2 BACKGROUND The development of a SWMP for the Pembina River Watershed is a goal of the current IWMP process. This plan will influence any organization or person that is considered a stakeholder in this watershed in how they manage the water within this basin. Information to collect to describe watershed problems: 1. Is transportation infrastructure (i.e. roads, highways, bridges, crossings) impacted by this problem? 2. Could human health or safely be impacted by this problem? 3. How many residences, buildings, businesses and people are affected by this problem? 4. What area is affected by this problem? (large, small, # of km2) 5. What is the economic impact of this problem? 6. What is the land use in the problem area? 7. Age of the problem?

3 GENNERAL COMMENTS Discussion with various representatives of the RM of Stanley prior to January 2009 The SW portion of the RM of Stanley is in the Pembina River watershed while the RM also has portions of the Deadhorse, Hespeller, Buffalo Drain, Shannon Creek and Thornhill Creek watersheds. The portion of the Pembina River watershed is approximately 25 square miles in size. Generally there is varied topography as this area has the Pembina Valley and a portion of the Manitoba Escarpment running through it. Due to the steep valley slopes water erosion is an issue the RM has to deal with along with some localized flooding issues. The 1-6 Drain is a Pembina River Tributary that begins in the RM of Stanley and joins the Pembina River in North Dakota.

4 SUMMARY OF ISSUES Discussion with various representatives of the RM of Stanley prior to January 2009 resulted in the following list of Surface Water Management issues: A. 1-6 Drain erosion B. 1-6 Drain related flooding C. RM Crossing on 1-6 drain and E-W RM road south of the SW ¼ of D. RM Ditch adjacent to E-W road (south side) north of NW ¼ of

5 Details on ISSUES Discussion with various representatives of the RM of Stanley prior to January 2009 resulted in the following list of Surface Water Management issues: A. 1-6 Drain erosion There is water erosion in this area and the RM has had difficulty with a particular low level crossing. This drain was rebuilt in the last 5 years and the local landowners are relatively happy with the level of service this drain provides. IMPACTS - Transportation infrastructure is impacted / Human health or safety is a concern when a crossing is threatened / Approx 10 area farms are impacted / The area impacted is 35km2 / The economic impact is related to crop loss, delayed seeding, loss of topsoil, sedimentation and degradation to downstream aquatic ecosystems / Area land use is predominantly crop land with some forages and degraded wetlands / Age of the problem is the last 20 years relating to the apparent wet cycle we are in. B. 1-6 Drain related flooding This is relatively flat area and the landowners are trying to cultivate in wetter areas and have lobbied the RM to improve the drainage to accommodate this practice. With the recent drain reconstruction that has taken place in the last 5 years this has satisfied area farmers and any out of bank flooding that occurs is manageable. IMPACTS - Transportation infrastructure is impacted / Human health or safety is a concern when crossings are threatened. / Approx 10 area farms are impacted / The area impacted is 35km2 / The economic impact is related to crop loss, delayed seeding, loss of topsoil, sedimentation and degradation to downstream aquatic ecosystems / Area land use is predominantly crop land with some forages and degraded wetlands / Age of the problem is the last 20 years relating to the apparent wet cycle we are in. C. RM Crossing on 1-6 drain and E-W RM road south of the SW ¼ of This is a low level crossing that has required significant maintenance over the years. It has been rebuilt several times over the last 20 years. IMPACTS - Transportation infrastructure is impacted / Human health or safety is a concern / Approx 10 area farms are impacted / The area impacted is 35km2 / The economic impact is difficult to assess. The RM could review its costs at this crossing over the years. / Area land use is predominantly crop land with some forages and degraded wetlands / Age of the problem is the last 20 years relating to the apparent wet cycle we are in. D. RM Ditch adjacent to E-W road (south side) north of NW ¼ of This ditch takes water from the west and is severely eroding and a head-cut is migrating towards the N-S RM road and will eventually take it out unless the head-cut is arrested. The CD is designing an erosion control fix for this situation and will forward it the RM for their consideration. IMPACTS - Transportation infrastructure is impacted / Human health or safety is a concern when crossings are threatened. / Approx 10 area farms are impacted / The area impacted is 35km2 / The economic impact is related to crop loss, delayed seeding, loss of topsoil, sedimentation and degradation to downstream aquatic ecosystems / Area land use is predominantly crop land with some forages and degraded wetlands / Age of the problem is the last 20 years relating to the apparent wet cycle we are in.

7 This map shows the Canadian portion of the Pembina River Watershed and the highlighted portion is of the 5 RM s that are part of the PVCD. From left to right there is the RM s of Roblin, Louise, Pembina, Stanley and the RM of Lorne is above them.

8 This map show the watersheds that are part of PVCD and the highlighted areas are involved in a watershed management scheme. Note that within the Pembina River Watershed there are several nested watershed plans being developed.
