1 From the desk of Gabriele Wood 30 March 2015 Dear Stakeholder PROPOSED ESTABLISHMENT OF THE TRANSALLOYS COAL-FIRED POWER PLANT NEAR EMALAHLENI, MPUMALANGA PROVINCE DEA Ref: 14/12/16/3/3/3/97 AVAILABILITY OF DRAFT ENVIRONMENTAL IMPACT ASSESSMENT REPORT FOR PUBLIC REVIEW Transalloys (Pty) Ltd, a producer of export grade Siliconmanganese, as an energy intensive electricity user, proposes to develop a coal-fired power plant and associated infrastructure adjacent to its smelter complex near emalahleni, Mpumalanga Province. The Transalloys Coal-Fired Power Plant, proposed to be constructed adjacent to the existing Transalloys smelter complex will have a generating capacity of up to 50 MW in order to meet Transalloys current electricity demands and future expansion requirements. This constitutes a reduction in the total generating capacity of 150MW originally considered during the Scoping process. The main infrastructure that is required for the proposed 50MW coal-fired power station includes the following:» Power plant production unit/s (boilers / furnaces, turbines, generator and associated equipment, control room).» Ash disposal facility and runoff leachate collection ponds.» Dams for storage and separation of clean and dirty water.» Raw water pipeline.» Coal and limestone offloading and storage areas.» Ash silos.» Facility conveyor belts.» Water and wastewater treatment facilities and raw water reservoir.» Evaporation pond.» A 33kV overhead power line from the switchyard to connect into the existing Transalloys Substation.» General and hazardous waste storage area.» Internal access roads.» Other operational support and administrative buildings.

2 ENVIRONMENTAL IMPACT ASSESSMENT PROCESS In terms of sections 24 and 24D of the National Environmental Management Act (Act No 107 of 1998), as read with the EIA Regulations of GN R543 R546, a Scoping and EIA process is required to be undertaken for the project. The project and an application for an integrated environmental authorisation and waste management licence has been registered with the National Department of Environmental Affairs (DEA) under the following application reference number: 14/12/16/3/3/3/97. Transalloys (Pty) Ltd has appointed Savannah Environmental (Pty) Ltd, as the independent environmental consultant, to undertake the required EIA to identify and assess all the potential environmental impacts associated with the proposed project, and propose appropriate mitigation and management measures in an Environmental Management Programme (EMPr). As part of these environmental studies, I&APs will be actively involved through the public involvement process also being undertaken by Savannah Environmental. DRAFT ENVIRONMENTAL IMPACT ASSESSMENT REPORT AVAILABLE FOR PUBLIC REVIEW A draft Environmental Impact Assessment (EIA) Report has been prepared by Savannah Environmental and is available for public review. The 40-day public review period is from 30 March May The report is available at the following locations:» Transalloys Reception Area» Clewer Primary School (Clewer)» Witbank Public Library (Emalahleni Main Library)» Please could you kindly submit your formal comments by sending written correspondence in this regard.
