2 Agreement Overview: This multi-supplier agreement is for a wide range of connectivity and telephony services including mobile and unified communications and PSN compliant services. Through our ongoing engagement with GDS the agreement ensures compliance with the government technology strategy. The agreement offers choice and flexibility in the provision of network and telephony services to Central Government, Wider Public Sector, Health and other bodies. The agreement provides access to specialist suppliers who can provide the services under individual lots, as well as suppliers who can provide multiple services across a number of lots. The ability to appoint an agent provides additional flexibility for complex requirements A range of ordering procedures will reduce the cost of procurement. You can place direct award orders for more straightforward requirements by using the technology catalogue on the Government emarketplace. For more complex needs, and where you require suppliers to propose solutions, call-off contracts can be awarded via a further competition. Suppliers will submit a priced solution against a detailed statement of your requirements. Small businesses have been encouraged to participate by disaggregating the services and offering them in separate lots. The agreement is divided into 10 lots, but in all cases the scope of a lot is not limited to the description provided. Each lot contains a core component which must form part of your requirement for that lot 2 RM1045 Network Services

4 Benefits of using RM1045 Reduced timescales - and costs for the procurement of services. You do not need to run a full OJEU procurement, this has already been undertaken by the Crown Commercial Service. You simply need to identify your requirements, present these to the market and award a contract. Ease of use the agreement is easy to use, with expert commercial advice available from us. Reduced complexity - technology agnostic terms and conditions allow for outcomes based requirements which will encourage supplier innovation. Flexible contract lengths to ensure cost effectiveness/value for money.1-5 yrs with the option to extend up to 24 months Path to migrate services - from a number of legacy in-scope agreements. RM860 (PSN connectivity), RM1498 (PSN services) and RM1035 (Telephony services). Access to new and emerging technologies - from a broad range of suppliers which will deliver significant savings over the life of the agreement Flexibility and choice - use of lots and the diversity of suppliers gives scope for flexible competitions and the opportunity for niche suppliers to bid. Legality the agreement is fully compliant with EU procurement regulations, EU procurement rules introduced in 2006 specifically recognise framework agreements as a legitimate route to market. This reduces procurement risk for you and reduces bureaucracy in the procurement process. Pre-defined terms and conditions terms and conditions of contract have been established and all agreement suppliers have signed and accepted this agreement and terms and conditions of call-off. You are able to propose your own special terms provided there is no material amendment to the agreement terms. Assured supplier standards providers appointed are prequalified as to their general suitability. This means when buying services you are assured that they can meet their specified requirements 4 RM1045 Network Services

5 Procurement Approach - Direct Award: Offers a quick and flexible way to buy products and services from the Network Services agreement without the need to run a further competition. A clear statement of requirements will enable you to identify suitable catalogue items, or service offerings, from suppliers and to compare products, services and prices. Once you have completed your evaluation of supplier offers and identified the best value for money option you can place a call-off order directly with your chosen supplier. Direct Award offers OJEU compliant purchasing, without the need for further competition and as such it is suitable to meet a range of procurement needs. 5 RM1045 Network Services

6 Procurement Approach - General Further Competition: (for more complicated requirements) Allows you to approach some, or all, of the suppliers that have been successful against a specific lot or lots of the network services agreement to obtain details of services and costs Should be run when your requirement covers multiple lots of the RM1045 agreement and /or you require agency services. Should be used where you require suppliers to develop proposals or solutions to meet your statement of requirements. General Further Competition enables you to amend or refine a wider range of the template call-off terms and conditions, giving you more flexibility when defining you statement of requirements. 6 RM1045 Network Services

7 Procurement Approach - Short Form Further Competition: Allows you to approach all of the Suppliers within a specific lot of the network services agreement (RM1045). It may be run where, the services required are not available via the online technology catalogue or suppliers catalogues for this agreement and amendments to call-off terms and conditions (other than those identified in the call-off form), are not required. Short Form Competition can be run by your organisation or via a Crown Commercial Service led procurement. Guidance is available from the Network Services team. 7 RM1045 Network Services

8 Procurement: Objectives: Sustainable Framework Divide the scope into Lots, reflecting market demand & supply Appoint enough suppliers to service customer demand Ensure a range of supplier types and sizes Encourage innovation Reduce Barriers of Entry, especially for SMEs Apply suitable capability tests Reduce the complexity of participating in the procurement Reduce the complexity of the Terms & Conditions (Schedules based on the same base CCS contract) Be Technology Agnostic Describe outcomes, not technologies Support PSN and non-psn services 8 RM1045 Network Services

9 Ordering Procedures Agency Agency services cannot be procured in isolation, only alongside a Core Component of a Lot/s A separate Capability test will apply in the Selection Questionnaire for Suppliers that wish to be considered for procurements that involve an Agency requirement Capable Suppliers will be those that are in the Lot AND have successfully passed the Agency capability test in the Selection Questionnaire Cross Lot A procurement where a Contracting Body s requirement spans more than one Lot (i.e. contains a combination of Core Components, where those Core Components exist in different Lots) Capable Suppliers will be those that have a place in all of the Lots specified in the procurement 9 RM1045 Network Services

11 Service Overview Networks comprises a broad range of services: 11 RM1045 Network Services

12 All Lots include: The scope of all Lots will include the supply, installation, management, maintenance, technical architecture, system design and project management and related professional services associated with the provision of the Services. All Lots may also contain migration & transition support and other related services to enable the successful implementation and performance of solutions provided under a Lot. All Lots may also contain TUPE to enable the successful implementation and performance of solutions provided under a Lot and this must be specified in the Statement of Requirements (SOR) All Services must as a minimum comply with the security requirements described in Call Off Schedule 8 (Security). 12 RM1045 Network Services

13 LOT 1: Data Access Services Ranged connectivity services enabling site-to-site or site-to-cloud interconnectivity. Includes terrestrial, wireless and satellite solutions, network security, equipment, support, connectivity circuits, IP connectivity, ISP and internet services, broadband routing, home and teleworker packages and online storage. LOT 2: Local Connectivity Services Single Campus/site connectivity including LAN equipment, SAN equipment, wired or wireless connectivity. Scope also includes specialised power solutions, managed equipment rooms, monitoring, audit and testing services, security and operational management solutions and optimal equipment operation services. 13 RM1045 Network Services

14 LOT 3: Traditional Telephony Services Voice services enabling local traditional telephony equipment to be connected to the PSTN. Includes traditional voice connectivity, voice call packages, SIP trunks, DDI ranges and CPS services. The scope of this lot also includes the on-boarding and management and maintenance of existing legacy equipment estates with support for transitioning to new solutions at end of life. LOT 4: Inbound Telephony Services Inbound call management services for established local call centre functions including non-geographical numbers e.g. 03xx, 05xx, 08xx and 09xx numbers. 14 RM1045 Network Services

15 LOT 5: IP Telephony Services End-to-end IP telephony services with the ability to connect to the PSTN. The solutions under this lot are strictly IP based and include voice call packages, DDI ranges, messaging services, contact-centre functionality, speech recognition software, automated call distributions, intelligent voice response and specialist administrative and reporting tools. LOT 6: Mobile Voice & Data Services Provision of mobile voice and data services, including, as a minimum, the ability to make and receive voice calls, to send and receive SMS (short message service), the provision of voic services, provision of mobile data connectivity, mobile services (push and pull), mobile data applications and value added mobile services. 15 RM1045 Network Services

16 LOT 7: Paging Services Provision of a range of paging and mobile messaging services, including but not limited to tone, numeric and word paging, as well as bureau services. LOT 8: Video-conferencing Services Audio-conferencing services including call recording, playback, analysis tools, the ability to reserve and pre-book, DDI numbers, coded access references peripheral equipment, software, management tools, security access products, collaboration tools and transcribing and translation services 16 RM1045 Network Services

17 LOT 9: Audio-conferencing Services Audio-conferencing services including call recording, playback, analysis tools, the ability to reserve and pre-book, DDI numbers, coded access references peripheral equipment, software, management tools, security access products, collaboration tools and transcribing and translation services LOT 10: Integrated Communications Provision of unified communications solutions that deliver a cohesive user experience using a consistent user interface across a range of end user devices to access real time and non-real time communication services, such as fixed and mobile voice services, , messaging, voice & video conferencing services, collaboration tools and integration services. Lot 10 is a special Lot that has a Core Component that incorporates the Core Components from Lots 5, 6, 8 & RM1045 Network Services

20 Recent Successes National Further Competitions NFC8: SMS for 435 NHS Trusts - 2.2m savings (21%) expected over 2 years NFC12: Technology products for 170 customers of the NHS Nursing Tech Fund savings achieved on 9000 devices of between 5 and 34% NFC14: Street Lanterns for a single Local Authority - indicative savings of 64k NFC22: Mobile Services for a large Central Government customer with 50 agencies 640k savings expected over 2 years (24%) NFC10: Mobile Services requirement for 13 customers delivered 76% savings ( 2.7m) against catalogue prices NFC35: Hardware requirement for Land Registry achieved 31% savings ( 477k) NFC26: Fixed Voice Services (SIP) pilot for 2 Local Authorities - indicative savings of around 65% on total fixed voice charges over 3 years ( 180K) By participating in NFCs, Gloucestershire County Council saved over 500,000 on purchasing technology products 20
