1 MONSOON 2015 Highlights Information Report 03 Date of Issuance: 28 th July,2015 Period Covered: July,2015 Erratic monsoon rains, Glacial lake outburst, cloud outburst and resulting torrents along with flash thjuly 2015, continues to create havoc in different parts of the flood-affected floods, starting from 16 areas leaving thousands of families affected, large number of houses destroyed, thousands of acres of ready to harvest crops and fruits orchards have been damaged, link roads and bridges destroyed. According to the available reports of NDMA dated 28 th July, 2015 and various reports from PDMA and local authorities, Monsoon rains have so far affected 635 x villages,294,844 people and caused 69 deaths in Punjab, KP, GB, AJK and Balochistan. The main challenge remains inaccessibility to the upper areas of Chitral district in KP. Monsoon rains and flood Presently Seasonal low lies over northwest Balochistan. Another low pressure area is located over west Rajasthan and its adjoining areas. Strong monsoon currents are penetrating into southern parts of the country and expected to continue during next 2 to 3 days. Moderate monsoon currents are also penetrating in upper parts of the country and likely to continue in coming days. Government is taking the lead in response and no international assistance has been requested. PRCS is coordinating both internally amongst its Branches as well as keeping the RC/RC Partners informed; externally with NDMA and respective PDMA. In KP, PRCS is responding by providing essential non food items pack containing tent, blankets, tarpaulin sheets, kitchen set, hygiene kits and jerry cans to those families who have fully damaged houses. So far 93 families of village Orgoush, Doomshorgure and Bamburet in Chitral have been assisted. Additionally teams are ready for conduct of assessment for villages of Mulkho and Reshun, Chitral. It is important to highlight that in village Bamburet PRCS has run a CBDRR programme in year and as a result the CBO formed by PRCS actively participated which to help of affectees and subsequent distribution. PRCS GB branch distributed non food items, shelters inclusive of latrines to 26 x affected families of Village Oshikhandass. PRCS GB Branch has also conducted rapid assessment of district Sakardu & Ghance and identified the needs to be fulfilled. So far PRCS provided non food items to 119 x families. Likewise PRCS Punjab branch already deployed the teams in the field and rapid assessment of the districts of Layyah, Rajanpur, DG Khan and RYK in coordination with local authorities while in Sindh and Balochistan the PRCS teams are on standby and closely monitoring the situation.

2 1. SITUATION Heavy monsoon rains, the rapid melting of snow and outbursts from glacial lakes have led to flash floods and the flooding of the Indus River in various locations across Pakistan. The floods have affected 23 Districts across Pakistan with 69 reported fatalities and 36 people injured. Chitral District in Khyber Pakhtunkhwa and six Districts of Punjab province have been hit the hardest, with a high risk of floods in Sindh province in coming days. The Pakistan Army and Government authorities are providing immediate response. NDMA continues to monitor the situation, and issue early warnings/alerts on weather and flood advisories to relevant disaster management authorities. Floods triggered by torrential rains continue to wreak havoc in Chitral district, washing away bridges, roads houses and cattle in various villages. Kalash Valley and Ganche are still disconnected from the rest of the country as repair work on damaged link roads is under way. Reports said hundreds of villages of villages in Kacha area (riverbed) in Sindh have been inundated, with rescue and relief operations underway in Ghotki, Kandhkot and Kashmore districts where thousands of people were still trapped. The heavy rains that started falling on July 15 and caused high flooding in Jhelum river have affected Layyah, Dera Ghazi Khan, Rajanpur, Rahim Yar Khan, Muzaffargarh, Hafizabad and other areas in Punjab where masses left their houses for safer places. Weather Outlook: According to latest Meteorological & Hydrological conditions observed by Flood Forecasting Division Lahore, River Indus at Taunsa is likely to

3 attain High flood level ranging between 540,000 cusecs to 580,000 cusecs during the period from 1800 PST of 30th July 2015 to 1800 PST of 31st July Seasonal low lies over northwest Balochistan. Another low pressure area is located over west Rajasthan and its adjoining areas. Strong monsoon currents are penetrating into Southern parts of the country and expected to continue during next 2 to 3 days. Moderate monsoon currents are also penetrating in upper parts of the country and likely to continue in coming days. Widespread rains (with scattered heavy falls at times very heavy in Bahawalpur, D.G Khan, Multan, Mirpurkhas, Sukkur, Hyderabad, Larkana, D.I Khan, Bannu, Zhob, Kalat, Sibbi and Nasirabad divisions) are expected from Monday to Wednesday. Heavy rains may generate flash flooding and urban flooding in Punjab, upper KP, Sindh and eastern parts of Balochistan during the period, and therefore, all concerned authorities are requested to take precautionary measures accordingly. 2. SUMMARY OF LOSSES AND DAMAGES The summary of the reported losses by NDMA as of 27 th July,2015 is as follows: - S.No. Provinces Deaths Injured House Village Pop. 4 4. PRCS RESPONSE a. Actions taken at PRCS NHQ: To cater the unforeseen emergency situation during monsoon 2015 NHQ has taken the following actions: 1) PRCS National Monsoon Contingency Plan for 2015 Updated 2) NDRT Alerts sent to the trained staff & volunteers 3) Coordination with PHQs and external stakeholders 4) To cater the operational expenditures operational Funds transferred to provincial branches of Punjab, KP, GB and AJK 5) Regular preparation and circulation of PRCS response Operation reports 6) Early warning messages are ready to be sent to communities through TERA b. Response By PRCS KP Branch: 1) PRCS KP teams were active and in touch with the local government since July 17 th,2015 with local government of Chitral for coordinated efforts 2) To support the Chitral response KP branch has deployed disaster response trained staff & volunteers to conduct assessment and distribution 3) Non Food Items to 93 x families in three villages of district Chitral have been distributed 4) In Chitral beneficiary registration have been completed in Pacheli village for further distribution. 5) Assessment for villages of Mulkho and Reshun, Chitral is in progress. 6) In Kohistan PRCS district branch is fully functional, DDRTs & volunteers are kept on alert. 7) In Shangla PRCS Shangla branch team visited the area and coordination was made with district government for any unforeseen situation c. Response By PRCS GB Branch: 1) On request of DC Gilgit PRCS GB branch conducted rapid assessment of the mud flood affected Village Oshikhandass, Gilgit and based on findings distributed non food items, shelters inclusive of latrines to 26 x affected families of Village Oshikhandass.

5 2) PRCS GB branch also conducted rapid assessments in district Sakardu & Ghanche and identified 242 x families of 5 x villages are in dire need to be assisted with food and non food items. d. Response By PRCS Punjab Branch: 1) NDRT has been deployed from NHQ comprising of Health, DM and Watson specialists. 2) Under the leadership assessments teams are conducting the assessment of District Layyah, Rajanpur, DG Khan. 3) Punjab branch is providing 50,000 footwear to the affected communities through their own recourses 5.
