Estimating ITS Benefits using Cube s FITSEVAL Heejoo Ham, Citilabs

What is FITSEVAL? Florida Intelligent Transportation System Evaluation framework Sketch planning tool for analyzing ITS alternatives within the Florida Standard Urban Transportation Model Structure (FSUTMS). Joint effort between FDOT Systems Planning and ITS Office. Developed by FIU under the guidance of Dr. Mohammed Hadi

What is FITSEVAL? (cont d) Developed on the Cube software platform, which is the standard travel demand modeling software platform in the State of Florida. Originally implemented for the South East Florida Regional Planning Model (SERPM) of the Miami-Dade region. Citilabs updated the framework to be easily applicable to any model set-up outside FSUTMS.

Assessment Elements Performance modules (emission, fuel consumption, safety, Travel time) ITS impacts ITS costs Dollar values of benefits

Standard Evaluation Modules and Performance Measures Travel Vehicle Miles of Travel Vehicle Hours of Travel Average Speed Safety Fatality Injury Property damage only Fuel Consumption Gallons of fuel Emissions Hydrocarbon Carbon Monoxide Oxides of Nitrogen

Example of Performance Measures and Benefits Travel time Loop over all the analysis periods Calculate the traffic volume during the study period Prepare the calculation of travel time on alternative route Calculate incident delay and total time savings Save the performance and benefits for each analysis period

Example of Performance Measures and Benefits (cont d) Safety Loop over all the analysis periods Calculate number of fatalities, injuries, PDO Calculate accident costs Save the performance and benefits for each analysis period

Example of Performance Measures and Benefits (cont d) Fuel Consumption Loop over all the analysis periods Calculate vehicle miles in queue and fuel consumption in queue Calculate fuel savings Save the performance and benefits for each analysis period

Example of Performance Measures and Benefits (cont d) Emissions Loop over all the analysis periods Calculate emissions of CO, HC, NOx due to the queues Calculate emission reductions Save the performance and benefits for each analysis period

Input Parameters Model parameters Auto occupancy Percentage of truck trips in Truck/Taxi trips Accident rate in vehicle per million vehicle mile Fuel consumption rates for trucks and automobiles CO (Carbon Monoxide), HC (Hydrocarbon) and NOx (Nitrogen Oxides) emission rates

Input Parameters (cont d) Analysis periods: number of hours by peak period and distribution factors by time period for daily volumes. Deployment parameters: these are parameters related to the implementation and operation of ITS deployment. Analysis parameters: these parameters are required to analyze the performance of the system with and without ITS.

Input Parameters (cont d) Impact factors: these factors reflect the expected impacts of each ITS deployment on various performance measures in terms of percentage changes in the values of these measures. Dollar values: these are the values used to convert the estimated benefits to monetary values including. Dollar value of travel time Dollar value of accidents Dollar value of fuel consumption Emission

Input Parameters (cont d) Equipment and cost parameters Discount rate Equipment and unit initial and recurrent costs

Network Attribute Equivalency File An additional input file containing the loaded network attribute name equivalencies between the loaded networks and the application. This file contains the attributes required by the application and their corresponding names in the input network. There should be one file for each of the input networks and should be in CSV format

Network Attribute Equivalency File Input Network Attribute Type: Li link Ni - Node (cont d) Required Attribute Description

FITSEVAL in Cube Independent application programs are provided for each ITS strategy Optional sub-strategies may be selected (APTS > Safety, Travel-Time, Fuel, Emission, Boarding) Standard Input files/parameters/options are directly available in the user interface Advanced parameters are hidden from the user i.e. emission rates, incident durations Both Daily and Time-Of-Day loaded networks are accepted inputs

Cube Set-Up FITSEVAL strategies will be available as builtin application programs in Cube. Strategies can be installed with a standalone installation. Latest version of CUBE 602 along with an updated Cube Application Manager is required. Standard User Interfaces will contain the input Options and Parameters File boxes link input and output files
