Aim of the course: This elective, deals with the development of social policy in China since its economic opening-up and with major challenges to these emerging social security schemes. After introducing Western concepts and typologies of welfare in the first two sessions and a brief overview of pre-dengist conceptions of social policy, the course will focus on developments and reforms in a broad range of policy fields such as labour, health, pensions, social assistance and education policy. We shall discuss different challenges (e.g. internal migration, rising unemployment, demographic change) and their impact on emerging social security schemes. In doing so we shall also take a closer look at the role of various actors and how it has changed over time. The question of whether and where China fits in with Western concepts of the welfare state and whether a new type of welfare regime is emerging in China will be discussed. The overall ambition of the course is to improve knowledge of social policy developments in China and to understand the interplay between socio-economic context, actors and institutions in policy making and to analyze this interplay systematically. The course also aims at improving analytical skills linking relevant theoretical approaches and empirical data. 3. Grading and assignments Students will be asked to join a working group for the entire semester, dealing with one policy field. The working groups (of 3-4 students each) will prepare a presentation and will jointly
2 work and reflect on a future scenario for their respective policy field which will be presented and discussed via a poster during the last two sessions. Presentations should be introductory (15 minutes) aiming at actively stimulating discussion in class. Each working group should meet with the instructors to discuss the details of their presentation at least two weeks in advance. Instructions for the poster presentations will be provided during a methods workshop (session 2). A course reader containing the general reading material will be provided via a copy shop; texts can also be printed out directly from Moodle for each session. General instructions and other documents will also be made available via Moodle. Grading: Students will be graded on the quality of their presentation, the quality of their posters and their active participation in class.
