1 CUMBRIA COUNTY COUNCIL JOB PROFILE Post Title: Rail Officer Department: Environment Post Holder: Responsible To: Passenger Transport Team Leader Location: Post No: ITT08 Grade: RT4S Purpose of the Job To lead a team to develop the provision and use of rail transport to meet the transport and economic needs of Cumbria. To lead and coordinate the County Council s approach to Community Rail Cumbria To develop policy and carry out initiatives, research and monitoring relevant to railways in Cumbria. Principal Accountabilities To ensure the effective management of the work and activities associated with the Rail Team Ensure the development and ongoing review of the County Council s passenger transport policies and implementation plans to meet national and local priorities with respect to rail. Ensure the development, in partnership with DfT Rail, Network Rail, train operators and others, programmes to deliver improved rail passenger and freight facilities and services. Work with passenger train operators and relevant partners including local committees, local authorities, the private sector and all relevant stakeholders, to develop the rail network in Cumbria through Cumbria Rail. Work with freight train operators and customers to promote modal transfer of the movement of goods from road to rail. Develop and promote the integration of rail services with other transport modes. Maintain a close awareness of developments across the Integrated Transport Team to inform own work and enable effective communication, as necessary, of the full range of policies and programmes.
2 To act as a cost centre manager. Key Tasks Lead and coordinate the work of the County Council in the development of its railways by coordinating the several community rail partnerships in Cumbria as well as activities concerning the West Coast Main Line and High Speed Rail. Manage the Community Rail Partnership Officers for the Cumbrian Coast Line and the Furness Line / Lakes Line by promoting community involvement at stations through Station Adoption, the development of marketing and promotional material, the development of projects and the investigation of opportunities for new businesses and social enterprises. Analyse the deficiencies and potential for improvement in rail transport infrastructure and produce action plans to address these with other partners and in conjunction with rail industry develop plans to address improvements to the network. Formulate and negotiate funding bids with a range of funding agencies and partners. Use indicators for the measurement of the performance of rail services and monitor the performance of the local passenger rail network in Cumbria. Identify and effectively lobby for improvements in the rail network and associated infrastructure for passengers and freight. Undertake, facilitate and capture market research on users of the rail network and to advise Passenger Transport Team Leader on proposals to address trends and users needs and aspirations. Develop strong relationships up to and including director level with the rail industry. Attend Integrated Transport Management Team Meetings to ensure management are informed of developments within the rail industry Attend and speak at public meetings and organise meetings with stakeholders. Respond constructively to suggestions, queries and complaints from the public. Represent the Council on West Coast Rail 250 and support the Member representation. Magnitude of Job Influencing decisions on the network of rail services in Cumbria that have an annual turnover of several million pounds, by working with Northern Rail, TransPennine Express, First ScotRail, Virgin Trains, Network Rail, DfT Rail and other stakeholders..

4 CUMBRIA COUNTY COUNCIL PERSON SPECIFICATION Post Title: Department: Rail Officer Environment Criteria Essential Desirable Qualification/ Training NVQ4 in Business Management or related area or equivalent qualification Relevant technical or professional qualification Relevant Experience Knowledge Skills/Ability Extensive experience of passenger transport policy, or programmes or systems with a passenger transport authority or a transport operator or a transport consultant Experience of effective staff management including performance, recruitment, appraisal training and supervision A detailed understanding of the working of the rail industry, including the relationship between its various elements, with particular reference to community railways An ability to work with other stakeholders, agencies and providers to devise and coordinate the delivery of transport services and infrastructure Demonstrate partnership working in a multi-agency situation Ability to work with local communities and groups Ability to direct staff and work as an effective team member Experience of managing budgets, and identification and progression of funding opportunities Working with partnerships or community groups An understanding of local authority procedures and political process Knowledge of current national transport policy and the role of key agencies in the delivery of transport services Experience of undertaking practical research into public transport systems or operations Ability to use computer systems and to adapt to new technologies Personal Skills Ability to motivate others and maximise output from limited resources
