1 UNDP Angola Inclusive Economy Unit SELECTION OF CONSULTANCY SERVICES TERMS OF REFERENCE UNDP IC CONSULTANT (01 vacancy) Strengthening Economic Opportunities for Angolan Women 1. Background UNDP United Nations Development Program, through its Inclusive Economy Unit, with the financial support of AECID Spanish Agency for International Development Cooperation, is fostering the development of the private sector in Angola. Promoting economic opportunities for women is one of the programme s main goals given the importance of gender in the impact on development. FMEA-Federation of Angolan Women Entrepreneurs, is an AEP-supported initiative. FMEA is a non-profit, non-political and non-religious socio-professional institution, aimed at ensuring the representation and advocacy of Entrepreneur Women s rights and interests in the national, regional and international decision-making bodies. FMEA has the following institutional goals:. To participate actively in the resolution of all issues pertaining to entrepreneur women within the economic sphere;. To intervene at national, regional and international level in all initiatives promoting the economic and social development of entrepreneur women;. To grant visibility to business-women and to the vital role they play in sustainable development;. To foster and encourage business options among women;. To enhance job creation through the development of small and micro enterprises;. To promote vocational training by means of partnerships. Given the context of increasing economic growth, against a background of a developing private sector which still lacks the human and structural resources necessary for its development, FMEA is challenged to strengthen the Federation strategic management capacity, as well as its Associations, present nation-wide. 1
2 Taking into account the Government of Angola s goals to promote economic opportunities for women as a poverty-fighting and development-promotion strategy, the AEP will still support initiatives led by the Government of Angola ministries focused on gender and the economy. With funding from AECID- Spanish Agency for International Development Cooperation, AEP is implementing its 2012 work plan. One of the objectives in this 2012 work plan is the institutional strengthening of AEP s partners in various areas. 2. Contract purpose The consultant will be responsible for designing and implementing FMEA s institutional strengthening strategy, as well as that of its provincial associations. The strengthening process shall include major efforts in planning, communication and advocacy with Government institutions related to gender and the economy and an intensive dialogue with business, government and civil society leaders. For this purpose, the consultant shall be in charge of processes related to the planning, implementation, monitoring and evaluation of strategies agreed with the FMEA Executive Board, as well the conduction of studies, events and pilot initiatives. The consultant will also serve as advisor to a Ministry of the Government of Angola which focus on promoting economic opportunities for women as a poverty-fighting and development promotion strategy. The contracted consultant shall carry out his/her work in compliance with these Terms of Reference guidelines, namely the need to act as an enabler as regards the consultancy objective at stake since the pertinence and validation of the products will depend on a constant dialogue and on the results of consultations and work developed at each stage with the partners. 3. Expected outputs, Schedule and Deadlines 3.1. FMEA-related products: Output 1 Output 2 Outputs Schedule Working days Document: Consultancy Work Plan June/12 02 The Work Plan shall include the organization of the 11 months of activities, detailed actions, schedule and financial projections, as well as a set of recommendations by the consultant to achieve the objectives proposed. Document: Institutional Diagnosis June/12 07 The document will result from the institutional diagnosis to be designed and implemented by the consultant. The diagnosis proposed shall be based on the consultation with the FMEA. The consultant will be responsible for the diagnosis design, implementation and analysis, as well as the drafting of the final report. The diagnosis shall cover, at least, strategic management, 2
3 Output 3 Output 4 Output 5 Output 6 Output 7 Output 8 Output 9 administration, finance, leadership, human resources, sustainability and image issues, among other aspects agreed with the FMEA Executive Board. Document: FMEA Strategic Planning The strategic planning shall include short term (1 year), medium term (5 years) and long term (10 years) measures. The consultant will be responsible for enabling the process and drafting the final report. Document: Monitoring and Assessment Plan of FMEA Planning The document shall take into consideration the strategic planning and shall be designed and The Monitoring and Assessment Plan proposed shall be based on consultations with FMEA. The consultant will be responsible for the design, articulation and implementation of the plan. Document: Associations Strategic Planning (Part I) The strategic planning shall include short term (1 year), medium term (5 years) and long term (10 years) measures. The consultant will be responsible for enabling the process and drafting the final report. At this stage, the strategic planning shall take place in, at least, 4 provincial associations. Document: Sustainability Plan The sustainability plan shall encompass the political, economic, environmental and governance sustainability of FMEA. The consultant shall enable the plan development and draft the final document. Document: Fundraising Plan The plan is the result of the activities related to the implementation of the consultancy plan and the work plan defined by FMEA and Document: Associations Strategic Planning (Part II) The strategic planning shall include short term (1 year), medium term (5 years) and long term (10 years) measures. The consultant will be responsible for enabling the process and drafting the final report. At this stage, the strategic planning shall take place in, at least, 4 provincial associations. 5 Output 19 Work Evaluation Report 2012 The report is the result of the annual evaluation process to be conducted and implemented by the consultant. 6 Output 10 Activity Report for month 9 Output 11 Activity Report for month 10 Output 12 Activity Report for month 11 March/13 09 April/13 09 May/13 09 There will be a total of 112 (one hundred and twelve) consultancy working days to FMEA, making up the equivalent to 50% of the fees and 108 (one hundred and eight) consultancy working days to the Government of Angola, making up the equivalent to 50% of the fees. As long as the consultancy scope and object are maintained, the aforesaid outputs may be changed or replaced, upon UNDP s criteria, especially after consultations held with partners, taking into account the complexity and the time and effort estimated necessary for its completion, and in common agreement with the consultant. The outputs shall be made available in Portuguese and in English, in 02 (two) bound hard copies and 01 (one) digital copy. Upon delivery, the outputs will be submitted to UNDP s review and approval. Payments shall be made following approval of the outputs by the UNDP. UNDP will have 10 (ten) days, as of the date of delivery, to review and approve the outputs. Only the outputs which effectively meet the technical requirements specified in the Terms of Reference and have the quality demanded from the consultancy will be paid. The payment shall be made in installments, following percentages defined beforehand, after review and approval of products which shall be delivered as specified in these Terms of Reference. In case the schedule is not met, the contracting party may withhold the payments and the contract may be cancelled. The aforesaid deadlines may be altered, if deemed too short, as long as previously authorized by the UNDP and in common agreement with the consultant. 6
7 4. Consultant Profile Education. Master s in Business Administration, Economics, Foreign Trade, Business Management, Marketing or related fields. An experience of 10 years, relevant to the scope of this consultancy, may be deemed an added value instead of the Master s degree.. Specializations or additional degrees in strategic management, finance, communication, administration and related fields. Experience. 10 (ten) years in institutional strategic management activities.. Experience in institutional strengthening process.. Experience in administration and finance.. Conduction of meetings, team work, planning, evaluation.. Excellent report drafting ability.. Excellent ability to communicate with different audiences, including communication in events and meetings.. Organization of events, workshops and conferences.. Organization and conduction of research, investigation and publishing processes.. Experience in themes such as development, sustainability and corporate social responsibility.. Experience in advocacy and communication. Skills. Mobilization of people around a vision.. Enabling collective building processes.. Negotiation and conflict resolution abilities.. Flexibility and adaptability.. Ability to work under pressure.. Ability to interact in multidisciplinary teams. Language. Fluency in Portuguese (written, read and spoken) and knowledge of English will be an advantage. 5. Consultancy Fees The applicant shall propose the overall consultancy fees, considering the number of working hours, according to these Terms of Reference. 6. Consultancy Execution Time 111 months, equivalent to a total of 220 (two hundred and twenty) working days, as of signing of contract. 7. Work Location All work will take place in Luanda, Angola. UNDP will not cover accommodation costs or any costs derived from the consultant s move to Luanda, including air or land tickets, daily allowances or subsistence expenses regarding travels to 7
8 and from Luanda. Such expenses shall, therefore, be included in the overall financial proposal value. No travelling or consultancy activities outside Luanda are foreseen, but in case they happen, such costs will be covered afterwards by UNDP or its partner, as long as the activity is part of the work plan prepared and approved by UNDP and its partners. 8. Application Documents All individual consultants interested shall present the following documents when applying: 1. Work Proposal containing a brief explanation about why the applicant believes he/she is adequate for the job proposed, as well as the strategic and methodological work plan; 2. Financial Proposal based on the fees per working day; 3. CV including all past experience related to the consultancy scope, as well as 3 (three) references and respective contacts. 9. Selection Criteria All individual consultants will be evaluated based on the following criteria: Cumulative Analysis a) When the proposal is considered responsive, compatible, acceptable, and b) Having obtained the highest score from a set of pre-defined weighed technical and financial criteria specific for this call. - Weight of technical evaluation criteria: 70% - Weight of financial evaluation criteria: 30% Only those applicants who obtained a minimum of 70 points in the technical evaluation will be considered for the financial evaluation: Criteria Maximum points 1. Technical evaluation Master s degree in institutional management fields or 10 years relevant experience 20 Specialization and degrees in fields pertaining to the proposed consultancy 10 Experience in strategic, administration and financial management 15 Experience in strategic planning 10 Experience in institutional strengthening or similar consultancy themes. 15 Consultancy strategic and methodological proposal Total score 100 8
