1 City of Fraser Department of Parks and Recreation Hidden Pine Drive Fraser, MI (586) Fax: (586) Website: micityoffraser.com ADULT FLAG FOOTBALL LEAGUE SUMMER 2016 RULES AND REGULATIONS EFFECTIVE MAY 25 th, 2016 UNIFORMS A) All team members must wear jerseys of the same color. B) All jerseys must be full length and must be tucked in. C) The color of the flags must be different from the color of the pants worn by the individual players during the game. D) Regular football equipment and pads are prohibited. Only elbow/knee pads and gloves are allowed. No jewelry, forearm pads, etc. E) A mouth guard will be provided for every player. Players are recommended, but not required, to wear these during the game. F) All players must wear athletic shoes. Shoes with rubber cleats are permitted. Detachable cleats are also permitted. Street shoes and metal cleats are not permitted. GAME BALL A) Game balls will be provided by the Parks and Recreation department before every game. TIME OF GAME A) There will be two 20-minute halves, with a five minute halftime B) With over 2 minutes left in a half, the clock shall be stopped for: Injuries and Timeouts. C) With less than 2 minutes left in a half, the clock shall be stopped for: Incomplete passes, going out of bounds, first downs (until the ball is spotted), injuries, timeouts, spiking the ball, and touchdowns. D) Teams will be allowed two time outs per half. E) Time will be kept by field supervisor. General Rules A) After halftime, the team will switch directions. B) At least seven players are needed in order for the game to be considered official. If there aren t at least seven players, the game will be a forfeit shorthanded team takes the forfeit regardless of the score. C) Substitutions are unlimited D) Scoring:

2 a. Touchdown = 6 points b. Safety = 2 points c. P.A.T conversions: from the three yard line, it will be 1 point. From the 10 yard line, it will be 2 points. The scoring team has the choice E) Tie scores a. In the regular season, if the game is tied at the end of regulation, there will be 10 minute sudden death overtime. If the game is still tied, the game will end in a tie. b. If the game is a playoff game, a tie at the end of regulation will result in a 10 minute overtime period. If the team that receives the ball first scores on their first possession, the opposing team gets one possession to try and match the score, or else the game is over. If both teams score on their first possessions or the first receiving team fails to score on their first possession, the game becomes sudden death. Play until a winner is determined. c. Running Clock in overtime, one Timeout for each team. RULES OF PLAY A) Kickoffs a. The kicking team may have no more than 4 players on each side of the kicker b. The kicking team must wait until the ball is kicked to move c. Onside kicks ARE allowed in the 2 nd half, but the ball must travel to the next gold line before being touched by the kicking team. d. Kickoffs that go out of bounds will result in the receiving team starting with the ball at the 40 yard line. e. Touchbacks: Offense will start with the ball at the 20 yard line. B) Punting a. Neither team may move until the ball is kicked. b. The offensive team must declare to punt or not to punt at all times. Penalty: 5 yards c. The ball doesn t need to be snapped for a punt. d. At least three defensive players are to be on the line of scrimmage until the ball is kicked. Penalty: 5 yards C) Downs a. If the offensive team fails to advance the ball 20 yards (or to the next solid line) in four downs, they shall lose possession of the ball to their opponents at the spot where the ball is declared dead on the fourth down. b. If any part of the ball touches, or the point of the ball is over the 20 yards (or the next solid line), it s a 1 st down. c. Referee MUST spot the ball before the offense can snap the ball for the next play. D) Passing a. There must be at least 2 non-eligible offensive lineman (including the center) for every play. Penalty: 5 yards, repeat the down. b. Tight ends must be off of the line of scrimmage by at least 2 yards if they are part of the O-Line. c. Penalty for illegal forward pass, loss of down and 5 yards. d. Unlimited backwards passing is allowed. e. Pass interference shall be penalized as follows: i. Interference by offense 1. If foul occurs on the field of play, ten yards from previous spot and repeat the down. (Defense can decline)

3 ii. Interference by defense 1. If foul occurs on field of play, team A s ball at the spot of foul and first down. 2. If foul occurs in team B s end zone, team A s ball and first down at B s one yard line, or if the previous spot was inside that line, first down half way between the previous spot and goal line. 3. Roughing the passer: It shall be a foul to make contact with the quarterback in any way except for pulling his flag. Roughing the passer includes making contact with the ball while it is in the quarterback s hand. Penalty: 10 yards from the previous spot, automatic first down. E) The Huddle a. There shall be a 30 second limit to any huddle. Penalty: 5 yards b. No hideouts will be allowed. Penalty: 10 yards. c. Team does not have to huddle, but must wait until the referee spots the ball. F) Centering the Ball a. The ball must be passed from between the legs of the center to a teammate. Penalty: illegal procedure, 5 yards. b. Encroachment: No player shall encroach on the neutral zone after the ball is ready for play and before the snap. By touching the ball or an opponent or by being beyond the neutral zone to give defensive signals to hinder or deceive an opponent. After the snapper has made his final adjustment of the ball, it is encroachment for any player to break the plane or the line of scrimmage, except for the snapper s right to be over the ball. Penalty: 5 yards, repeat the down c. NO CENTER SNEAKS: 5 yards, repeat the down G) Blocking a. Blocking is only allowed with extended arms. b. Blocking with shoulder and/or forearms is not allowed and is grounds for ejection. c. Holding: 10 yard penalty, repeat the down. d. Block in the back: 15 yard penalty, repeat the down. 2 blocks in the back is grounds for automatic ejections. H) QB Runs a. While designed QB runs are allowed (read options, rollouts, etc.), QB runs shall not run up the middle UNLESS the defense is blitzing or has started to rush after the 3 second count. Officials will give QB one warning before 5 yard penalty. I) Blitzing a. One blitz is allowed per 4 downs. Must be yelled by at least 1 player at time of snap loud enough so that everyone can hear it. b. Defense must wait 3 full seconds. c. Once the ball is handed off, the defense is allowed to rush. d. Violations result in 5 yard penalties J) Sportsmanship a. Only the manager or captain is allowed to talk with the officials. b. Unsportsmanlike conduct violations may result in ejection from the games. Note: any player ejected from a game for unsportsmanlike conduct will automatically be suspended from at least his team s next game and up to suspension from the league (pending severity). c. Any players who engages in a physical altercation will be: i. Suspended from the league

4 ii. Will be prohibited from future leagues. d. No Alcohol before or during the game. e. This league has zero tolerance for fighting, and it is cause for indefinite and immediate suspension from the league. ROSTERS A) The minimum number of players per team is 10, the Maximum number of players is 16 B) The roster must be turned in at captain s meeting. C) In order for players to be eligible for playoffs, they must have played in at least 3 games during the regular season. D) Teams may add players through the 6 th week of the season. PROTESTS A) Protests on rule misinterpretations will be allowed. B) Protest procedure goes as follows: 1) Team must notify the head official that they are playing the game under protest before the next play. EXCEPTION: Protesting a player s eligibility can be done at any point of the game. 2) Written protest must be submitted to league office within 48 hours of the game in question. 3) All League Office decisions on protests are final. RECORD TIE BREAKERS A) In the event of a tie in the standings, the following will be the means for breaking the tie: a. Head to Head record b. Point differential c. Divisional record if applicable d. Record against teams with winning records of at least.500 e. Coin toss HOUSE RULES AND OTHER INFORMATION A) Player Eligibility a. All players must be at least 18 yards old b. A player may not play for another team in the same season c. Each player must fill out the appropriate information on the team roster to be eligible for league play. B) There will be a ten minute grace period allowed after game time if teams are short players C) The City of Fraser does not provide insurance. All participants assume their own responsibility. D) No alcohol will be allowed BEFORE or DURING a team s game. While alcohol after the game is allowed, the City of Fraser reserves the right to revoke the right to drink if problems arise. E) Intentional removal of a player s flag by a defender will result in an unsportsmanlike conduct penalty of 15 yards. F) No shoving the ball carrier out of bounds. Defender must go for the flags. Penalty: 10 yards from end of the play, automatic 1 st down G) Catch: Player needs to have at least 1 foot in bounds to be considered a catch. H) No Fumbles. Ball is dead at the point that it hits the ground. a. Fumbles in the end zone result in a touchback to the 20 yard line. Fumbles in own end zone results in a safety.

5 I) No cross blocks or chop blocks allowed. Penalty: 15 yards and loss of down. If flagrant, the player will be ejected from the game. J) Flag guarding: player may not utilize any part of his body and or the ball in effort to keep defender from pulling flags. Penalty: 10 yards from spot of foul K) In the event that a ball carrier hangs a towel from the waist, the ball carrier will be declared down if the defender should remove the towel instead of the flags. L) Inadvertent whistles result in the play being dead at the point the whistle was blown. M) All players must treat all other players, officials, and league administrators with respect. N) No refunds of any sort unless league is cancelled. O) For updated league information visit our web site P) Changes to the schedule will not be allowed unless deemed necessary by the league administrator. Q) It is the team captain s job to inform the entire team about all of the rules. R) Weather: Games may be delayed or postponed due to lightning or thunder in the area. Games may also be cancelled due to poor field conditions prior to the start of the game. Call (586) for updates.
