Social Work Practice in Europe and Indigenous Knowledge Systems in the Caring Profession BERN, NOVEMBER 28-29, 2014
Declaration on the Rights of Indigenous Peoples, September 13, A major step in recognizing the rights of marginalized and impoverished Indigenous Peoples around the world. Right to self determination Own and control ancestral lands, territories, resources Preserving and sustaining the integrity of their own culture The UN Declaration affirms that all doctrines, policies, and practices based on or advocating the superiority of Peoples or individuals on the basis of national origin or racial, religious, ethnic, or cultural differences are racist, scientifically false, legally invalid, morally condemnable and socially unjust.
WHO ARE THE INDIGENOUS PEOPLE AROUND THE WORLD?
Quechua of Peru
The Quechua of Peru The Quechua are a group of indigenous South American tribes living mostly in Bolivia, Peru, and Ecuador. They were oppressed by the Spanish for centuries after the conquest of their empire.
Up to the present time Quechuas continue to be victims of political conflicts and ethnic persecution. The forced sterilization policy under Alberto Fujimori affected almost exclusively Quechua and Aymara women, a total exceeding 200,000.
Roma and Sinti in Europe
Between 1933 and 1945, Sinti and Roma suffered greatly as victims of Nazi persecution. Building on longheld prejudices, the Nazi regime viewed them as "asocials" (outside "normal" society) and as racial "inferiors" believed to threaten the biological purity and strength of the "superior Aryan" race.
Aborigines of Australia
The Aborigines of Australia Aborigines are Australia's indigenous people. The Australian Aborigines form together with the Bushmen and pygmies one of the oldest human race. They are one of the first human groups to have moved out of Africa perhaps 60,000 years ago. This group formed a race later known as Black Asians.
As a result of forced assimilation, by the late 1880s most aborigines had joined white rural and urban communities. Aboriginal people became economically marginalized and were exposed to new diseases. The consequence was massive depopulation and extinction for some aboriginal tribes.
Igorots of the Philippines
The Igorots of the Philippines "Igorot" (Mountain People) is the modern term to describe the indigenous people of the Cordillera Region in northern Philippines. They were not subjugation by the Spaniards in the 16th century and to this day remain unassimilated in the majority population.
The Controversy over the term Indigenous Peoples Indigenous peoples have the right to define themselves They have lived in a territory before nation-states were formed. This means prior to the stage of colonization. They are the original owners of the land Their ancestral ownership over land is often not recognized by state law Indigenous peoples are subject to various forms of state or church sponsored discrimination
Systematic and Institutionalized Discrimination Land grabbing Exploitation of resources such as forests, rivers, mineral deposits, etc. Desecration of indigenous spirituality that is based on profound respect for nature Commercialization of indigenous culture Exploitative tourism Prohibition or supplanting native language Segregation Miseducation that results in self-loathing, misplaced shame, denial of identity
Critical Questions in Indigenous/Indigenized Social Work Practice 1) Is the west always the best? Are we just adapting imported ideas to fit local needs? (Shawky, Africa,1972) 2) Indigenization starts from within where local culture and helping practices are used as a primary source of knowledge. (Osei-Hwedie,Africa, 1993) 3) Locating that discursive space to allow the emergence of indigenous models. This involves critical examination of western and local practice as a space for engagement. (Tsang, Yan, Shera, China, 2000) 4) Social work with diverse groups require theories and practice rooted in culturally appropriate world views. (Mafile o, Tonga /NZ, 2004) 5) Indigenous social work cries out for social work models and knowledges that value the particular and the local, and the diversity of the world s cultures. (Mel Gray, Michael Yellow Bird, John Coates, 2010)
What has indigenized practice contributed to global social work theory and practice? The Ubuntu World View, South Africa (Desmond Tutu) People Power, Philippines (Social/Political Movements) Collective Self-Empowerment, Bangladesh Grameen Bank (Mohammad Yunus) Conscientization, Brazil/South America (Paulo Freire,Bishop Oscar Romero) Women and Environmental Stewardship, India (Vandana Shiva) Non-Violent Active Resistance India (Mahatma Ghandi) Gross National Happines (Bhutan) Collective Human Rights (Africa) Creation Centered Spirituality and World View (Indigenous Peoples )
The Indigenous Peoples Spirituality and World View For indigenous people, land and nature are inseparable, such as the spiritual, social and material are inextricably intertwined. Land and nature lie at the heart of identity and culture. The view of the world mirrors human life flowing in cycles. Circular rather than linear time. Human life is earthreturning. The coherence of human language is not separate from surrounding ecology. Language expresses the more-than-human terrain.
The Contested Areas in Social Work The divide between Indigenous Social Work and Indigenized Social Work The challenge of unilateral transfers of social work practice. Hegemonic social work/colonial social work International aid agencies determine the directions of social development and provide western oriented directives in program conceptualization implementation. This is professional imperialism, a new form of colonization through social work. (James Midgely,2012) This fosters what is known as dependent development where countries in the global south depend on foreign borrowing to propel questionable economic growth. This is pursued under the theory of modernization. (Examples abound: population growth policy; AIDS education by conservative churches; infrastructure projects)
What can European Social Work Learn from Indigenous Practice Indigenous world view recognizes the indivisible and interdependence of all forms of life. It is therefore, necessary to develop a universal sense of responsibility
The practice of Mindfulness. The inner engagement in optimistic thinking and resilience. The capacity to overcome oppression, to express creativity and ritualize the celebration of life.
The Rethinking of Productivity. Being aware, feeling, and thinking are productive engagements. The capacity for compassion is an act of courage.
New ways of understanding displacement. How diasporic communities retain those values that are essential to their collective identity and a vision of a future.
Imagine Social Work empowered through decolonization projects and practising decolonized social work. In so doing bear in mind the wisdom of our grandmothers: Take care what you think, what you say, what you do or you will become that. Michael Yellow Bird in Decolonization of Social Work, 2013
