4 1. Introduction The Collections Development Policy governs the INTI International College Subang (IICS) Library collections development and acquisitions efforts. It provides the policy framework to support the Library's responsibilities to serve the student as well as the faculty member as a whole, and the IICS community. The policy provides a plan for developing the collections and maintaining their existing strengths. It sets forth the scope, level of collecting intensity and goals required by the Library to fulfill its service mission. The Collection Development Policy also sets out principles and guidelines for developing and maintaining the Library's collections in all formats. 1.1 Vision Inspiring knowledge for personal transformation and global impact. 1.2 Mission Providing access and delivery of information resources to IICS community in support of the teaching and learning mission of the college. 1.3 Objective a) An internal library document to provide guidance to staff in the selection of resources, to assist with focus on user needs and to aid in the orientation of new staff b) The Collection Development Policy ensures that over time, the IICS Library s collection will remain on course, reflecting the needs of users, while creating unique experiences of meaning and inspiration for the individual customer. 2. History Established in 1986, the IICS Library serves an academic community of some 6,000 members, who are mainly staff and students of IICS. The library collection currently holds over 45,000 items (and is continuously accumulating) comprising of materials in various format such as books, serials, audio visuals and electronic materials. The collection is centered on areas relevant to the courses offered at INTI International College Subang. The courses include Computer Science, Engineering, Pure Science, English Language, Social Science, Humanities, Business and Management, Accounting, Education, Applied Science, Mathematics and Liberal Arts. The IICS Library, which functions as the heart of the campus academic need, will continue to develop into a dynamic resource center for its academic community. 3. Funding and Budget Model The IICS Library's information resources budget is prepared annually by the Chief Librarian and will be approved by the Corporate Finance Office. The Library uses an Incremental line-item budgeting system where all increases and decreases to the budget equal for all units on a percentile basis. The previous budget is seen as having already been justified and it is used as a base upon which to make the changes for the next fiscal year. 1

Materials ratio The quantity of materials purchased is based on the table below: Material category Basic text Additional reading Reference Quantity 5 copies 1 copy 1 copy The number of basic text will be greater depending on the of student population and sharing title among various programmes. 5. Scope of the collection The collections are based on programmes offered at IICS. There are 66 programmes currently running as of May Please refer to Attachment I for more details. 5.1 Language Approximately 99% of the IICS Library collections are written in English. Meanwhile only 1% is written in Bahasa Malaysia, the national language due to elective subject requirements from the Ministry of Higher Education Malaysia (MOHE). 5.2 Format Generally, the IICS Library collects materials in variety formats such as monographs, periodicals, audio visual (AV) materials, newspapers, Ebooks and Ejournals. 5.3 Subject The subjects are derived from programmes offered at IICS. There are 44 subjects identified in the IICS Library. Please refer to Attachment II for more details. 6. Selection Methods Material selection for the library collection can only be done by Deans of faculties, the Chief Librarian, faculty members and acquisition librarians. Nevertheless, IICS staff and students are encouraged to provide of book via the Book Suggestion Form available at the circulation counter. 6.1 Selection Criteria The selections of materials at IICS are based on the principles below: a. Materials listed in the programme course structure/course outline. b. Relevance with the titles to the scholarly needs of students in the context of the present curriculum. c. Material should serve the interests of students in more than one discipline or programme d. Relevance to the existing collection s strengths and weaknesses e. Suitability of format to Library circulation and use 2

6 f. Price, availability and Library materials budget 7. Material category There are various categories of material at IICS Library. The categories can be divided as follows: 7.1 Open Shelf The collection of text and reference books that are available for circulation to all students. The collection consists of books with "A", "H,"ICAD", "Post Grad, and "M'sian Studies" stickers on their spine label. 7.2 Red Spot Collection The collection of textbooks and reference books that are highly in demand and expensive. The Red spot collection is shelved behind the Circulation Counter and can only be accessed by requests made through the librarian. 7.3 Reference Collection This collection contains a wide variety of materials including dictionaries, encyclopedias, handbooks, atlases, bound magazine/journals, and annual reports. No loan is permitted for this material. 7.4 Bound journal and magazine Bound journals are a complete year s issue of journals bound together as one volume (binding). No loan is permitted for this material. 7.5 Newspaper Local and foreign newspapers are available at the Library but we only keep a month's issue of the newspapers. No loan is permitted for this material. 7.6 Learning and Teaching Resources This collection contains educational and motivational materials for faculty member usage only. It includes subjects such as how to enhance learning and teaching skills, how to calculate GPA, and the likes. 7.7 Audio Visual Materials (AV materials) Most of the collections are attached to the text book. The AV materials consist of CD, DVD and DVD movies. 7.8 Online Resources Patrons may access the online databases through the campus network. For off-campus access, the online databases can be accessed via EZProxy. Currently there are 5 subscribed online databases: a) Ebrary b) Ebscohost c) Emerald publishing d) InfoTrac e) Proquest 3

7 8. Out of Print The Library endeavors to obtain out-of-print titles where appropriate and demand from faculty members. 9. Donations Policy The IICS Library welcomes any offers of materials which are in good condition and meets the requirements and needs of the programmes offered at IICS. Below are the donation policies: a. IICS Library reserves the right to accept or decline donations b. Restrictions imposed by the donor are not accepted. IICS Library should not be obligated to abide by any clauses or rules set by the donors. c. Materials once donated, become the property of the IICS Library 10. Stock Maintenance Stock maintenance involves activities of understanding the demand and usage of the materials. The activities involved in stock maintenance are as follows: 10.1 Retention The Library will retain a copy when there is demand for it or if there is no latest edition to replace it Criteria for retention The consideration of materials for retention will usually encompass one or more of the following: a. High demand b. Known to be needed for reference and teaching needs c. Faculty input d. Size of existing collection e. Currency f. Relevance g. Inter-disciplinary interest 10.2 Deselection The Library undertakes to deselect material from the collection to other location (discarded) on a regular basis as follows: a. No usage within 10 years b. Superseded editions c. Bad condition materials and not suitable for display. 4

8 10.3 Weeding Weeding is the removal of materials from the library collection that are no longer needed or viable and is a standard practice in managing a library s collection Weeding criteria The weeding criteria are defined as follows: a. Misleading information or factually inaccurate b. Poor physical condition c. Superseded knowledge d. Trivial or no discernible literary or scientific merit e. Irrelevant to the needs and interests of the user f. No usage or less within 15 years g. Outdated/inaccurate information 10.4 Replacement of lost and damaged items The Library replaces lost or damaged items as appropriate: a. If the title is out of print the Library acquires one copy where possible b. High demand c. Listed as basic texts in the course structure Cancellation Cancellation is a process of unsubscribing or terminating the existing subscriptions of materials due to some reasons. The cancellation process of print and online resources is as mentioned below Cancellation of print subscriptions The cancelation of print subscription will come to stage when: a. Ownership of the electronic version or perpetual access can be guaranteed b. Phasing out of programme that may use those materials. c. Cancellation request from faculty Cancellation of Online Resources The cancelation of Online Resources will take place when: a. Price increases b. Changes of supplier or content c. Low usage access 5

9 11. Preservation and Conservation The preservation and conservation exercises exist to assure long-term access to the physical and intellectual contents of the Library's collections. The preservation and conservation operations are explained below: 11.1 Preservation Preservation involves the activities mentioned below: a) Temperature set to C. b) Lighting- T8 fluorescent lamp with 3000 warm color. c) Wrapping- All books are wrapped with transparent plastic. d) Hard-cover binding- All back-dated issues of serials are hard-cover binding. e) Digitization- Exam papers will be digitized and uploaded into INTI s repository (EXAMODAS). f) Pest control- Will take place twice per year. g) Duplicating of AV (INTI production) - Will duplicate the original and avoid them from being circulation Conservation Conservation activities include book repairs, conservation treatment and emergency preparedness and response. 12.
