Census of logistics and multimodal facilities, points 3, 4 and 5, reflects the work of the team of Executive Agency Maritime Administration in regards to the collection and assessment of the gathered information, which is to be submitted for inclusion in the project Watermode database. Information on 4 sea ports and port terminals, 5 river ports and port terminals and 2 interior (land) logistic centers has been collected through the questionnaires, designed and sent for filling out by the team of FGM-AMOR - Austria. 2 Overview (provided by FGM) 2.1 WATERMODE in general WATERMODE has been set up to promote a better coordination between policy actors and stakeholders to increase the competitiveness of the alternatives to road transport, especially valorising the potentials of the water/ground multimodal logistics cooperation. To do that, project activities have been defined to provide instruments for improving the policy coordination and highlight potentials of water/ground multimodal transport. WATERMODE is a project under the SEE Transnational Cooperation Programme of the European Commission and has the Project Code SEE/A/308/3.3/x. The programme area is crossed by relevant freight traffic flows, originated and directed in- and outside it. This traffic is mainly supported by road infrastructures that were not planned for these flows. The European investments in transport infrastructures are supporting the modernisation of the network, but their implementation is far from being achieved. Therefore public authorities and operators need to coordinate the efforts for a more efficient use of the available infrastructures. In the programme area the waterborne transport solutions have lot of potentialities: the port infrastructures of the area are being revalorised, but these activities lack of a transnational coordination to increase the optimisation of the actions and the competitiveness of the multimodal transport solutions. Moreover, there is the need to demonstrate in what cases the ground/water multi-modal transports solutions are more efficient compared to road transport, in order to focus the investments This is achieved by: Defining a set of general indicators for measuring and recording the services of the multimodal ground / water logistics platforms. This instrument will be addressed to policy makers and to public and private logistics operators to evaluate the current situation, orienting the investments for the competitiveness of the infrastructures, increase the attractiveness of the multimodal transport solutions Defining common strategies for implementing waterborne multimodal solutions, through the coordination of the relevant policymakers and operators 3 P a g e
4 Increasing the attractiveness of the waterways transport, by supporting the implementation of relevant investments for the improvement of the connections between sea- / river-port infrastructures and hinterland areas Testing the competitiveness of multimodal waterborne alternatives to road transport, by comparing the external and internal costs of the different transport modes on predefined routes Increasing the commonality of the training procedures on safety for human resources in ports and multimodal platforms, in order to ease the business cooperation between ports and multimodal facilities in the area. To achieve the above mentioned tasks a strong emphasis will be put on promoting, disseminating and raising awareness. Also the multiplier effect is important to the project. 2.2 Structure of the Work Programme of WATERMODE WATERMODE is structured into six work packages, WP 3 is the Census of Logistics and Multimodal. 4 P a g e
5 2.3 WATERMODE WP3 Census of Logistics and Multimodal The aims of WP3 are twofold: To define a set of indicators for the evaluation of the multimodal and port facilities; To set up a database of ports and multimodal logistics facilities in the countries of the partners (10), accordingly with the set of indicators. The indicators are defined by a panel of transnational experts, to evaluate ports and the logistics facilities accordingly with their relevant characteristics, as position, accessibility, services offered, multimodal connections, innovations, etc. The set of indicators is tested for the database of the ports and multimodal logistics platform of the 10 countries involved in the project. The database is conceived as support instrument in the decision making process of policy makers and business operators. The set of indicators is proposed to the EU authorities as contribution to the need expressed by the European commission (COM(2007)607) for common indicators for the evaluation of logistics facilities WP3 is structured into 3 activities: Activity 1: Definition of the Indicators for the evaluation of ports and multimodal logistics facilities - a transnational working group defines the indicators for the evaluation of ports and multimodal logistics facilities. It defines the questionnaire to be used for the collection of the data and produce a manual assisting the implementation of the census. The partners translate the questionnaire into their own languages. A technical committee provides guidelines for the action. Activity 2: Census of the ports and multimodal facilities in the 10 countries. A database is developed for the collection and organisation of the data. Each partner collects, elaborates and provides the data. The database is an online tool published on the website of the project. The partners sensitise the stakeholders on the potentials of the new online tool. Activity 3: Presentation and sensitisation - the partnership presents the set of indicators as a good practice to the EU and national authorities. The partnership focuses on the transferability of the model at European level. 7 Participant s name Short name Country code Role in WP 3 Port Of Bar LUKA BAR MNE data for Montenegro Durres Port Authority DURRES AL data for Albania 2.5 About this Report The present report is summarising the work done in activity 3.2 of WP3 - the census of ports and multimodal facilities itself, in the part of EAMA. 3 Scope of the census in the specific country 3.1 Contacted facilities The choice of logistic centers to be included in the project database was based on the following considerations: - To include the main river and sea port facilities in Bulgaria, providing container and Ro-Ro cargo handling services; - To include 1 or more logistic centers in the interior of the country, which provide loading and unloading, trans-shipping and storage services of road and railway transport vehicles, and multimodal transportation. These consideration lead to the choice of the following logistic units: River ports: - Port terminal Lom - Port Vidin; Those ports are important logistic centers of Transport corridor 7 river Danube and 4 through Sofia to the Greek port of Thessaloniki. In addition to that, the General Development Plan of port Lom foresees construction and equipment of container and Ro-Ro cargo handling terminals. - Port Ro Ro SO MAT Vidin; Port Ro Ro SO MAT facilitates a Ro-Ro line through Austria towards Germany (Passau). 7 P a g e
8 - Port Ruse with port terminals Ruse-East, Ruse-West and Ro-Ro terminal. Port Ruse is an important logistic centre of Transport Corridor 7 river Danube and 9 from Central and South Europe through Bulgaria toward Greece and Turkey. The Ro-Ro terminal at Ruse-East facilitates a Ro-Ro line towards Germany and towards Romania and Ukraine. Furthermore, the improvement of the road and railway link Ruse - Varna will allow the creation of alternative route river Danube Black Sea. Sea ports: - Port terminal Varna-East - Port terminal Varna-West - Port terminal Burgas-West. The selected ports and port terminals are the biggest logistic centers for handling of loose, general and containerized cargo. The General Development Plans provide for the building of new port container handling facilities with total capacity of over 2 million tons. - Ferryboat complex - Varna Ferryboat complex Varna is the biggest Bulgarian port for handling of Ro-Ro cargo that has arrived by railway or road transport vehicles. It supports a Ro-Ro line towards the Black Sea ports of Ukraine, Georgia and Russia. Currently only 10% of its capacity is being utilized. Interior logistic centers: - Ecologistic Station Yana, Sofia Although not among the largest in terms of cargo turnover, the logistic center of Station Yana was selected as our first choice due to its location near the city of Sofia, a juncture of Transport Corridors 4, 10 and 8. The terminal has open-air and covered warehouse facilities and technological capacity to handle railway and road transport vehicles. The terminal location will allow to analyze and assess the cost of the transport connections with Burgas, Varna, Ruse, Lom, Kulata and neighbouring countries. Outside of the selected logistic centers, following a seminar on the goals and tasks of the WATERMODE project, other logistic centers took an interest in being included in the database to participate in the project. They are as follows: - Free Zone Ruse with port Free Zone - Ruse; - Free Zone Burgas. 8 P a g e
9 Both logistic centers are with specific customs arrangements, possess territories and warehouse facilities, technological capacity to handle cargo and a customs office. We consider that their inclusion in the database would be beneficial for the WATERMODE project. 3.2 Method of census The assessment of the selected logistic centers was done according to the methodology, developed by FGM AMOR Austrian mobility Research, who are responsible for the realization of WP3. Four employees at the regional sections of Executive Agency Maritime Administration in Varna, Burgas, Lom and Ruse were initially trained. These employees then explained the procedures to the operators and assisted them in filling out the provided questionnaires. 3.3 Issues encountered The following issues were encountered when collecting the information about the logistics centers: - One of the selected transport terminals, port Ro Ro SO MAT-Vidin, filled out but did not officially submit the questionnaire with its main parameters and development plans. Later we received its official document and included it in our proposal at the end of November. - Some of the ports (Varna, Lom and Ferryboat complex Varna) did not fill out the section on modernization and development of the relevant ports, considering the fact that the responsibility for development of ports in the Republic of Bulgaria lies with the Bulgarian Ports Infrastructure Company. Furthermore, it is expected that in the following 1-2 years all Bulgarian ports will be leased concession and the responsibility for their development will be transferred to the concessionary following an approved and attached to the concession contract investment program. Executive Agency Maritime Administration supplemented the missing information with brief extracts from the National Port Development Program. - The implementation of the WATERMODE project, information on which was presented at two seminars on 26 th and 27 th October 2010, was met with considerable interest by the invited representatives of various companies and organizations, which provide freight forwarding, port and transportation services. A number of comments and presented parallel information focused on the analysis of the state and the possibilities of the Bulgarian companies to provide quality transport services, and particularly, transit and multimodal carriages. Four new companies showed interest to be included in the project database and subsequently submitted the filled out questionnaires. Two of the companies were included in the WATERMODE data base Free zone Ruse and Free zone Burgas. One of the companies provided only their development plans and was not included in our propositions for inclusion in the WATERMODE database and one company (Port Odesos PBM- Varna) sent his questionnaire too late. 9 P a g e
10 3.4 Facilities in detail (short description ) 1. Port terminal Lom Port terminal Lom, which is a part of the national public transport port of Lom, is registered with the Port Register of the Republic of Bulgaria with the following designation: Handling of general and bulk cargo Passenger services Ship technical services, including ship supplies and bunkering. The port terminal is operated by the state owned company "Port complex Lom EAD. Port terminal Lom, is an important logistic centre of the Bulgarian and Trans-European multimodal transport network, which crosses the European Transport Corridors No.4 and No.7. It is located on about 160 km north of the city of Sofia, on the right bank of the river Danube, which is the border with Romania. The port terminal spreads from river kilometer 742 to river kilometer 743 with adjacent aquatory in the region between kilometer 736 and It is build in the period after 1940 and incorporates three ship berths on the "White Quay" - a sloping quay on the river-bank of Danube and 10 ship berths, grouped into four sections in an artificial lagoon. Port Vidin Port Vidin is a river port, located in the western part of the Bulgarian section of river Danube. It is operated by a state operator - "Port Vidin" EOOD. It consists of 4 territorially separated terminals Vidin North, Vidin South, Vidin Center and Auto Ferryboat terminal. It has good links with the road and railway infrastructure in the country. The port operator offers the following services: handling of cargo bulk, general and Ro-Ro cargo, processing of super-heavy and bulk weight cargo; passenger services; ship technical services, including ship supplies and bunkering. 10 P a g e
11 The total length of the quay facility is 1,798 m. Currently the port is in the process of leasing concession of port terminals Vidin North and Vidin South. Telephone : Fax: Website: 3. Port complex Ruse Port complex Ruse, operated by the state owned operator "Port complex Ruse" EAD, incorporates a number of port terminals on the eastern section of the river Danube. The city of Ruse houses port terminals Ruse-East with Ro-Ro terminal and Ruse-West, which are the largest port facilities on the Bulgarian section of the river Danube. The port provides an easy connection between the countries of Western Europe, Southeastern Europe, Asia and Transcaucasia (Armenia, Azerbaijan). It incorporates road connections with the central road network of Bulgaria and railway lines, which connect it to the railway network of the country. "Port complex Ruse" EAD provides the following services: handling of cargo bulk, general and car Ro-Ro cargo, processing of super-heavy and bulk weight cargo; passenger services; ship technical services, including ship supplies and bunkering. trans-shipping and storage services Ruse-East Port terminal Ruse-East is located between river kilometers 489 and 490 in the eastern industrial zone of the city of Ruse. The port terminal has the technical capacity to handle large-tonnage units of up to 64 tons. It can also handle heavier weight loads or loads with non-standard dimensions with the help of a 100-ton floating crane. Ruse-West Port terminal Ruse-West is located between river kilometers It is located in the western industrial zone of the city. This port handles mainly bulk and general cargo. 11 P a g e
12 Ro-Ro terminal - Ruse Port Ruse-East has a fully functional Ro-Ro terminal for horizontal handling of vehicles. It supports a Ro-Ro line with Gyurgevo and Ismail/Reni, Ukraine. It handles also Ro-Ro cargo with destination Germany (Passau). Telephone : Fax: Website: 4. Port terminal Ferryboat complex Varna Ferryboat complex Varna was built in 1978 on the south side of the Beloslav Lake. The total area of the complex is 1,007 decares. It is located on 22 km west of Varna and on the south side of the Asparuhov Bridge is the connection with road A5 Burgas Turkey. Ferryboat complex Varna has the capacity to transport cars with the ships, serving the line Varna-Ilichevsk-Poti/Batumi. It is a part of the European road-network E70 - La Coruna (Spain) - Poti (Georgia). The complex has the following technical specifications and facilities capacity: 1. Port two ship berths, equipped with hoisting and hauling bridges with five tracks each for track-gauge of mm. Capacity to handle a ferryboat with 108 goods wagons within 10 hours and a ferryboat with 45 goods wagons within 2 hours. It also has the capacity to handle two ferryboats simultaneously as well as to receive two types of ships 26-meters and 22-meters wide. 2. Pre-ferryboat park 21 fully operational tracks with track-gauge of 1,520 mm. 3. Cart replacement workshop 2 universal tracks with 12 positions each. It has the capacity to replace the undercarriage of 280 trucks within 24 hours. 4. Trans-shipping point Technical facilities to trans-ship directly 80 trucks within 24 hours. 5. Undercarriage replacement track for dangerous goods trucks 6. Cart and truck repair workshop 7. Locomotive workshop - with facilities to operate and maintain locomotives for trackgauges of 1,520 and 1,435 mm. 8. Marshalling yard 16 tracks with track-gauge of 1,435 mm. 9. 13 10. Truck inspection section for technical inspection, repair and disinfection of trucks in both directions without the need to separate them. Serviced ferryboat lines The ferryboat lines, serviced by the railway ferryboat terminal Varna are: 1. Varna Ilichevsk Varna; 2. Varna Ilichevsk Poti/Batumi Varna; 3. Varna port Caucasus Varna. The transportation of trucks and cars is facilitated by four ferryboats with capacity 108 trucks. There is a direct link with the railway networks of Ukraine and Georgia and a transit passage through them to neighbouring countries and destinations. It is designated for handling of bulk, general and container cargo. The port terminal features the largest Bulgarian sea passenger terminal Varna Seaport. It has specialized ship docks for handling of grain and containers. It provides all types of maritime and technical services. The port terminal is located within the boundaries of the city of Varna, at the entrance of Varna Lake. It has excellent railway and road connections with the national railway and road infrastructure. 14 6. Port terminal Varna-West Port terminal Varna-West is a part of the national public transportation port Varna. It is designated for handling of bulk, general and container cargo. It has specialized ship docks for handling of soda, cement, containers and ro-ro cargo, coal. It provides all types of maritime and technical services. The port is located on the north side of Varna lake, at around 30 km west of the city of Varna. The close proximity of Varna-West to the Devnya chemical plants facilitates the effective goods handling by a direct plant-ship method. The port has modern technological lines for trans-shipping of soda, fertilizers, cement, coal, ore, phosphorites, quartz sand and liquid chemicals. All berth places and warehouses are linked with the national railway and road network. The main features of the port terminal are: Berth places: 18 Maximum depth: 11 m Total quay length: 3,223 m Open warehouse area: 191,000 sq. m. Closed warehouse area: 27,000 sq. m. Telephone : Fax: Website: 7.Port Burgas, Terminal Burgas West Port Burgas is the biggest Bulgarian port. It includes the terminals Burgas East, Bulk Cargo terminal, Burgas West and petroleum bunkering terminal Rosenets. The territorially separated passenger terminal in Nessebar also belongs to Port Burgas. The port provides port services for handling of draft, bulk and general cargo, containers and roro transport units. There is a specialised quay for dangerous cargo (liquid gas). The port has good transport links with the road and railway networks. The port, excluding port terminal Rosenets, is managed by the public operator Port of Burgas EAD. Main features of the port (excluding Rosenets) are: Total area 1,294,000 square meters Terminal West: The containers and ro-ro cargo are handled at special berths on port terminal Burgas West. 14 P a g e

Logistic centre Ecologistic Station Yana The intermodal terminal Ecologistic Station Yana" is located on the outskirts of the city of Sofia, on the territory of a large cargo railway station, which used to serve the metallurgical plant "Kremikovtzi", between the two national motorways - towards Varna and Burgas. The terminal is owned and operated by a private company. The terminal has 60,000 square meters of open warehouse area, allocated as follows: - Container platform 20,000 sq. m for storage and servicing of 1,000 TEU s - general goods warehouse 40,000 sq. m. Covered warehouse and other area: - Trans-shipping station for railway wagons and motor vehicles - 3,000 sq. m. with capacity to store 6,000 pallet units. -Metal products warehouse 2,200 sq. m. - trans-shipping station for scrap and loose goods 10,000 sq. m. The length of the terminal loading platform is 1.2 km. Telephone : Fax: Website: 9. Free Zone Ruse It is located on the river Danube close to the city of Ruse. The total length of the free zone is 370,325 sq. m. Free Zone Ruse is a territory with specific customs arrangements of a free zone under the terms of the Bulgarian legislation, and is managed by "Free Zone - Ruse" EAD. It 15 P a g e
16 includes the public transport port of regional importance Duty Free Zone Ruse, warehouse facilities open, covered for liquid cargo, own road and railway infrastructure with railway and car trans-shipping loading platforms, customs office, 60-ton automatic scales, etc. Port facilities parameters length of quay facility 400 meters with 1 ship dock. It provides the following services: Warehousing and storage of cargo. The Free Zone - Ruse clients can build their own distribution and logistics centers on its territory; Trans-shipping operations of road, railway and river transport vehicles; Bunkering, supplying and servicing of ships; Customs representation. Telephone Fax Website: Free Zone - Burgas The logistic centre is located near the city of Burgas, on the Black Sea. Free Zone Burgas is a territory with specific customs arrangements of a free zone under the terms of the Bulgarian legislation, and is managed by "Duty Free Zone - Burgas" AD. Its main characteristics are as follows: Area: 155 decares; covered warehouses 15 decares.; open areas 120 decares. Access: - for motor vehicles connection with Port Burgas, with the main international road Istanbul Burgas Romania, with the motorway Burgas Sofia; for railway transport loading platform for handling of goods wagons, railway track with bridge 32-tone crane, 3 internal railway tracks of 500 meters each. Loading and unloading mechanization: 32/8 bridge crane for handling of motor vehicles and railway goods wagons, motor trucks full range for all types of cargo. Unloading facility for general cargo. Unloading facility for loose cargo specialized platforms for 200,000 tons of loose goods. 16 P a g e
17 Specialized concrete platforms for storage of containers 20 and 40". Installation for storage of refrigerator containers 200 units. It provides the following services: Warehousing and storage of cargo. Trans-shipping operations of road and railway transport vehicles; Customs representation. Fax Website: SO MAT - Vidin RO-RO SO MAT VIDIN is located over an area of 68,000 m 2 on km on river Danube. Its main entrance borders with road E79. The surface is asphalt with safe-bearing capacity of t/sq.m. The berth width allows for anchoring and handling of two ships simultaneously. 23 bollards and 200 ship gripping shackles facilitate the safe and accident-free positioning of the ships. The terminal is entirely surrounded by a high fence with electronic warning system. The safety and protection of cargo while on terminal is provided by security guarding. The terminal has two security stands located at the entrance/exit and just next to the ship docking position. The qualified and well trained staff, as well as the experience gained during the 27 years of operation, guarantee effective and safe handling of cargo. The RO-RO SOMAT VIDIN office houses a Customs office, and there are a Passports and Visa Border Control office and the Vidin Ro-Ro control agency of Directorate Maritime Administration Lom, just next to the terminal. The port is operated by the private company RO-RO SO MAT VIDIN, which is a part of a major international carrier company (road transport). 18 4 Innovations / Plans for the Future (by the responsible partner) The infrastructure development and modernization of Bulgarian ports is carried out in compliance with the following ratified in the proper way documents: - General port development plans - Ratified by the Republic of Bulgaria Council of Ministers National Port Development Program, which includes the most significant projects of the ports providing loading and unloading services. - Long-term development program of Bulgarian Ports Infrastructure Company - Annual development program of Bulgarian Ports Infrastructure Company and of the operators (public, private and concessionary) and the owners of ports. The responsible company for the development of the Bulgarian ports is Bulgarian Ports Infrastructure Company, which collects access fees to the Bulgarian ports and invests them as financial funds for the development of infrastructure projects. Main sources of funding are: - The collected financial funds by the Bulgarian Ports Infrastructure Company in the form of ship access fees; - Financial funds for modernization and development of operators, concessionaries and owners of port facilities; - External financial funds (EC funds and others), provided in the form of loans or participation in projects. Currently the National Port Development Program has the status of a draft project, presented for agreement and approval. After the ratification by the Republic of Bulgaria Council of Ministers, the program will be available as an official document in English. The National Port Development Program contains the following main sections: - Description of the main port parameters for provision of port loading and unloading and passenger services, presented in an annex to the National Program; - Analysis of cargo turnover and development forecasts; - Substantiation and SWAT analysis to determine the main priorities and terms of development of Bulgarian ports; 18 P a g e
19 - Measures to ensure the development of Bulgarian ports; - Main performance indicators for the implementation of the program and directions for updating the program. - Development program for public transport port of national importance - a table in an annex to the National Program. - Development program for public transport port of regional importance - a table in an annex to the National Program. Some of the main directions of Bulgarian ports development are: - Specialization and modernization; - Development of container and Ro-Ro transportation; - Providing conditions for safe (for the people and environment) port services; - Ensuring the safety of ships and port facilities; The attached questionnaires reflect the following more significant projects of the National Program: 1. Building of passenger terminal with a business centre in port terminal Varna- East; 2. Building of passenger terminal with a business centre in port terminal Burgas- East; 3. Building of new container terminals in Burgas-East and in the region of Varna Lake for the handling capacity of a total of 2.2 million TEU s. 4. Expansion of container terminal in Varna-West; 5. Rehabilitation and building of new port infrastructure at Port terminal Lom, including container terminal with handling capacity of 100 x TEU's. 6. Building of terminals for handling of grain on the area of ports Varna and Ruse. Currently Bulgaria has a good infrastructure in terms of availability and equipment of ports both river and sea, and also road and railway logistic centres. This conclusion comes from the sings of significant drop in Bulgarian economy and consequently in the amount of transported cargo. For example, it is estimated in the abovementioned National Program that the available infrastructure capacity allows the handling of double the amount of cargo, even without the modernization of technological process. That is why there is a need to attract 19 P a g e
20 transit carriage, which currently accounts for just 3-4% of the total amount of the handled cargo by sea and river ports. The state of the national road and railway infrastructure plays a major role in the development of carriages along the main European corridors through Bulgaria.
