1 Addendum Syllabi 48 Northern Kentucky University SW 620 Contemporary Social Welfare Policy Spring 2011 Vanessa Hunn, Ph.D. Office: BEP 222G Phone: Office hours: Tue & Thur 11 noon; 2 3 pm; and by appointment hunnv1@nku.edu Course Description: This course covers social welfare policy and services content that includes the history, mission, and philosophy of the social work profession. This content covers the role of social policy in helping people in maintaining or achieving optimal health and well being; and the effect of policy on social work practice. This course will help students understand how policy affects human rights and social and economic justice; and global connectedness of oppression and marginalization of people of color and other vulnerable populations. Students will analyze current social policy within the contemporary factors like globalization that shape policy. This course addresses the Council on Social Work Education competencies below: Council on Social Work Education Standard: Advance human rights and social and economic justice. (2.1.5.) Each person, regardless of position in society, has basic human rights, such as freedom, safety, privacy, an adequate standard of living, health care, and education. Social workers recognize the global interconnections of oppression and are knowledgeable about theories of justice and strategies to promote human and civil rights. Social work incorporates social justice practices in organizations, institutions, and society to ensure that these basic human rights are distributed equitably and without prejudice. Social workers Practice Behaviors Understand the forms and mechanisms of oppression and discrimination. Advocate for human rights and social and economic justice. Engage in practices that advance social and economic justice.

2 Addendum Syllabi 49 Council on Social Work Education Standard: Engage in policy practice to advance social and economic well being and to deliver effective social work services. (2.1.8.) Social work practitioners understand that policy affects service delivery, and they actively engage in policy practice. Social workers know the history and current structures of social policies and services; the role of policy in service delivery; and the role of practice in policy development. Social workers Practice Behaviors Analyze, formulate, and advocate for policies that advance social well being. Collaborate with colleagues and clients for effective policy action. Practice behaviors will be covered through the following Course Objectives: 1. To examine the process of policy analysis. 2. To analyze a major US policy 3. To understand the implication of policy in the lives of social work clients 4. To evaluate social welfare as in integrated system, as operating within varied social contexts of social work practice. 5. To understand how policy is developed and implemented 6. Collaborate with team members to develop implications for social work practice within the context of the analysis 7. Understand oppression and discrimination and how individuals are affected 8. Attendance and Class Participation Please refer to the Code of Student Rights and Responsibilities ( regarding classroom attendance. Attendance in this course is expected. Attendance will be taken at each class meeting and counts toward the final grade. Four (4) or more absences can result in one letter lower final grade. Grades may also be lowered for tardiness. Students are expected to inform the professor of anticipated absences.

4 Addendum Syllabi 51 Students who would like free tutoring or help with reading, writing, study, or test taking skills can call or visit the Learning Assistance Program, FH 209, , e mail: laplearn@nku.edu; web link: Professor Evaluations Northern Kentucky University takes Instructor and Course Evaluations very seriously as an important means of gathering information for the enhancement of learning opportunities for its students. It is an important responsibility of NKU students as citizens of the University to participate in the instructor and course evaluation process. During the two weeks* prior to the end of each semester classes, you will be asked to reflect upon what you have learned in this course, the extent to which you have invested the necessary effort to maximize your learning, and the role your instructor has played in the learning process. It is very important that you complete the online evaluations with thoughtfully written comments. Student evaluations of courses and instructors are regarded as strictly confidential. They are not available to the instructor until after final grades are submitted, and extensive precautions are taken to prevent your comments from being identified as coming from you. Starting Spring semester 2011, the students who complete an evaluation for a particular course (or opt out of doing so in the evaluation) will be rewarded for their participation by having access to their course grade as soon as that grade is submitted by the instructor. On the other hand, any student who does not complete the course evaluation (or opt out of doing so in the evaluation) should expect to incur a two week delay in access to his or her course grade beyond the university's official date for grade availability. To complete online evaluations go to Click on "student login" and use the same USERNAME and PASSWORD as used on campus. *Eight week classes will be given one week before classes end to complete evaluations. Professional Integrity Statement Students adhere to the National Association of Social Workers (NASW) Code of Ethics. Students are expected to thoroughly read the NASW Code of Ethics and ask questions for clarification of the professor and team ( Students learn to display behaviors and attitudes that are professional at all times. Do frame communications in positive, professional, and collegial manner. Severe violations of the NASW Code of Ethics are justification for student review, and disciplinary action by the Social Work Faculty. In addition, students comply with Northern Kentucky University Code of Student Rights and Responsibilities. The Code addresses Freedom of Expression; Student Evaluation of the Professor; Expectations of the Student; Class Attendance; and, Classroom Disruption. Students are expected to thoroughly read the Code at Please note that disruptive classroom behavior is considered unprofessional conduct. Disruption may hamper the ability of other students to learn, and professors to teach. There are numerous other examples of disruptive conduct not detailed here, but some examples are as follows: Failure to comply with directions of faculty who are acting in performance of their duties;

5 Addendum Syllabi 52 Use of a laptop or cell phone for any purpose other than a class related activity; Excessive talking; dominating of small teams or class time; talking over others; and Demeaning or disrespecting others. Academic Integrity Statement Each student is advised to become familiar Code of Student Rights and Responsibilities in the University Honor Code, Particularly, students at Northern Kentucky University refrain from plagiarism and cheating. Plagiarism and cheating are serious breaches of academic conduct and contrary to both the rules and the values of the university, the department, and the ethics of the profession. Plagiarism refers to any use of another person's ideas without specifically, and clearly attributing those ideas to her or him, whether or not the direct words are used. Simply, plagiarism is presenting someone else's ideas as your own. Examples would include: having another person write or help write a paper; using someone else's paper, in whole or in part; copying or extracting from another writer without directly giving precise credit to the author; and, cutting and pasting from Internet sources.
