1 CCS Engineer RSSB (London) Salary 50,000 Final salary pension and benefits London Allowance Introduction RSSB is a not-for-profit organisation whose purpose is to support our members and consequently the rail industry. We help the industry understand risk, guide standards, manage research, development and innovation and collaborate to improve. The rail industry in Britain is made up of many different organisations, but they all form a system and share a common purpose, to move people and freight safely and efficiently by rail. RSSB brings all parts of this system together to support shared decisions, products and services, to help industry drive out unnecessary cost, improve business performance and develop long-term strategy. Purpose of the role RSSB is seeking to recruit a committed and enthusiastic individual to join the RSSB control command signalling (CCS) team. You will be responsible for developing the CCS requirements for the GB mainline railway, covering railway signalling systems, train protection systems, train detection systems and level crossing systems, to support timely delivery of the RSSB standards programme and timely management of deviations from railway group standards. You will apply your technical and analytical skills, working with other technical and operational specialists, to understand and derive the requirements and rationale for CCS subsystem compatibility and safe integration. You will apply your technical skills to provide timely and comprehensive support to strategic industry research and innovation projects. You possess excellent writing skills and are capable of producing standards and reports that are complete, accurate, well written and compliant with the Railway Group Standards Code. You possess excellent facilitation, communication and presentational skills and are comfortable working with senior rail professionals and technical committees to explain the results of your work, support their understanding of requirements and inform their decisions. You have, or are working towards, a professional qualification (I.Eng or C.Eng) and membership of a relevant professional institution. 2 JOB DESCRIPTION 1. DETAILS Job title: CCS Engineer Department: CCS and ENE Delivery Unit Post reports to: CCS Engineer (Signalling Line Manager) Issue date: July 2014 Location: London 2. THE COMPANY RSSB is a not-for-profit organisation whose purpose is to support our members and consequently the rail industry. We help the industry understand risk, guide standards, manage research, development and innovation and collaborate to improve. RSSB brings all parts of this system together to support shared decisions, products and services, to help industry drive out unnecessary cost, improve business performance and develop long-term strategy. PURPOSE The post-holder will provide competent and timely professional and technical expertise necessary to support RSSB s delivery of standards projects that form part of the Control, Command Signalling Standards Committee (CCS SC) Strategy, covering new and existing control, command signalling (CCS) technologies. This requires the post-holder to: a) Lead and work with relevant engineering and operational specialists to develop CCS requirements, rationale and guidance covering: i. Compatibility at European, national and route levels, as defined by the Railways (Interoperability) Regulations ii. iii. Safe integration, to support the rail industry approach to applying the common safety method for risk evaluation and assessment (CSM RA) CCS technical systems, including technical and operational interface requirement b) Lead and support the application of appropriate requirements capture techniques c) Facilitate industry consensus on emerging requirements, rationale and guidance. The technical and interpersonal skills of the post-holder will help to determine the achievement of this endeavour d) Support proposals to introduce, modify or withdraw requirements, and applications for deviations from standards e) Author new and revised standards in accordance with the Standards Code and Manual and RSSB style guides, including Railway Group Standards and nonmandatory standards produced by RSSB, together with TSIs and ENs (to the extent that RSSB has a mandate to support their development). f) Peer review standards work produced by others.

3 The post-holder will also support RSSB s delivery of research projects that form part of the Railway Technical Strategy (RTS), covering new and existing CCS technologies. This requires the post-holder to: a) Support the development of research proposals and specifications b) Support the delivery of research work through collaboration with suppliers and membership of industry committees c) Peer review research reports 4. ACCOUNTABILITIES Deliver signalling requirements rationale and guidance that are complete, accurate, well written and compliant with the standards code and manual. Provide timely and comprehensive technical support to other RSSB engineering disciplines, strategic research, and innovation departments. Influence an improved level of understanding within RSSB and across the wider industry (including signalling projects) of the role of requirements in supporting the achievement of technical compatibility and safe integration. Represent RSSB through membership of relevant industry committees, including technical committees and mirror groups facilitated by RSSB Identify opportunities for improved methodologies for developing requirements and research. Work in conjunction with Standards Policy department to ensure that the solutions developed, or documents drafted, comply with the relevant decision making criteria for the environment in which they are made Report to the signalling line manager for technical issues for resolution and subsequent action Report progress to project managers and the signalling line manager on progress made on individual projects Act as signalling line manager as required. Undertake tasks to address specific, ad hoc, issues arising (as required by the signalling line manager / Principal Engineer) Ensure that the means of achieving safety improvements are sought through the identification of technical opportunities and by monitoring technical development and international best practise. Build on your current expertise and support the development of others through mentorship and guidance.
