1 TECHNICAL SERVICE : +33 (0) Fax : +33 (0) : sia-direction@aviation-civile.gouv.fr Site SIA : AIC FRANCE A 03/16 Publication date: FEB 11 SUBJECT : IMPLEMENTATION OF THE RECAT-EU WAKE TURBULENCE SEPARATION SCHEME AT PARIS CHARLES DE GAULLE, PARIS-LE BOURGET AND PONTOISE CORMEILLES-EN-VEXIN AIRPORTS FROM MARCH 22 nd INTRODUCTION The wake turbulence separation minima currently used in France are based on the ICAO Doc 4444 «PANS-ATM»and follow the ICAO Wake turbulence categories of aircraft. In October 2014, the European Aviation Safety Agency (EASA) informed its Member States that the RECAT-EU Wake Turbulence Separation scheme safety case report provides the assurance that the RECAT-EU wake turbulence separation scheme can be used to update the current wake turbulence scheme. France updated national regulation to allow implementation of new wake turbulence separation minima based on the RECAT EU wake turbulence scheme at Paris Charles de Gaulle, Paris-Le Bourget and Pontoise Cormeilles-en-Vexin from March 22nd This aeronautical information circular introduces the RECAT-EU scheme and explains the implementation conditions at the dedicated airports and their consequences for users. 2 RECAT-EU CATEGORIES OF AIRCRAFTS RECAT-EU wake turbulence separation minima shall be based on a grouping of aircraft types into six categories according to both the maximum certificated take-off mass (MTOM) and the wing span as follows: «SUPER HEAVY» - all aircraft types of kg or more, and a wing span above 72 m ; «UPPER HEAVY» - all aircraft types of kg or more, and a wing span between 60 m and 72 m ; «LOWER HEAVY»- all aircraft types of kg or more, and a wing span below 52 m ; «UPPER MEDIUM»- all aircraft types less than kg but more than kg, and a wing span above 32 m ; «LOWER MEDIUM» - all aircraft types less than kg but more than kg, and a wing span below 32 m ; «LIGHT»- all aircraft types of kg or less (without wing span criterion). The ICAO Document 4444 «PANS-ATM» wake turbulence scheme only contains three categories of aircraft, heavy (H), medium (M) and light (L), all based on the maximum certificated take-off mass criterion. Then a new category, super jumbo (J) has been added to take into account the The RECAT-EU wake turbulence scheme introduces two subcategories for heavy and medium aircraft. It also integrates the super jumbo category. 2 3 RECAT-EU WAKE TURBULENCE SEPARATION MINIMA The RECAT-EU scheme allows the definition of lower separation minima thanks to a better tuning of aircraft categories. In most cases, the RECAT-EU separation minima are lower than the ones defined by ICAO for wake turbulence. New wake turbulence separation minima have then been defined when using RECAT-EU scheme : distance-based wake turbulence separation minima, corresponding to the distance to respect between two aircraft, according to the RECAT-EU category ; time-based wake turbulence longitudinal separation minima, corresponding to the time interval to respect between two aircraft, according to the RECAT-EU category. All RECAT-EU separation minima are presented in Tables n 2 and n 3 in Annex. 4 RECAT-EU SEPARATION MINIMA IMPLEMENTATION The RECAT-EU wake turbulence separation minima based on distance are implemented at Paris Charles de Gaulle, Paris-Le Bourget and Pontoise - Cormeilles-en-Vexin airports from March 22 nd 2016 at 00h00 UTC. These minima are applied for arrival and departure phases, when the aircraft is in the air. For take-off phase, the wake turbulence separation minima based on time as per ICAO 4444 «PANS-ATM» document are still used at present. 5 IMPACT ON PILOT PROCEDURES The implementation of RECAT separation minima will not affect the pilot procedures. Nothing is changed in flight planning and flight management. Nevertheless, as separation minima will be reduced in most cases, pilot should pay attention to the following points. 5.1 Approach phase Pilots will probably notice the separation reduction. Thus pilots are required to respect the flight as planned and especially to maintain the speed on the final approach as assigned by ATC. If for any reason, this speed can not be maintained then pilot should inform ATC as soon as possible. The separation minima for main types of aircraft flying to Paris Charles de Gaulle are the following ones: Leader aircraft Follower aircraft ICAO Minimum RECAT EU Minimum 6 NM 4 NM A330 / B777 B777 4 NM 3 NM 7 NM 5 NM B777 A320 / B NM 4 NM B757 5 NM 3 NM 7 NM 6 NM B777 EMB190 / BAE146 5 NM 5 NM B757 5 NM 4 NM 5.2 Runway occupation Pilots are asked to minimize runway occupancy time. Indeed, due to reduced separation minima on final approach, it is mandatory that landing aircraft vacates the runway as early as possible in order to maintain runway capacity. Page 2/6
3 5.3 Flight plan and phraseology Implementation of RECAT-EU scheme does not modify neither the way to fill in the flight plan nor phraseology. Pilots will continue to fill in the flight plan wake turbulence case 9 with the ICAO aircraft category, H, M or L, and J for super jumbo. Moreover, on first transmission inbound to the airport, pilot says heavy if the aircraft belongs to ICAO Wake turbulence H category aircraft pilot will need to say Super. It is neither necessary nor required for pilot to know the RECAT-EU aircraft category. More information about RECAT-EU available on the Eurocontrol website at Page 3/6
