2 UC s CURRENT ELIGIBILITY CONSTRUCT INVOLVES THREE ELEMENTS: 1. taking the SAT Reasoning test and two SAT Subject tests in two different subject areas 2. completing the a-g curriculum consisting of 15 year-long courses certified by UC in each high school 3. meeting agpa/test-score index orbeing in the top 4% of the class

3 NOTES: Applicants who meet these three criteria are guaranteed admission to UC via the referral-pool mechanism. Eligible applicants who are denied at all campuses to which they apply are admitted to campuses with remaining space (currently Riverside and Merced). In effect, eligibility hinges almost entirely on merely taking the required tests and the a-g curriculum: nearly all who do also meet the GPA/testscore index. As an academic performance measure, the index sets a very modest standard.

4 WHAT PROBLEM IS BOARS TRYING TO FIX? The current eligibility construct requires a very modest level of academic achievement, while awarding an admission guarantee based mostly on successful navigation of a complex set of requirements. Consequently, thousands of students with clearly superior indices of academic achievement are being denied, due to minor deficiencies in their course patterns or failure to take one or more required SAT Subject tests. This situation differentially impacts less-privileged students and underrepresented racial/ethnic minorities. Failure to present two SAT Subject test scores is a major reason students miss eligibility, but the scores contribute negligible increments of predictive validity in regression models of freshman grades.

5 SOME EVIDENCE: Despite wide advertisement of the the eligibility policy, each year about 15% of CA-resident freshman applicants (10-11K students) are found to be ineligible. Over 90% of them are denied admission. Typically, about 2200 of these have a-g GPAs over 3.5 (minimum for eligibility is 3.0). Some characteristics of this pool: essentially all students have taken the SAT core exam almost two-thirds have taken SAT core + 2 SAT Subject exams mean SAT scores are within 40 points of the mean for the fully-eligible pool they have exactly the same number of a-g courses as eligible applicants they have almost as many honors-level courses as eligible applicants (11.1 vs. 12.7) twice the proportion of African Americans as the eligible pool (7.4% vs. 3.7%) These students clearly exceed the quality threshold for eligibility by a considerable margin. Yet, instead of guaranteeing them admission, UC denies about 90% of them.

8 SPECIFICS OF THE PROPOSAL Students who: complete a specified 11 out of the 15 a-g courses by the end of eleventh grade, with unweighted GPA of2.8 (comparable to 3.0 weighted) or more, and take the SAT oract core exam...would be Entitled to Review (ETR) NOTE: Completion of the full 15-course a-g requirement remains an expectation prior to graduation.

12 FEATURES OF THE PROPOSED POLICY About 10% of all CA-resident graduating seniors would be subject to guaranteed referral. A smaller proportion of admits would come from the pool of students who are entitled to a review but not guaranteed admission by referral. As always, admission to each campus is based on comprehensive review, and UC would manage admission targets to fulfill its Master Plan obligations while balancing enrollments among the campuses.

13 FEATURES (continued) The predicted guaranteed-referral pool has higher mean HS GPA and slightly higher predicted freshman performance than the current eligible pool. The proposed guarantee structure more robustly engages every high school in the state. Students are encouraged to work hard and complete a-g. Schools are encouraged to offer challenging college-preparatory curricula. ETR students who miss the guarantee threshold are not significantly disadvantaged: they are considered in campus comprehensive review and admitted alongside applicants with a guarantee. Campuses will admit non-guaranteed applicants over guaranteed applicants in cases where the former are more competitive. Few who receive referral-pool offers of admission will accept them, as always.
