1 This signed document will be effective for students from Kindergarten through Grade 12 and for employees until a new form is completed. A. In General An acceptable use policy (AUP) is a written agreement signed by students, parents, and staff members which outlines the terms and conditions of technology use. It establishes acceptable use guidelines, rules of online behavior, and access privileges for all users. The AUP covers penalties for violations of the policy, including security violations and vandalism of the systems and/or equipment. Prior to using the technology resources in Halifax County Public Schools, each user is required to sign an AUP agreement and to know that it will be kept on file as a legal, binding document. Access to and the Internet will enable students to explore thousands of libraries, databases, and other educational resources throughout the world. Families should be warned that some material accessible via the Internet might contain items that are illegal, defamatory, inaccurate or potentially offensive to some people. While our intent is to make Internet access available to further educational goals and objectives, students may find ways to access other materials as well. We believe that the benefits to students from access to the Internet, in the form of informational resources exceed any disadvantages. In compliance with Children s Internet Protection Act (CIPA), software will be installed on the division s computers in an attempt to filter or block child pornography and obscenity from the Internet. Internet safety programs will be implemented in grades K-12. However, ultimately, parents and guardians of minors are responsible for setting and conveying the standards that their children should follow when using media and information services. B. Internet Guidelines Parent Notification/Responsibility Parents and students shall be notified in writing of the school system s Internet agreement. Parents or a guardian and their child must sign a user form before the student may participate in Internet activity. Student Responsibility Access to the Internet is a privilege, not a right, and with use comes responsibility. The network is provided for students to research and communicate with others. Access to network services is given to students who agree to act in a considerate and responsible manner. Students are responsible for good behavior on school computer networks just as they are in a classroom or school hallway. Communications on the network are often public in nature. General school rules for behavior and communications apply. Teacher Responsibility Teachers will provide students with a sequential, structured approach to gaining the skills that will allow them to become independent, responsible users of the Internet. In all classes, teachers will make reasonable effort to ensure that students are directed to sites with age- and topic-appropriate materials and resources. 1. In K-3, teachers will actively supervise student use of the Internet. Students will access only Internet resources previously explored by the teacher. 2. In grades 4-5, teachers will supervise and model appropriate use of the Internet. Students will continue to have Internet access under direct teacher supervision; however, students will experience guided practice leading toward gaining skills to become independent and responsible users of the Internet. Teachers will explore an Internet site before directing students to that site. 1

2 3. In grades 6-8, teachers will provide guided practice and model appropriate use of the Internet. Teachers will supervise student-initiated information-search activities and provide support for students as they begin to assume responsibility for becoming independent users of the Internet. 4. In grades 9-12, students will participate in independent Internet use with teachers serving as advisors and monitoring as appropriate. School System Responsibility Individual users of the school division s computer networks are responsible for their behavior and communications over those networks. It is presumed that users will comply with standards and will honor the Internet & Photograph Acceptable Use Agreement they have signed. Beyond teaching and clarification of such standards, the district is not responsible for restricting or controlling the communications of individuals utilizing the network. The school board is not responsible for any information that may be lost, damaged or unavailable when using the computer system or any information retrieved via the Internet. Furthermore, the school board will not be responsible for any unauthorized charges or fees resulting from access to the computer system. Access to Student Computer Files Network storage areas may be treated like school lockers. Network administrators may review files and communications to maintain system integrity and ensure that users are using the system responsibly. Users should not expect that files stored on district servers would always be private. Restrictions 1. Personal Safety a. Users will not post personal contact information about themselves or other people. Personal contact information includes address, telephone numbers, school address, work address, etc. b. Students will not agree to meet with someone they have met online without their parent's approval and participation. c. Users will promptly disclose to their teacher or other school employee any message containing text, graphics, pictures, or video clips they receive that is inappropriate or makes them feel uncomfortable. 2. Illegal Activities a. Users will not attempt to gain unauthorized access to any computer system or go beyond their authorized access. This includes attempting to log in through another person's account or access another person's files. b. Users will not make deliberate attempts to disrupt the computer system performance or destroy data by spreading computer viruses or by any other means. These actions are illegal. c. Users will not use the system to engage in any other illegal act, such as arranging for a drug sale or the purchase of alcohol, engaging in criminal gang activity, or threatening the safety of a person. 3. System Security a. Users are responsible for the use of their individual user names and passwords and should take all reasonable precautions to prevent others from being able to use their account. Under no conditions should a user provide his/her password to another person. b. Users will immediately notify a teacher if they have identified a possible security problem. c. Users will avoid the inadvertent spread of computer viruses if they download software. d. Users will log off any computer when left unattended. 4. Inappropriate Behavior a. All work performed on school equipment will be free of any profane or inappropriate material. b. Restrictions against inappropriate language apply to public messages, private messages, and material posted on web pages. c. Users will not use obscene, pornographic, profane, lewd, vulgar, rude, inflammatory, threatening, or disrespectful language. d. Users will not post information that, if acted upon, could cause damage or a danger of disruption. 2

3 e. Users will not engage in cyber-bullying through personal attacks, including prejudicial or discriminatory attacks. f. Users will not harass another person. Harassment is persistently acting in a manner that distresses or annoys another person. If a user is told by a person to stop sending them messages, he/she must stop. g. Users will not knowingly or recklessly post false or defamatory information about a person or organization. 5. Respect for Privacy a. Users will respect people's rights to privacy. b. Users will not repost a message that was sent to them privately without permission of the person who sent the message. c. Users will not post private information about another person. 6. Respect for Equipment a. Users will use computers and technology equipment for their intended purposes and leave all equipment and the surrounding work area in the same or better condition than they were found. b. No food or drink is to be used around equipment. 7. Respect for Property a. Users will respect people's property. b. Users will use consumable supplies as approved by school personnel (paper, ink/toner, ribbons, CDs, etc.). 8. Respecting Resource Limits. a. Users will not download large files unless absolutely necessary. b. Users will not post chain letters or send a message to a large number of people. 9. Plagiarism and Copyright Infringement a. Users will respect people's rights to ownership. b. Users will use only computer software, files, or information which they own or which they have been given permission to use. c. Users will only make copies of computer files and information that they own or have written. d. Users will save all work on individual hardware unless requested to do otherwise by school personnel. e. Users will not plagiarize works that they find on the Internet. Plagiarism is taking the ideas or writings of others and presenting them as if they were original to the user. Teachers will instruct students in appropriate research and citation practices. f. Users will respect the rights of copyright owners. Copyright infringement occurs when an individual inappropriately reproduces a work that is protected by a copyright. If a work contains language that specifies acceptable use of that work, the user should follow the expressed requirements. If the user is unsure whether or not he/she can use a work, he/she should request permission from the copyright owner. Teachers will instruct students to respect copyright, to request permission when appropriate, and to credit sources used. 10. Inappropriate Access to Material a. Users will not use the system to access material that is profane or obscene (pornography), that advocates illegal acts, or that advocates violence or discrimination towards other people (hate literature). b. Users shall follow their teacher s instructions regarding any further material inappropriate for their access 11. Use of external devices a. The use of smart electronic devices not provided by the school division including notebook computers, phones, hand-held gaming or other wireless devices on the school network is prohibited without prior approval from school officials. b. This permission must be obtained from the technology department. 12. Electronic communications a. Use of any electronic communication including, but not limited to, , instant messaging, texting, podcasting, external blogs, social media sites, forums, wikis, and bulletin boards, will be professional and appropriate. b. Users are responsible for division information sent electronically with large, multi-user mailings being approved by the superintendent or his designees prior to transmitting. 3

4 Disciplinary Action Violation of the above rules may result in a loss of access as well as other disciplinary or legal action. Inappropriate use of the network which includes the Internet is a violation of school division discipline procedures. Inappropriate use may result in termination of access and may result in disciplinary action, which may include suspension from school or in case of employees, termination of contract. Depending on the severity of the violation, criminal or civil liability is also possible. Use of Photographs, Artwork, Videos, and Audio Materials 1. Photographs, artwork, videos, and audio materials will be presented in such a way to protect individual student identity. 2. Photographs, artwork, videos, and audio materials may be used in the newspapers, television, or the Halifax County Public Schools website only if the parent/guardian has signed and returned the Halifax County Public Schools Internet & Photograph Acceptable Use Agreement. If you have questions or concerns about the Internet & Photograph Acceptable Use Agreement please contact your child s principal. I realize the purpose of the school division s Internet connection and websites is educational. I realize use of the Internet is a privilege, not a right. I accept that inappropriate behavior may lead to penalties, including revoking my access to the Internet, disciplinary action, and/or legal action. I realize that school personnel (school administrators, teachers, network administrator) will have access to all accounts. I agree not to participate in the transfer of inappropriate or illegal materials through the school division s Internet connection. I realize that photographs, artwork, videos, and audio materials are displayed to show accomplishments and/or for teacher training purposes. I have read the Halifax County Public Schools Internet & Photograph Acceptable Use Agreement, agree to abide by the rules established, and understand that violation of the rules will result in immediate termination of my access to the Internet. I also realize I may be subject to additional disciplinary action, including suspension from school and/or possible criminal charges. 6 PARENT SECTION: A parent or guardian must also read and sign. As parent/guardian of this student, I have read the Halifax County Public Schools Internet & Photograph Acceptable Use Agreement. I understand that Internet access is designed for educational purposes and that the school division has taken precautions to eliminate controversial material. I understand, however, that it is impossible to restrict access to all controversial materials, and I will not hold the school division responsible for material acquired over the Internet. I give permission for my child to use the Internet under the guidelines established. I realize that images, such as photographs, artwork, videos, and audio materials, are displayed to show accomplishments and/or for teacher training purposes. I will not access on-line gaming sites and/or save gaming software files on school division equipment. I will not launch programs from personal storage devices. I agree to abide by the school division s software licenses and guidelines. I realize that content produced using division resources is the property of the Halifax County Public Schools. I agree not to share passwords and log out when away from my computer in order to maintain network security. I agree to promote the Acceptable Use Policy and Internet safety with students. I will ensure that student access to the network, including the Internet, is appropriate. I have read the Acceptable Use Policy, agree to abide by the guidelines established, and understand that violation of the guidelines may result in termination of my access to school division technology. I also realize I may be subject to additional personnel action, up to and including termination of my employment contract, as well as possible criminal charges.
