1 SHEFFIELD ANTI-BULLYING STRATEGY (June ) Sheffield a safe place for children and young people How do we know bullying is a problem in Sheffield? Bullying can be destructive and harmful to lives of children and young people. It not only affects those being bullied but also those who bully and those who stand by without doing anything, like getting help. It can lead to feelings of self-doubt, lack of confidence, low self-esteem, depression and sometimes even suicide. It can also affect the ability of a child or young person to enjoy, achieve and to be healthy, both physically and emotionally. So what is the scale of the problem here in Sheffield? There are three main sources of information: 1) Tellus survey (OFSTED). For the last three years OFSTED has carried out an annual survey for Year 6, 8 and 10 pupil cohorts in selected schools in every local authority. The survey includes questions about bullying The first of the two Tellus bullying questions is used as the basis of National Indicator 69 ( Percentage of children who have experienced bullying at least once or more in the past four weeks ). In summary, for Sheffield the figures are 20% of children surveyed (compared with 14% nationally) said they had been bullied during the previous four weeks 43% of children (compared with 39% nationally) said they had been bullied during the previous year; 44% of children (compared with the same percentage nationally) said that their school did not deal well with bullying. 2) The Sheffield, Every Child Matters (ECM) Consultation which takes place in one third of the schools each year. In the 2007/08 60% of children and young people had seen others being picked on or bullied 40% of children had been picked on or bullied at school and 33% in the area where they lived. almost 33% of year olds had been bullied within the last year a large majority had experienced verbal bullying about 50% had been left out or physically bullied 3) The schools annual return to the Local Authority reporting on bullying incidents. 2 The latest set of figures is for 2007/2008;when 2,741 incidents in total were reported by schools (Primary 890;Secondary 1,777 and Special 74) Who is this strategy for and why has it been written? Everyone who lives, works and plays in Sheffield wants to see an end to bullying. This document aims to help all of those people make steps to eliminate bullying. The document shows us what is planned to be done and how to do it. All of those people who in their work have responsibility for children and young people (including volunteers), parents and carers and children and young people themselves need to be involved to make this work. Children and young people, and their parents and carers need to have a critical role in developing, monitoring, reviewing and evaluating the strategy. The people who will be affected by the strategy are; Children and young people themselves Parents and carers Schools and school based staff Local authority staff working with children and young people Statutory, community and voluntary agencies and their staff working with children and young people The people who will do the work shown in this strategy are; Schools and school based staff Local authority staff working with children and young people Statutory, community and voluntary agencies and their staff working with children and young people Those children and young people and parents who have volunteered to be involved Children and young people and their parents and carers need to be; Told what is happening Asked how they want to be involved Given opportunities to share their views In Sheffield the 0 to 19 Partnership Board and Children s Services are the key organisations that can play an instrumental role on promoting a positive antibullying culture; and supporting the implementation of this strategy. What is Bullying? A Definition of bullying The Department for Schools, Children and Families in its Guidance Safe to Learn: Embedding anti-bullying work in schools (2007) defines bullying as: Page 2 of 7

3 Behaviour by an individual or group, usually repeated over time, that intentionally hurts another individual or group either physically or emotionally. For behaviour to be properly described as bullying it should: Be deliberate, where the person or persons carrying it out intended harm Be understood that the behaviour will, or is likely to, to hurt whether physically or emotionally Be repeated, or have the threat of repetition Within bullying there is always an imbalance of power where those who are experiencing the bullying are unable to prevent it happening and are unable to protect themselves. Social and Emotional Aspects of Learning (SEAL) defines bullying for Key Stage 1 children (ages 5-7) as: Being nasty to someone on purpose more than once. In Sheffield, we need a shared understanding of the behaviours involved in bullying. Any definitions should be in an appropriate language for different ages and for different groups within society, to be understood by all. The Sheffield Youth Council are committed to producing an easily understood definition that all children and young people can understand. Bullying usually seeks to undermine by focusing on difference, real or imagined. Bullying has two forms; 1. direct (physical, verbal or non-verbal) 2. indirect (cyber bullying) Bullying can also take the form of omission; not including someone in an activity or asking them to take part. In Sheffield we need to look at national information on bullying. There is information available on how bullying affects specific groups of children and young people and also about the different types of bullying. Information is available on; Bullying relating to race, religion and culture Homophobic bullying Bullying involving children with special educational needs and disabilities Gender bullying Cyber ( /text/online) Bullying Bullying in the Community Bullying connected to being over-weight or obese Page 3 of 7

4 What do we want to get from this strategy? Our aim is for Sheffield to be a city where all our children and young people feel safe: a city where they can grow up, play and learn free from bullying. Our objectives therefore include the following; Emotional Health and Well-being, being promoted throughout the city Bullying being never acceptable and everyone recognising how harmful bullying can be Respect being shown by everyone Diversity being acknowledged and celebrated If our aims are to be achieved then everyone in the city needs to take personal responsibility for creating a safe environment, preventing bullying and for providing support to those who are involved in bullying, whether being bullied, responsible for bullying or involved as bystanders. It is also important that children and young people are given the skills to know how to deal with bullying and to build their resilience. Bullying can t thrive and have an affect if the person being targeted does not succumb. What needs to be done to make sure we reach our aims? The work that needs to be done is; 1. Raising awareness 2. Partnership working, together across different groups and organisations 3. Participation involving everyone including children and young people 4. Collecting information and evidence 5. Prevention and intervention, stopping bullying from starting and doing something about bullying when it is happening 1. Raising awareness We need to make everyone aware of the effects of bullying and what need to be done to prevent it. We need to promote any positive anti-bullying work already taking place in our city and the impact it is having. Promote the Sheffield Anti-Bullying Strategy - using events / seminars / workshops and literature Ask everyone in Sheffield to sign up to the strategy (including all organisations and individuals named in this document) To share and promote national anti-bullying guidance Where needed produce Sheffield Anti-Bullying Guidance on general and / or specific issues using good examples already working in Sheffield Page 4 of 7

5 Support the development of anti-bullying curriculum in schools, colleges, youth services and all relevant organisations To develop a communications and media strategy that will promote positive anti-bullying messages and share good anti-bullying work across the city Promote national Anti-Bullying Week and other relevant national, regional and local initiatives: develop local initiatives that will address bullying To promote the Diana Anti-Bullying Award to recognise the role of children and young people in addressing bullying To promote Sheffield as a Stonewall Education Champion 2. Partnership working, together across different groups and organisations Challenging bullying is the responsibility of everyone. We need to develop a strong partnership across the city, working together and support each other in devising, implementing, monitoring and reviewing this strategy. To further develop the role of the multi-agency steering group and for this group to report regularly to the Safe Guarding Board To consult all relevant agencies and organisations To carry out an audit to identify all those agencies and organisations across the city whose work relates to bullying and collate information on the services they provide To support the Youth Council to ensure an effective voice for children and young people, including those of younger children 3. Participation involving everyone including children and young people We need to ensure that anti-bullying policies and strategies are developed involving children and young people. Sheffield Youth Council will take a leading role in this work. We need to involve: Children and young people, including those of primary school age Parents / carers and their families Staff working with children and young people, including volunteers To further develop the role of the Sheffield Youth Council to take a leading role in developing, reviewing, monitoring and evaluating the anti-bullying strategy To develop a strategy for consulting all children and young people, including those of primary school age, on bullying: strategy to include specific focus on vulnerable groups e.g. looked after children Page 5 of 7

6 To provide guidance and training to promote the role of School Councils To develop a strategy for consulting parents and carers, including developing the role of Parents Forum To provide guidance and training on participation for staff working with children and young people e.g. learning and teaching approaches such as circle time and community of enquiry 4. Collecting information and evidence We need to have better information about the scale and impact of bullying in our schools and across the wider community. We need to collect better information so decisions are based on good information and evidence. To help schools to record and analyse bullying incidents as recommended in the DCSF Guidance Safe to Learn To encourage all other organisations working with children and young people to record and report bullying incidents To encourage schools and all organisations to regularly consult with children and young people, their parents and carers and staff on bullying as recommended in the DCSF Guidance Safe to Learn For Sheffield as a city to collect and analyse anti-bullying information For Sheffield to develop effective support for children and young and for schools, colleges, youth services and other organisations working with children and young people using all of the information that is collected 5. Prevention and intervention, stopping bullying from starting and doing something about bullying when it is happening We need to ensure that everyone is better able to stop bullying, and to be able to provide support to children and young people when they are vulnerable. To preventing bullying organisations have codes of behaviour and conduct for children and young people and for staff. Procedures are understood for people who find themselves in conflict. To promote a whole school / whole organisation approach to bullying with guidance and effective training To continue to promote the engagement of all schools and nurseries in SEAL/SEAD and in Healthy Schools work To develop and promote with schools Family SEAL work To develop and provide specific guidance and training programmes for staff and children and young people to promote Peer Support including Peer Mentoring, Peer Counselling and Peer Mediation To provide advice, guidance and training for parents and carers Page 6 of 7

7 To develop a strategies to respond to parental complaints To work with South Yorkshire Police to encourage school partnerships with the police, through the Safer School Partnership structures To develop restorative approaches to change behaviour and to support both the bully and the person being bullied To reduce the impact that obesity and being overweight has on children and young people being bullied Page 7 of 7
