1 Endurance Strategic Planning Group (ESPG) National Federation Consultation on s for Action & The Strategic Plan Introduction On 12 August 2013 the FEI s Bureau appointed the Endurance Strategic Planning Group, (ESPG) tasking it with making proposals to reduce the incidence of doping in Endurance horses, reducing injuries and to develop a strategic plan to support the long term sustainability of the sport. The proposals and an outline strategic plan were presented to a special session at the FEI s General Assembly (FEI GA) in Montreux on 6 November Purpose The purpose of this paper is to seek the views of all National Federations on the proposals and the strategic plan in order that firm recommendations may be presented to the Endurance Conference in Lausanne on 9 February However, it should be noted by readers that we are also calling for a range of immediate actions. The ESPG is recommending to the FEI Bureau that these actions are undertaken or underway by 1 January Supporting Papers The papers presented to the FEI GA are: 1. Chairman s presentation 2. 2 The s Collective Endurance Compass The Vision, Values and Critical Success Factors are shown on the plan on a page. 1 Vision: To ensure Endurance athletes compete, complete and win fairly while sustaining and developing the sport globally in a professionally administered way and operating within the FEI code of conduct for the Welfare of Horses 2 Values: Clean Sport, Welfare, Integrity, Partnership 3 Critical Success Factors: Foundation for Growth, Culture & Behaviour, Structure & Governance, Communications & Marketing Strategic Goals The critical success factors, reflected below, are expanded to include the strategic goals; the success factors being proposed as: Foundation for Growth Culture and Behaviour Structure and Governance Communications and Marketing In each category immediate and longer term actions are proposed. Immediate actions, once approved by the Bureau, are recommended for implementation by 1 January 2014 or are in the process of implementation. Indeed, wherever possible action should be taken at the earliest moment; there should be no delay in getting the immediate actions underway. Where NFs feel differently, during the process of consultation, their views will be taken into account at the implementation phase. Page 2 of 7

3 Foundation for Growth Immediate actions: 4 Commit to a 10 year strategy 5 Commit to annual operational plans 6 Potential growth defined by region for next 5 & 10 years 7 Consider what infrastructure is needed to support the sport fully 8 Ensure the infrastructure is in place to match the sport s needs (See PP slide 56 & chairman s text pages 7 & 8) Culture and Behaviour Immediate actions: 9 A Research and Injuries Surveillance System (ISS) programme (underway) is required to provide accurate data 10 Increased levels of dope testing continues 11 An injury reporting programme is required (underway) 12 Codes of Conduct must be established 13 Develop and implement leadership programmes for NF s and officials of the sport 14 Enhance and implement full educational programmes, including on-line, for athletes, trainers and officials 15 NFs providing leadership and driving culture change in antidoping and welfare (See PP slides 34-40, 57, and chairman s text page 8) Page 3 of 7

4 Structure and Governance Immediate Actions: 16 Budget approved for the appointment of Independent Governance Advisors (IGAs), recruitment started and appointments underway 17 Trainers: Registration and Ranking List arrangements underway; Become persons responsible with their riders; Obliged to maintain medication and treatment diaries for all horses in their yards 18 Out of competition testing starts 19 Disciplinary procedures, penalties for athletes, trainers & officials reviewed; recommendations for change prepared for Bureau consideration - penalties should be severe 20 FEI Executives stop officiating for OCs 21 Course designers charged with making courses more technical 22 Plans developed for officials (including veterinarians) induction programmes on appointment, annual appraisals, examination before promotion, rotation and defined remuneration level arrangements are required 23 Officials tasked with ensuring they enforce all rules vigorously 24 Field of play access severely limited 25 Ride qualification standards increased 26 Rules adjusted to ensure only competent riders may compete at each level of competition 27 Extend recovery periods for horses already approved by FEI GA * 28 Governance structure for Officials reviewed annually 29 Key Performance Indicators (KPIs) for the robust measurement of progress, risk register and monitoring system in place to ensure the strategic and operational plans are reviewed for progress by the Endurance Technical Committee quarterly and the Bureau twice a year Page 4 of 7

5 30 All rules reviewed thoroughly to ensure they match the demands imposed by the strategic and operational plans (See PP slides 58 60, [NB: PRs to be both athlete & trainer], , and chairman s text pages 8-9) Communications and Marketing Immediate actions: * 31 Trainers ranking lists introduced 32 Ranking list/award mechanism for completions for trainers and teams to be introduced 33 Place the Plan on a Page and the Strategy Dashboard on the FEI website providing an opportunity for all to follow the progress of the strategy s implementation * 34 Explain internally and externally our determination to improve performance and thus develop and implement an: Internal awareness campaign for the equestrian family External global hearts and minds campaign across the media 35 Introduce an awards programme for officials 36 Develop a sponsorship plan and secure funding for ranking lists and award mechanisms to offset costs and promote success 37 Endurance Technical Committee to issue a press release or through another medium, detail on progress or adjustments to the plans after each of its meetings making relevant documents available on line (See PP slides 55, 61 and chairman s text page 9 and 10) Page 5 of 7

6 Next Steps National Federations are asked to provide their responses by completing the surveymonkey facility provided by 20 December 2013 adding any proposed amendments felt necessary. The responses and amendments will be analysed and adjustments made so that a final set of proposals for change may be set out in a paper for further debate at the Endurance Conference scheduled for Sunday 9 February 2014 in Lausanne. This conference will also be used for National Federations to debate and develop the key performance indicators (KPIs). These are the measures by which the FEI and NFs will measure the success of these proposals, the strategy and the subsequent operational plans. The KPIs will need to be specific, robust, measurable, deliverable and timed; see PowerPoint slides and Chairman s text page 10. The KPI session will be facilitated by an external expert in the field. The FEI Sports Forum will also include a special session on Endurance on the morning of 29 April 2014 when NFs will be asked to support the strategy in its final form before it is approved by the Bureau in May Conclusion Since the formation of the Endurance Strategic Planning Group (ESPG) on 12 August 2013, a great deal of work has been undertaken to develop each of the individual proposals for action. As we have set out, some will need immediate action and others can and should take longer to develop. The ESPG will deliver its final set of proposals on 9 February 2014 during the Endurance Conference. The plan for action will be set out for ease of viewing and understanding as a plan on a page, following this period of consultation. It is our hope that all NFs will accept our final proposals, take ownership of the plan and, together with the FEI, provide the leadership we believe is necessary for it to succeed. It will not be easy for all to accept, there will be costs to bear for us all but we believe our proposals must be implemented to secure the long term sustainability of the sport. Following this conference, the work of the ESPG will have been completed close to the timescale given to us by the FEI s Bureau. We will then stand down and pass the responsibilities for the implementation of our proposals, if approved, to the FEI, to its Endurance Technical Committee, to NFs and to every athlete, trainer and official. As we said during our presentation on 6 November 2013 at the FEI GA special session on Endurance, success in implementing these proposals depends on the willingness of everyone involved in the sport to be self disciplined and to take personal responsibility. 7 We finished with two particular messages: Apply these values of clean sport, welfare, integrity and partnership and we live and work together. If you do not subscribe to them, our message is, simply, leave us. Failure is not an option. We believe there is a bright future for the sport. Together we must grasp it and move on with a determination that we should never again have to face these challenges.
