1 Page 1 of 7 DEFINITION The Deputy Chiefs of the Boise City Fire Department shall be appointed by the Fire Chief in accordance with Ordinance No The Deputy Chiefs shall have general supervision under the direction of the Fire Chief of all the Divisions, to which they are assigned and shall have all the authority to perform all the duties of the position of Deputy Chief as prescribed by the Boise City Fire Department General Orders, Standard Operating Procedures, Administrative Publications and as assigned by the Fire Chief. EXAMPLES OF WORK Deputy Chiefs assigned to the Maintenance Division, Training Division, Fire Suppression Division and Aircraft Fire Suppression Division, Planning and Research Division, Fire Prevention Division, and Communications Division, shall be responsible and accountable for the following: 1.) DIRECTING AND SUPERVISING The Deputy Chiefs assigned to these divisions shall supervise the Battalion Chiefs, Superintendent of Maintenance, Drill Master, Fire Marshal and Communications Officer. The Deputy Chiefs shall supervise their divisions through the assigned supervisors of each division. 2.) DISCIPLINING The Deputy Chiefs shall be responsible and held accountable for insuring proper disciplinary action is carried out if the Division Heads are found to be in violation according to their Job Description, General Orders Manual, S.O.P. Manual, Civil Service Rules and Regulations and all other regulations pertaining to the Fire Department. The Deputy Chiefs shall assist their assigned supervisors in handling problems, which may arise from time to time. The Deputy Chiefs shall be responsible for positive actions in this area by teaching and training assigned personnel in all functions and activities of the department. They shall be responsible for negative actions such as verbal and written reprimands. 3.) RESPOND TO MAJOR FIRES AND / OR MAJOR DISASTERS The Deputy Chief assigned to the Fire Suppression and Aircraft Fire Suppression Division shall respond to all major fires and / or major disasters to take command or assist in commanding through the Battalion Chief in charge of the fire scene. 4.) TRAINING: The Deputy Chiefs shall coordinate all training activities with the Training Division assuring all personnel in their assigned divisions are receiving adequate training in all areas in order to perform their duties and functions in a safe manner. The Deputy Chief assigned to the Fire Suppression Divisions shall be responsible and accountable to make sure the company officers train their assigned personnel according to the Boise Fire Department Training Guide and training standards as set
2 Page 2 of 7 forth by the Training Division. This shall be accomplished through the Battalion Chiefs. 5.) SAFETY The Deputy Chiefs shall coordinate through the Division Heads of each Division to assure proper safety rules are adhered to at all times. The Deputy Chief assigned to the Fire Suppression Divisions shall make sure proper protective clothing and safety gear is worn and properly maintained at all times. 6.) BUDGET The Deputy Chiefs shall be responsible and accountable in assisting the Fire Chief in preparing the annual budgets for their assigned divisions. The Deputy Chiefs shall have the responsibility for approving all expenditures for their assigned divisions. The Deputy Chiefs shall keep the Fire Chief informed of all expenditures and shall be responsible for signing all expenditure reports. 7.) HIRING The Deputy Chiefs shall be involved in the hiring of new Fire Department employees in the following manner: Reviewing applications for employment and being directly involved in the interviewing procedures of applicants, then recommending the applicant he feels best qualified who will meet the overall needs of the department. The final hiring decisions rest with the Fire Chief. The Deputy Chiefs will from time to time witness, with the Division Heads, the required physical agility test for the applicant. 8.) SUSPENDING The Deputy Chiefs shall have the authority to recommend temporary suspension of their assigned personnel for just cause. The recommendation for temporary suspension shall be in writing. All proper written documentation must accompany the recommendation for suspension and be directed to the Fire Chief, who shall have final authority to suspend. 9.) DISCHARGING The Deputy Chiefs shall have the authority and responsibility to effectively recommend the discharge of any of the personnel from their assigned divisions for just cause. All recommendations for discharge must be in written form with all proper documentation directed to the Fire Chief, who shall have final authority to discharge. 10.) TRANSFERRING The Deputy Chiefs shall be responsible and approve all transferring of personnel in his assigned division according to department policy.

LAYOFFS In the event the Boise Fire Department should have a reduction in personnel, it shall be the responsibility of the Deputy Chiefs to compile a list with the assistance of the Division Heads of the affected personnel in their respective divisions and forward it to the Fire Chief's Office. 12.) RECALLING The Deputy Chiefs are responsible for ordering recall of off-duty personnel for emergency duty. When the emergency no longer exists by their judgment, the Deputy Chiefs shall then release all unneeded off-duty personnel. 13.) GRIEVANCES The Deputy Chiefs shall be responsible and accountable for adjusting any grievance, which may arise from their assigned Division Heads. The Deputy Chiefs shall comply with the established guidelines and policies of the department. All grievances shall be handled according to Boise City Civil Service Rules and Regulations, Collective Labor Agreement and all other Rules and Regulations of the Department. 14.) POLICIES The Deputy Chiefs shall be directly involved in assisting the Fire Chief in establishing Fire Department Policies. This shall be accomplished through Staff Meetings held each Tuesday of the week, as well as specially called meetings. 15.) KNOWING PHYSICAL CONDITIONS OF ENTIRE CITY It shall be the responsibility of the Deputy Chiefs to assure the Division Head to acquire a thorough knowledge of the physical conditions existing throughout the entire city. Such knowledge shall include structural conditions of buildings, extraordinary hazards, locations and functions of fire fighting systems and water supplies available for fire extinguishment. All such information shall be reported to the Fire Chief in written report form. All information shall then be passed on to all involved personnel. 16.) S The Deputy Chiefs shall be responsible and accountable for assisting the division Heads in establishing job descriptions for all of their assigned Division Personnel. Copies of the job descriptions shall be placed in the Boise Fire Department General Orders and Job Description manual. The job description must have prior approval of the Fire Chief. 17.) EVALUATION REPORTS The Deputy Chiefs shall be responsible and accountable for making out Evaluation Reports on their Division Heads each year. They will be responsible for mailing sure
4 Page 4 of 7 the Division Heads make out evaluation reports on all of their assigned personnel. They shall have all the reports turned in the Fire Chief for his review by no later than April 15 of each year. 18.) MAINTAINING BALANCED COMPANY STRENGTH The Deputy Chief assigned to the Fire Suppression Divisions shall be responsible for seeing that the Division Heads maintain a balanced company strength within the Fire Suppression and Aircraft Fire Suppression Divisions according to the Department's policy and Collective Labor Agreement. The Deputy Chiefs shall make sure the Division Heads have qualified personnel assigned to all positions within their assigned divisions. 19.) RECORDS The Deputy Chiefs shall be responsible and accountable to assure accurate records are being kept by the Division Heads of their assigned Divisions for vacations, sick leave, training records, overtime slips, booktime, constant manning and injuries. The Deputy Chiefs shall be responsible for making sure incident reports are filled out properly. The Deputy Chiefs shall be responsible to periodically check division's records, station log books and other records to make sure they are being maintained and filled out properly. 20.) ASSIGNING The Deputy Chiefs shall be responsible for making sure the division Heads properly assign personnel and equipment in their respective Divisions. 21.) PROMOTING The Deputy Chiefs shall be responsible for making recommendations to the Fire Chief on all promotions. The final decision on promotions rests with the Fire Chief. 22.) WATER SYSTEMS The Deputy Chiefs shall be responsible for coordinating all activities relating to water systems for the purposes of fire fighting, such as adequate water supplies, fire hydrant locations and water franchises. The Deputy Chiefs shall also coordinate these activities with Planning and Zoning Water Company and all other involved agencies. 23.) COMMUNICATIONS AND MAP MAKING The Deputy Chief assigned to the Communication Division shall be responsible for coordinating activities with the Fire Dispatch Center to make sure cooperation with all agencies is carried out. The Deputy Chief shall ensure that current maps are available to all Divisions of the Fire Department and other requesting Agencies. The Deputy Chief shall also be responsible and accountable to assure all fire department requirements are adhered to regarding preliminary plan checks on new developments.

PLANNING AND RESEARCH The Deputy Chief assigned to the Planning and Research Division shall be responsible for all research and development of equipment to be purchased and used by the Fire Department, including writing specifications ordering and coordinating all activities with contractors and suppliers. 25.) MASTER PLANNING The Deputy Chiefs shall be responsible for assisting the Fire Chief in developing a Master Plan for the Fire Department in areas of equipment, station locations, personnel training and other assignments pertaining to this area. 26.) ATTENDING FIRE SERVICE SCHOOLS The Deputy Chiefs from time to time at the direction of the Fire Chief shall attend Fire Service Conferences, schools and other educational meetings to keep abreast of modern fire fighting methods and administration. 27.) DIVISION MEETINGS The Deputy Chiefs shall be responsible for conducting regular meetings with Division Heads to review problem areas and progress. 28.) DISASTER PLANNING The Deputy Chiefs shall assist the Fire Chief in administration, development and implementation of Disaster Plans as adopted by the City of Boise. 29.) FIRE PREVENTION ACTIVITIES The Deputy Chief assigned to the Fire Prevention division shall ensure minimum Fire and Life Safety Code Requirements as adopted by the City of Boise are enforced in order to reduce the number of needless fire deaths, injuries and property losses. Also, the Division shall provide Fire Prevention Educational and Technical information to the Citizens of Boise and shall provide Fire and Arson Investigations as mandated by Boise City Fire Code. 30.) INSPECTIONS The Deputy Chiefs are responsible for assuring that the Division Heads assigned to Fire Suppression and Aircraft Fire Suppression shall, on a rotating basis, periodically inspect every Division Office, area Fire Station and Engine Company in their assigned divisions, by carefully observing the personnel, apparatus, records, equipment and general conditions and cleanliness of the stations, office and buildings. Immediately, thereafter, a written report shall be submitted to the Fire Chief citing all conditions and findings.
6 Page 6 of 7 31.) PROMOTIONAL EXAMINATIONS The Deputy Chiefs shall be responsible for assisting the Fire Chief and Boise City Civil Service Commission in constructing all Promotional Tests. 32.) POWERS AND DUTIES OF THE ACTING FIRE CHIEF During the absence or disability of the Fire Chief, all powers and duties of the Fire Chief relating to the operations of the entire department shall be assumed and discharged by the Senior Deputy Chief. 33.) MAINTENANCE ACTIVITIES The Deputy Chief assigned to the Maintenance Division shall be responsible and accountable to assure all Fire Department trucks, cars and all other equipment is maintained and kept in operating condition at all times. He shall also be responsible and accountable to assure proper maintenance records are kept and maintained. 34.) STAFF MEETINGS The Deputy Chiefs shall be responsible to attend all Staff Meetings and assist the Fire Chief in the operation and functions of the Fire Department. The Deputy Chiefs shall also be responsible and accountable to assure, when a staff meeting is scheduled that the Division Heads or their representatives are present. 35.) PUBLIC RELATIONS The Deputy Chiefs shall be responsible for a program of continued awareness in the area of public relations. Regular meetings shall be held with Division Heads to plan and implement a positive image for all aspects of Fire Department work. It shall be the Deputy Chief's responsibility to see that all members of the department, through the Division Chiefs are fully aware of the rights and responsibilities of Public Fire Service Activities. 36.) GOALS AND FUNCTIONS OF THE The Deputy Chiefs shall be responsible and accountable for assuring that each Division Head adheres to General Order NO. 101 (Function, Responsibilities, and Organizational Structure), and all other assignments as set forth by the Fire Chief. KNOWLEDGES AND SKILLS Thorough knowledge of reading preliminary plans regarding land development including emergency access, water supplies and other needs required by Fire Codes and Ordinances. Thorough knowledge of modern management and supervisory principles and practices. Considerable knowledge of modern developments in the field of fire fighting and fire prevention.
7 Page 7 of 7 Considerable knowledge of modern fire fighting methods and equipment, fire hydraulics and fire prevention. Considerable knowledge of the principles of public administration with reference to departmental personnel and budget administration. Skill in planning, assigning, and directing, the work of several subordinate units. Skill in analyzing the effectiveness of the department and making changes as needed. Skill in meeting tactfully and effectively with public and private officials, labor leaders, and the general public and in presenting ideas clearly in oral or written for.
