1 ANTI-BULLYING POLICY Guidelines for prevention, detection and action DEFINITION Bullying can have long term implications for the victim and has the potential to cause serious psychological damage which may even lead to suicide. A boy is being bullied if he is deliberately being made unhappy, over a protracted period, by things that others say or do to him. Bullies may be individuals or groups; they may be older or the same age as their victim. Bullying may be physical or emotional and can include elements of racism or sexism, related to a person's religion, belief or culture, a reference to a specific disability, learning difficulty, special educational need, health or appearance, related to a person's home circumstances or related to a person's sexual orientation (homophobic bullying). Bullying can be conducted personally (face to face) or electronically through cyber space using social networking sites, mobile phones or . Please also see the school ICT policy on the acceptable use of school computers. This document aims to create a cohesive and consistent approach for the discouragement of bullying, the encouragement of reporting it, and suitable responses to deal with the problem. The policy applies to all pupils whether or not he is in the care of the School when the bullying behaviour occurs. The guidelines in this document have been drawn up with assistance the guidance issued by the Department for Education Preventing and Tackling Bullying (July 2013) and will be reviewed against any new government guidance issued from time to time. SIGNS OF BULLYING Changes in behaviour that may indicate that a pupil is being bullied include: Unwillingness to return to school Displays of excessive anxiety, becoming withdrawn or unusually quiet Failure to produce work, or producing unusually bad work, or work that appears to have been copied, interfered with or spoilt by others Books, bags and other belongings suddenly go missing, or are damaged Change to established habits (e.g. giving up music lessons, change to accent or vocabulary) Diminished levels of self confidence Frequent visits to the medical room with symptoms such as stomach pains, headaches Unexplained cuts and bruises Frequent absence, erratic attendance, late arrival to class Choosing the company of adults Displaying repressed body language and poor eye contact Difficulty in sleeping, nightmares 1

2 Talking of suicide or running away PREVENTATIVE MEASURES We take the following preventative measures: We use assemblies when appropriate to explain the school s view on anti-social, hurtful behaviour. Our PSE programme is also structured to give boys an awareness of their social and moral responsibilities as they progress through the school. The programme is structured to enforce the message about community involvement and taking care of each other. Bullying is discussed as part of the PSE programme in the Rems and Fourths and is also included in the Shell, and Upper Middle Form Tutor programmes to be dealt with during form periods. Shell forms are taught about internet safety (focussing on stranger danger, chat rooms and not giving out personal information) and cyber bullying and Upper Middle forms also have a lesson about cyber-bullying (to include mobile phones, social networking sites, chat rooms etc) Other lessons, particularly RS, English and Drama highlight the issue of bullying and reinforce this message by teaching moral and spiritual values that show bullying to be unacceptable and by developing social skills. All boys are encouraged to tell a member of staff at once if they know that bullying is taking place. The term directory includes the Code of Conduct as well as Advice for when you are worried where specific reference is made to Bullying and the people from whom help can be sought. Boys are also encouraged to speak out on behalf of anyone they know is being bullied. To quote from the directory To do nothing is to condone the action of the bully. All reported incidents are recorded and investigated at once. A record is kept in the boy s file so that it can be seen where a pattern is being established. We always monitor reported incidents. We have a strong and experienced pastoral team of Form Teachers, Heads of School and Heads of Year who support the Deputy Head and are trained in handling any incidents as an immediate priority, and are alert to possible signs of bullying. Bullying is discussed regularly in staff meetings to feed back information about friendship patterns, particular incidents and any know conflict between pupils so that strategies can be developed to prevent bullying. Our pastoral team gives training, support and guidance to other staff on handling and reporting incidents, and on the follow-up work with both victims and bullies. We take action to reduce the risk of bullying at times and in places where it is most likely: Staff are on duty at break and lunchtime when pupils are not in class and patrol the school site, particularly areas where bullying might occur. They are trained to be alert to inappropriate language or behaviour. The PSE noticeboard, the directory and the noticeboards in the Gild Hall display advice on where pupils can seek help, including details of confidential help lines and web sites connecting to external specialists, such as Childline, Kidscape, Get Connected, Samaritans. 2 JC Howard January 2104

3 We reserve the right to investigate incidents that take place outside school hours, on school visits and trips and that occur in the vicinity of the School, involving boys from the School. We welcome feedback from parents and guardians on the effectiveness of our preventative measures. INVESTIGATING A SUSPECTED CASE OF BULLYING Although a boy's Form Tutor is the first point of referral for all pastoral matters, we all have an obligation to act immediately when bullying is suspected or reported. Having discovered the problem you decide whether : (a) to respond personally, i.e. to carry out the initial investigation by yourself, or (b) immediately involve the victim's Form Tutor and/or appropriate Head of School/Year or member of the Senior Management Team. In either case the Form Tutor of all boys concerned should be kept fully informed. TIME Bullying cannot be dealt with in an instant. The victim(s), aggressor(s) and witness(es) all need to be interviewed. This is a lengthy process to which time must be allocated. It is important if you are unable to deal with a suspected victim immediately : (a) to reassure him that the matter will be dealt with (b) to arrange a time (as soon as possible) to see him. If a boy is too distressed to attend lessons, the School's policy on pastoral care allows for him to be withdrawn. PRECAUTIONS The necessary interviews should, ideally, be carried out on a one-to-one basis, but staff must be aware that to do so may involve an element of risk: pupils have been known, in the absence of witnesses, falsely to accuse teachers of misrepresentation and even of physical or sexual abuse. If you have any reservations whatsoever about conducting a one-to-one interview either consult a senior colleague for advice or arrange to have another teacher present throughout the interview. INTERVIEWS In cases of suspected bullying, it is essential that the following are interviewed : * witnesses * the victim * the suspected bully If the problem is reported by the victim speak to him first, reassuring him, all the time, of your intention to deal with the situation. If someone else alerts you to the problem, the following procedures are recommended : (1) Gather as much information as possible from witnesses. (2) Interview the suspected bully. It is obviously better to do this when you have as much corroborated evidence as possible. 3

4 (3) Finally, talk with the victim. At this stage you will have a fairly clear picture of what has been happening. Interviews need to be conducted in a calm, professional, dispassionate and non-confrontational manner. Avoid reacting in anger or "from the gut" even though you may be outraged at what you hear. In each case allow the boy to tell his story without accusing, threatening, issuing warnings or asking leading questions. It is important that : * The victim feels he is receiving support. * The witness feels comfortable and safe, knowing that any reprisal against him by the bully will be acted upon. * The suspected bully feels that his side of the story is being fairly listened to. ROOMS The following rooms are available by arrangement for conducting confidential interviews : The Offices of the Heads of School/Year The Deputy Heads Offices The Chaplain's Office The Maurice Porter Room when available DOCUMENTATION Brief notes should be made about each interview. These can then be collated as a summary of what has been said by all parties. Remember, though, that taking notes during an interview will make some boys feel nervous; read the situation and act accordingly. : The following need to be included in the file of both bully and victim (1) Information gleaned from interviews. (2) A statement of the action taken (and later follow-up). (3) Any correspondence with parents. ACTING ON INSTANCES OF BULLYING BEHAVIOUR All victimising behaviour is unacceptable. For bullying to be tackled, a climate needs to be created in which all forms of victimisation are discouraged and where reporting bullying is considered a right and proper thing to do. One-off acts of aggressive or victimising behaviour which are not considered to be serious bullying incidents - such things as pushing in the corridor, taking another boy's possessions (pens, pencils etc.) without permission, calling names and shutting a door in someone's face - will be taken seriously but in most cases will not require any detailed investigation. 5 will obviously intervene with a firm response, indicating that such behaviour is unacceptable and will inform the Form Tutor and/or Head of School/ Year who will record the incident and monitor records to enable patterns of behaviour to be identified. Boys need to be told that bullying is unacceptable and offered strategies for dealing positively and supportively with each other. The School's determination to deal firmly with all instances of bullying needs to be made clear. PROCEDURES The following procedures apply for any other incident of bullying behaviour. Initial complaint: A person who learns of alleged bullying behaviour should: - firstly, respond quickly and sensitively by offering advice, support and reassurance to the alleged victim, then - report the allegation to the boy's Form Tutor or Head of Year as soon as possible. Assessment: The Form Tutor or Head of Year, as appropriate, will normally see the victim and (unless the case is very serious) any witnesses without delay and form an initial view of the allegation. The assessment will consider: - the nature of the incident(s) - physical? verbal? exclusionary? etc - is it a "one-off" incident involving an individual or a group? - is it part of a pattern of behaviour by an individual or a group? - has physical injury been caused? Who should be informed? Head? Parents? The School's Designated Person for Child Protection? Social Services? The police? - can the alleged bully be seen on a no-names basis? - what is the likely outcome if the complaint proves to be correct? At this stage, the possible outcomes for an incident which is not too serious include: - there has been a misunderstanding which can be explained sympathetically to the alleged victim with advice to the alleged bully - the complaint is justified in whole or in part, and further action will be needed (see Range of Action, below). Serious incident: If the Form Tutor or Head of Year believes that serious bullying behaviour has occurred involving a pupil or has recurred after warnings have been given to the "bully" he / she will then: - interview the alleged victim, bully and any witnesses separately, in order to establish the facts of the case. He / she may decide to ask another senior member of staff to be present; and - send a summary of his / her findings to the Deputy Head (Pastoral) and other relevant staff. Together with the Deputy Head (Pastoral), the Head of Year will decide on the action to be taken in accordance with the Range of Action set out below. The Deputy Head (Pastoral) will notify the parents of the victim and bully giving them details of the case and the action being taken. The Chief Master will be notified. 5

6 In serious cases, such action may include further investigation in accordance with the School's Behaviour and Discipline Policy and the Expulsion, Removal and Review Policy. RANGE OF ACTION When a complaint of bullying behaviour is upheld, the range of responses will include one or more of the following: - advice and support for the victim, who will be told that action is being taken to relieve the situation and where appropriate establishing a course of action to help the victim, including support from external services where appropriate. - advice and support to help the bully to understand how his actions are affecting the victim and to decide for himself to modify his behaviour. This may include clear instructions and a warning or final warning. Further counselling may be needed and parents will also be kept fully informed about this process. - consideration of the motivation behind the bullying behaviour and whether external services should be used to tackle any underlying issues of the bully which contributed to the bullying behaviour. If these considerations lead to any concerns that the bully may be at risk of harm, the School's child protection procedures will be followed - a supervised meeting between the bully and the victim to discuss their differences and the ways in which they may be able to avoid future conflict - a disciplinary sanction against the bully, in accordance with the School's Behaviour and Discipline Policy. In a very serious case or a case of persistent bullying, a pupil may be required to leave the School permanently in accordance with the School's Expulsion, Removal and Review Policy - action to break up a "power base" - involving social services or the police - such other action as may appear to the Chief Master to be appropriate. INFORMING PARENTS Wherever a serious or repeated case of bullying is uncovered the appropriate Head of School/Year should be informed. In this situation the parents of the bully and victim would normally be informed either in writing or by personal contact. 6 JC Howard January 2104

7 FOLLOW-UP The position will be monitored for as long as possible thereafter. Action may include: - sharing information with some or all colleagues and with pupils in the year group so that they may be alert to the need to monitor certain pupils closely - ongoing counselling and support - vigilance - mentioning the incident at meetings of staff and liaison between Heads of Year, as appropriate, with outcomes being recorded - reviewing vulnerable individuals and areas of the School. REVIEW This policy will be reviewed annually to assess its effectiveness and update it as necessary. 7
