1 HAZARDOUS WASTE IN BENTON COUNTY Hazardous waste generally comes from: 1. LARGE QUANTITY GENERATORS: generate more than 220 lbs/month of dangerous waste (DW); always have more than 2,200 lbs of DW on-site; generate and accumulate more than 2.2 lbs /month of acutely or extremely hazardous wastes. 2. SMALL QUANTITY GENERATORS (small businesses): generate less than 220 lbs/month of dangerous waste (DW); always have <2,200 lbs of DW on-site; generate and accumulate < 2.2 lbs /month of acutely or extremely hazardous wastes. 3. HOUSEHOLDS In Benton County, we have programs to deal with #2 and #3. Read on 5/13/2014 1

4 The County used to have a Moderate Risk Waste Facility, which was operated by the City of Richland, and located at the City landfill off S. R. 240 North of the City. Unfortunately, in 2010 a fire destroyed the facility. Since that time, a contractor has operated twice-yearly collection events in April and October. At these events, small businesses (small quantity generators) and households can bring their hazardous waste to the event. Households are free, and small businesses are charged a fee. Interesting Fact: In the past 2-1/2 years, over 4,250 people have attended the HHW Collection events! The following items are not allowed at the collection events: TIRES, APPLIANCES, ELECTRONICS, EXPLOSIVES, BIO HAZARDS, RADIOACTIVE SUBSTANCES, MEDICATIONS, HOUSEHOLD SMOKE ALARMS (they contain small amounts of Americium-241), and larger than 20 gallon containers. 5 ALTERNATIVES TO DISPOSAL for many types of HHW ANTI-FREEZE Waste Management, Inc. accepts used anti-freeze at the transfer station at 27th Ave. & S. Ely St., Kennewick. [Private individuals only. Limited to 5 gallons per person.] ANTI-FREEZE, MOTOR OIL, AUTOMOBILE BATTERIES AND PROPANE TANKS are still be accepted at the Richland Landfill, 3102 Twin Bridges Road (off SR 240) -(509) Disposal is free to all County and City residents in Benton County. Hours: Daily 8:00 a.m. to 4:00 p.m. No brake fluid or contaminated anti-freeze and motor oil will be accepted. MOTOR OIL Collection Sites: Prosser: 10th St. & Sherman, City shop; Hours: Wed & Sat 9:00 a.m. to 5:00 p.m.; Fri 1:00 p.m. to 6:00 p.m. Benton City: Della St. & 7th St.; Hours: Thur & Sat 10:00 a.m. to 6:00 p.m. BATTERIES Automobile batteries can sometimes be recycled - check with The Battery Store in Kennewick (6719 W. Clearwater Ave ). They are also still accepted at the Richland landfill. For smaller batteries (A, AA, etc.) check with Batteries Plus (321 N. Columbia Center Blvd ) CFL BULBS AND TUBES Some Home Depots, Lowes and Walmarts accept the bulbs only for free (check first). Batteries Plus, at 321 N. Columbia Center Blvd, Kennewick, WA will accept all sizes of bulbs and tubes; disposal prices vary depending on the size. Phone Number: *see page 7 also. 6 PAINT UNUSABLE (OLD) PAINT: Dried paint can be disposed of normally... leave the lid off the can until it dries out. If you have a larger quantity, it can be poured out on a plastic sheet or tarp, let dry, roll it up and dispose of normally. It can also be mixed with cat litter and let dry. Dispose of dried paint normally. Hardware stores also sell "Paint Hardener" that can dry up left over paint... just ask in the paint department. REUSABLE PAINT: Check with your local Habitat for Humanity or your city Police Department s graffiti abatement program to see if they can use it. Check with your friends and neighbors. PESTICIDES & FERTILIZERS If you have left over garden chemicals, check with your local gardener's club, high school FFAclasses, or ask your friends and neighbors if they can use them. If you have small quantities, use them for the purpose on the bottle; i.e. spray a weed killer on the weeds in your yard; spray insect spray around your plants or house foundation. If its too old to be effective, you haven't done any harm. **BE SURE TO CHECK THE LABELS FOR BANNED SUBSTANCES LIKE DDT** Interesting fact: 62,000 lbs. of latex paint was collected and recycled at the April 2014 collection events! MISCELLANEOUS The average household smoke alarm contains a small amount of a radioactive substance (Americium-241) that should not go into landfills. Unfortunately, the only disposal method is to return it to the manufacturer (mfg) for disposal. Check your brand, google the mfg, and contact them. You should also check with your local post office about shipping restrictions and costs. TIRES The Benton County Mosquito Control offers a free tire collection event yearly usually in April. 5/13/2014 6

7 WASHINGTON NOW HAS A FREE, CONVENIENT AND ENVIRONMENTALLY RESPONSIBLE RECYCLING PROGRAM FOR COMPUTERS, MONITORS, LAPTOPS, TELEVISIONS AND E-READERS. Locally, you can take your electronics (Computers, CPU (towers), Laptops, Monitors, Televisions & E-Readers to Clayton-Ward Recycling for free. [119 E. Albany Ave, Kennewick Telephone or 1936 Saint St., Richland Telephone ] **computer peripherals such as keyboards, mice, and printers are not included in this program** Who can use the program? Households, small businesses, schools & school districts, small governments, special purpose districts, and charities can recycle electronic products free of charge in this program. Why recycle electronics? Many electronics, especially TVs and computers, contain toxic materials such as lead, cadmium and mercury. Reusing and recycling electronics keeps these toxic materials out of our landfills and incinerators and also recovers valuable resources. The electronic equipment this program collects will be taken apart and separated into materials such as glass, plastic, metal and toxic chemicals. All recycling will follow performance standards set up by the Department of Ecology. Coming in 2015: a similar, free program for CFL bulbs & tubes. 5/13/2014 7
