Bob Wall moved for a vote of confidence in Chairman Chris Bray and John Morris seconded. Motion carried unanimously. President s Report Steve Davis Steve reported that as work goes forward with the organization we need to do a better job of getting information out to the members. He will continue to do his part in getting the information out. VP of Membership Rod Gagnon Rod reported that he will be sending out post cards to members and others to get them interested in training and membership. He has been in contact with multiple organizations to work on building a partnership for our organization. The early bird price expired on January 31, 2014 and now the member price is $99 and non-member price is $125. March 21, 2014 Location: Convercent Headquarters Topic: Process of Investigation Trainer: Gene Ferraro Continuing Education Credits I have spoken to the Attorney General s Office in Kansas reference to continuing education credits. They informed me that as long as the licensee has a certificated with the amount of actual training hours and the

3 3 class attended was related to private investigations they will accept the training as credit for their required hours. If anyone has a license in another state that requires continuing education credit please let me know so that I can contact them and get our programs accredited. VP of Legislation Ryan Johnson The first committee hearing for the PI licensing bill (SB ) will be at the State Capitol on Monday at 1:30pm. This is the committee where testimony will be heard with regard to the merits of the bill. We have confirmed support from the Colorado Sheriff's Association, the Chief's of Police Association as well as the victim's rights groups. We expect opposition to be there as well, so anybody who can come testify in support, please let us know. If this gets past this committee, there will be at least one more committee, possibly two in the Senate, before it moves over to the House side. Other bills worth watching: House Bill Repeal Private Investigators Voluntary Licensure Act If passed, this will go into effect on July 1, 2014 House Bill Booking photographs The bill requires a person who publishes booking photographs or other basic identification information on a publicly available commercial web site, upon request and without compensation, to remove the booking photograph and basic identification information of a person who is not charged, whose charges are dismissed, or who is acquitted of the charges. The bill authorizes a person whose booking photograph or information is not removed to file a civil action to recover any damages caused by the failure. This passed the full House on and is on the way to the Senate. House Bill Inspection of Civil Unions Records Confusing bill but working on getting clarification. House Bill Legal Notices Requisites of legal newspaper. WHEN ANY LEGAL NOTICE IS REQUIRED BY LAW TO BE PUBLISHED IN ANY NEWSPAPER THE NEWSPAPER PUBLISHING THE NOTICE SHALL AT NO ADDITIONAL COST TO THE PERSON OR ENTITY PLACING THE NOTICE PLACE THE NOTICE ON A STATEWIDE WEB SITE ESTABLISHED AND MAINTAINED BY AN ORGANIZATION REPRESENTING A MAJORITY OF COLORADO NEWSPAPERS AS A REPOSITORY FOR THE NOTICES Passed Full House, assigned to Senate Judiciary House Bill The bill requires a county clerk and recorder (clerk) to redact the first 5 digits of a social security number from a public document filed with the clerk upon the request of the individual assigned the social security number or that individual's designee by power of attorney or appointment of personal representative, custodian, conservator, or guardian if:

4 4 The document is in electronic form; The clerk has the equipment needed to make the redaction automatically; and The individual requesting redaction makes the request in writing on a form provided by the clerk and pays a fee. A clerk may, but is not required to, make a requested redaction even if he or she lacks the equipment to do so automatically Introduced into House, Assigned to Local Government House Bill The bill allows a judgment creditor to file a petition in court to compel the department of labor and employment to disclose certain information about a judgment debtor. Judgment creditors must follow federal requirements for protecting any information disclosed and may not share it with other persons. A civil penalty of $1,000 may be assessed against a judgment creditor who fails to comply with these requirement Introduced into House, Assigned to Judiciary House Bill The bill requires that video or still images obtained by passive surveillance by governmental entities, such as images from monitoring cameras, must be destroyed within 6 months after the recording of the images. Exceptions are made for passive surveillance records of a criminal justice agency where the agency obtains a court order allowing retention of a passive surveillance record because it is necessary for the effective operations and activities of the criminal justice agency and passive surveillance records of any correctional facility, local jail, or private contract prison. The bill also includes a definition of "passive surveillance" Introduced into House, assigned to Judiciary House Bill The bill authorizes a school district board of education and the governing board of a charter school to adopt a written policy to allow an employee of the school district or charter school to carry a concealed handgun on school grounds if the person holds a valid permit to carry a concealed handgun Introduced into House, assigned to Judiciary Senate Bill The bill requires a fingerprint-based criminal history background check for a law license applicant and a child and family investigator. The bill updates the license to practice law statute Referred to Senate Appropriations, the third Senate Committee. This has been passing unanimously in committees.
