1 Vidor Middle School Bullying Prevention Plan Introduction The Vidor Independent School District is committed to providing a safe and effective learning environment for all students and staff. The administration and staff will work diligently with students, parents and the community to prevent bullying. All students have the right to attend school where their individual differences are respected and where they are free of fear of harassment and bullying. Vidor ISD prohibits bullying as defined by policy FFI. Campuses are responsible for implementing their Bullying Prevention Plan and all policies and procedures related to bullying. Annually the employees and students will be provided this information through handbooks, Student Code of Conduct, the district web site postings and staff meetings and student assemblies. Definition Bullying occurs when a student or group of students engages in written or verbal expression, expression through electronic means, or physical conduct that occurs on school property, at a school-sponsored or school-related activity, or in a vehicle operated by the District and that: 1. Has the effect or will have the effect of physically harming a student, damaging a student s property, or placing a student in reasonable fear of harm to the student s person or of damage to the student s property; or 2. Is sufficiently severe, persistent, and pervasive enough that the action or threat creates an intimidating, threatening, or abusive educational environment for a student. This conduct is considered bullying if it:

2 1. Exploits an imbalance of power between the student perpetrator and the student victim through written or verbal expression or physical conduct; and 2. Interferes with a student s education or substantially disrupts the operation of a school. Guiding Principles of Bullying Prevention A school climate characterized by acceptance, respect, tolerance and involvement or a positive relationship with adults is important in promoting an environment which supports learning and the development of the whole child. Bullying prevention efforts must be continual over time, multi-faceted, and collaborative and comprehensive among all staff. Campus staff is expected to demonstrate responsibility for the student s total environment, not just learning. Developing simple, clear and firm rules about bullying can help to ensure that students are aware of expectations so they will refrain from bullying and help students who are bullied. All students must be taught expected behaviors. Monitoring and acknowledgement of students who are engaging in appropriate behavior is critical to the success of bullying prevention. If a student does not meet the expectations that have been established, consequences must be applied consistently and appropriately. A needs assessment or collection of data should guide decision making about the effectiveness of the campus program and ongoing strategies and plans. In accordance with Texas Education Code, Chapter 37 Section , Vidor Middle School Bullying Prevention Plan objectives are: To educate faculty, staff and parents about the seriousness of bullying and ways it can be prevented. To provide a safe school culture for all students. To give students strategies on what to do if they are bullied or threatened. To empower children with strategies and resources on what to do if they see someone being victimized by a bully.

3 To provide research and resources in order to gain more information on bullying issues for all VISD stakeholders. Strategies: 1. Implement our PRIDE slogan for campus rules. (Prepared, Respect, In Control, Dedicated, Excellence). All classes will focus on these expectations the first week of school. 2. Expedient and confidential reporting procedures of bullying incidents. (See reporting information below) 3. Enforce consequences in VMS Code of Conduct regarding bullying. Upon initial referral, student is made aware of what bullying is, consequences for bullying and retaliatory behavior. 4. Counseling options for students who witness, engage in, or is a victim of bullying. 5. Transfer the bully out of a classroom as opposed to the victim as provided by law. 6. Anti-Bullying Campaign including Kindness Week, presentations to all students by assistant principal and counselor, activities/contests to promote kindness and a pledge card signing by each student. Throughout the month following the presentation, students will have cross curricular lessons with a focus on kindness and service to others.
