1 TRAILBLAZERS - APPRENTICESHIP Apprenticeships Limits on payments in England employment will change significantly tribunal awards over the From next 6/4/2015 few years. These reforms are at the heart of the Government s plans to improve the skills and productivity of the workforce and to deliver three million apprenticeships by What are Trailblazers? Changes to funding apprentice training Apprenticeship Levy Apprenticeship reform What are Trailblazer Apprenticeships? In a nutshell, in 2013, the government proposed a series of changes to apprenticeships to make them more relevant, ensuring that competences are tested more rigorously and that gradings are introduced for assessments to better identify performance levels. Trailblazers currently only relate to apprenticeships in England, although Scotland and Wales are considering adopting similar reforms. How is BESA involved? The government is keen that employers drive the development of Trailblazer standards, and as a result BESA has been facilitating the process of bringing member companies together. The Services ing Trailblazer Employer Development Group (EDG) was formed to progress the development of Trailblazers for our sector. To ensure that a focus on specialisms is at the heart of the development process, four Specialist Occupation Working Groups (SWGs) were also set up covering Industrial & Commercial Pipefitting, Ductwork, Service and Maintenance and Ventilation Hygiene. What Trailblazers are in development? There are three key phases of development: 1. Development of Standard 2. Development of Assessment Plan 3. Implementation Currently six Trailblazers are in development, and each is at a slightly different stage. The table on page 2 outlines the progress made to date. For more information click here

It was judged to insufficiently different to the level 3 The group intend to revise and resubmit the proposal for Level 2 Ventilation Hygiene Operative Work continuing to establish the occupation and formulate the Level 3 Project Trailblazer proposal Dependant on government accepting the trailblazer proposal group s Assessment Plans submission numbers from largest 10 companies to support the business case for implementation BSE apprenticeships being developed by other Trailblazer groups Refrigeration, Work being undertaken by Plan approved - Air Conditioning and Heat Pump Institute of Refrigeration (IOR), to which BESA members contribute through ACRIB: September 2015 Level 3 standard approved March 2015 European RACHP Design & Applications Higher- and Degree-level Higher/degree Level apprenticeship for technical & professional RACHP occupation Proposal approved by government Link developed with Employer Construction Consortium : The Employer Construction Consortium has adjusted the Work underway on assessment specification, syllabus detail and support materials Launch event held on 15 th March Planned start date for the new apprenticeship is September 2016 Dependent upon approval of Assessment Plans Employer Construction

4 Services ing Occupations Services ing Design BSE Design Level 6 TRAILBLAZERS - APPRENTICESHIP Revised Level 4 incorporating amendments requested by BESA submitted to BIS approved March 2016 Consortium has included amendments to Level 6 standard to reflect BESA representations Work being undertaken by a group of leading BSE consultancy employers Level 3 Apprenticeship standard developed Trailblazer approved for development Assessment Plans to address BIS feedback and re-submitted them in March Consortium planning for implementation from September 2016 Potential providers include: - Leeds College of - Liverpool JMU - London South Bank - Coventry - Northumbria

5 Changes to funding apprentice training To attract future Government co-investment funding, apprenticeships will be required to conform to the recommendations of the Government-commissioned Richard Review of Apprenticeships In practice, this means that the groups of employers developing Trailblazer Apprenticeship Standards will have to convince the Department for Business, Innovation and Skills (BIS) that the new-entrant training arrangements for each occupation comply with the principles of the Richard Review. Government plans for funding apprenticeships in the future include the following principles: 4 a revised methodology under which purchasing power through an electronic voucher scheme is placed directly in the hands of the employer (rather than with the training provider as at present) 4 the Government will invest 2 for every 1 invested in apprentice training by the employer the co-investment principle The intention is to free up employers to shop around training providers to secure the best deal for the apprentice training their business requires. No funding is normally available to offset employers wage costs and this is not set to change under the funding model envisaged by the Government in respect of Trailblazers Apprenticeships. The funding model envisaged by Government for Trailblazers Apprenticeships from August 2016 is summarised in the table below: Core Government Contribution (CGC) Cap: 2 for every 1 from employer Cap 1 2,000 Cap 2 3,000 Cap 3 6,000 Cap 4 8,000 Cap 5 13,000 Cap 6 18,000 Additional incentive payments: (1) Recruiting a 16 to 18 yearold ,800 2,400 3,900 5,400 (2) Small business ,200 1,950 2,700 (3) For successful completion ,200 1,950 2,700 Maximum total Government 3,600 4,900 9,600 12,800 20,800 28,800 contribution The Caps shown are maxima: they do not represent actual payments to be made, but amounts up to the figures shown. It is not clear yet which Cap(s) will relate(s) to the Trailblazer Apprenticeship Standards being developed by BESA employers. Note: The funding levels for apprenticeships are likely to change again as a result of the future introduction of the Government s proposed Apprenticeship Levy 4 4
