2 What is Cub Scouting? The purpose of the Boy Scouts of America, as incorporated on February 8, 1910, and chartered by Congress in 1916, is to provide for boys and young adults an effective educational program designed to build desirable qualities of moral strength and character, to develop fitness, and to train in the responsibilities of active citizenship. Since 1930, younger boys have had the opportunity to be Cub Scouts in a year-round, home-centered program that helps to strengthen the family. Cub Scouting (which includes Tiger Cubs, Cub Scouts, and Webelos Scouts) is the largest of the BSA s program phases. The other phases are Boy Scouting, Varsity Scouting, Venturing and Sea Scouts Purposes of Cub Scouting The Cub Scouting program has 10 purposes related to the overall mission of the Boy Scouts of America to build character, learn citizenship and develop personal fitness. The 10 Purposes of Cub Scouting: Character Development Good Citizenship Sportsmanship Spiritual Growth Family Understanding Respectful Relationships Personal Achievements Friendly Service Fun and Adventure Preparation for Boy Scouts 2

3 How Does Cub Scouting Work? The Cub Scout Pack The pack is a group made up of several dens: Tiger Cub, Cub Scout, and Webelos Scout dens. Our pack has a den for each grade level. The pack is led by a Cubmaster during the pack meeting. The Cubmaster leads pack meetings with games, skits, stunts, songs, ceremonies and presentation of badges which the boys earned that month. The pack meets once a month. Tiger Cub Den - 1st Grade Tiger Cubs is a fun program that introduces 1st grade boys and their adult partners to the excitement of Cub Scouting as they search, discover and share together. Tiger Cubs are organized into a Tiger Cub den, which usually consist of four to eight boys and their adult partners. Once or twice per month, the Tiger Cub den comes together for an activity built around the big idea that has been selected by the den. The Tiger Cub den also attends the monthly Cub Scout pack meeting. At the end of the school year, usually in May, Tiger Cubs graduate and become part of a Wolf Cub Scout den. Cub Scout Dens - 2nd and 3rd Grades Cub Scouts are 8- or 9-year-old boys who are in the 2nd or 3rd grade. Cub Scout den meetings are run by an adult den leader with the help of an assistant den leader and, if available, a Boy Scout den chief. Meeting activities are planned around monthly themes and include playing games, making handicrafts, taking hikes and doing other outdoor activities, and taking part in simple ceremonies and songs. Sometimes work on advancement requirements is included. When they complete the 3rd grade (or reach age 10), the boys graduate to a Webelos Scout. Webelos Den - 4th and 5th Grade Webelos, which stands for WE ll BE LOyal Scouts, is a program for boys who are 10 years old and have completed the 3rd grade. A boy may begin working on the Webelos badge as soon as he joins a Webelos den. This is the first step in his transition from a Cub Scout pack to a Boy Scout troop. As a Webelos Scout completes the requirements found in the Webelos Scout book, he will work on activity badges, attend meetings led by adults, and become familiar with the Boy Scout joining requirements -- all leading to the highest award a boy can earn as a Cub Scout, the Arrow of Light Award. Webelos Scouts may wear the blue Cub Scout or khaki Boy Scout uniform. Webelos cap, neckerchief and insignia placement is the same for either uniform. They can choose the blue belt with the Webelos Scout buckle or the olive belt with the Boy Scout buckle. Cub Scout belt loops are only for the Cub Scout web belt. 3

4 The Advancement Plan The responsibility of a boy s advancement in Cub Scouting lies with the family and not with the pack. Some advancement requirements are completed at den meetings, but most are completed at home with the family. Bobcat All boys in 1st through 5th grade earn the Bobcat badge first by learning the Cub Scout Promise, Law of the Pack, handshake, salute, sign, motto and meaning of Webelos. After receiving the Bobcat badge, each boy works on requirements based on his grade level. Tiger Cubs 1st Grade The Tiger rank is for boys who are in 1st grade or age 7. To earn the Tiger badge, a boy must complete six required adventures with his den or family and one elective adventure of his den or family s choosing. As the boy completes each adventure, he will receive the adventure loop for that adventure, which he can wear on his belt. When the boy has completed the seven required adventures, he can receive the Tiger badge. After he has earned the Tiger badge, a Tiger Scout can work on the remaining 12 Tiger electives until he finishes 1st grade (or turn 8 years old). He can choose elective adventures that may show him new hobbies and teach him skills that will be useful during his Boy Scout years. When he completes an elective adventure, he receives an additional adventure loop to wear on his belt. Wolf 2nd Grade The Wolf rank is for boys who have finished 1st grade (or who are 8 years old). To earn the Wolf badge, a boy must complete six required adventures and one elective adventure. His parent or guardian and den leader approves each requirement by signing his book, and the boy receives an adventure loop for each adventure. When the boy has met all requirements, the Wolf badge is presented to to the boy at the next pack meeting. After he has earned the Wolf badge, a Wolf Scout can work on the remaining 12 Wolf electives until he finishes 2nd grade (or turns 9 years old). He can choose elective adventures that may introduce him to new hobbies and teach him skills that will be useful during his Boy Scout years. When he completes an elective adventure, he receives an additional adventure loop to wear on his belt. 4 Bear 3rd Grade The Bear rank is for boys who have finished 2nd grade (or who are 9 years old). To earn the Bear badge, a boy must complete six required adventures and one elective adventure. His parent or guardian and den leader approves each requirement by signing his book, and the boy receives an adventure loop for each adventure. When the boy has met all requirements, the Bear badge is presented to the boy at the next pack meeting. After he has earned the Bear badge, a Bear Scout can work on the remaining 12 Bear electives until he finishes 3rd grade (or turn 10 years old). He can choose elective adventures that may introdce him to new hobbies and teach him skills that will be useful during his Boy Scout years. When he completes an elective adventure, he receives an additional adventure loop to wear on his belt. Webelos - 4th grade Webelos dens are for boys who have completed 3rd grade (or reached age 10). Webelos Scouts get to work on the five required Webelos adventures and choose two of the 18 elective adventures that are shared by the Webelos and Arrow of Light ranks. When a boy has completed the requirements for an adventure, the Webelos den leader, rather than a parent, approves most of the adventures. For each adventure a boy completes, he receives a pin to wear on the Webelos colors or on his hat. After completing seven adventures, including five required adventures and two elective adventures, a Scout can receive the Webelos badge. After he has earned the Webelos badge, a Webelos Scout can work on the remaining 18 shared Webelos and Arrow of Light electives until he finishes 4th grade (or turns 11 years old). He can choose elective adventures that may introduce him to new hobbies and teach him skills that will be useful during his Boy Scout years. When he completes an elective adventure, he receives an additional adventure pin to wear on the Webelos colors or on his hat. Arrow of Light - 5th Grade The highest rank in Cub Scouting is the Arrow of Light. Earning this rank prepares a Webelos Scout to become a Boy Scout. Scouts must complete four required adventures and three elective adventures to earn the Arrow of Light rank. For each adventure a boy completes, he receives a pin to wear on the Webelos colors or on his hat. The Arrow of Light badge is the only Cub Scout badge that can be worn on the Boy Scout uniform when a boy graduates into a troop. Adult leaders who earned the Arrow of Light rank when they were young may also show their achievement by wearing a special square knot on their adult uniform.

5 What We Do In Pack 349 Scouts participate in activities both with the Pack as well as with their individual Den. Many activities are for scout advancement or awards while others are just for the fun of it. Den Meetings are scheduled at least twice a month for the scouts to attend. Adult partners are only required to attend if their scout is in a Tiger Den. Den Outings have included visits to police stations, fire stations, Martin Nature Park and museums. Fun activities have included fishing, arts and crafts, and visits to Channel 9 and other news stations. Pack Meetings are for the recognition of Scouts; however we encourage the entire family to come. Pack meetings include prayer, flag ceremonies, award ceremonies, skits, silly songs, silly stories and fun activities. Pack Activities and Outings "I love camping, all the fun activities we do and making new friends!" Max Emig, Webelo Scout Some of the best things about Cub Scouting are the activities you get to do: camping, hiking, racing model cars, going on field trips, or doing projects that help your hometown and the people who live there. Cub Scouting means "doing." Blue and Gold Banquets In February, when Scouting celebrates its "birthday," packs across the country hold blue and gold banquets. The banquet is a very special event to be enjoyed by the whole family. Camping Learn to live in the outdoors. Camping takes scouts on exciting adventures into the natural world. Derbies Design your racing vehicle, work with a parent to build it, and see it perform on race day. Derbies include Pinewood derby, space derby and cubmobile races. Field Trips "Outing" is a big part of Scouting. Cub Scouts go out into the outdoors, learning about nature and how to take care of their world. Service Projects Doing service projects together is one way that Cub Scouts keep their promise to "help other people." 5

6 Who Pays For Scouting? Pack 349 Frundraisers Paying for the fun is easy with Popcorn. Pack 349 conducts a Fall Popcorn Sale. Scouts can earn fabulous free prizes and other great incentives! The sale is simple and very profitable, which makes paying for Scouting easy. Plus, everyone knows that Cub Scout popcorn is the best! We re excited for your participation in our popcorn fundraiser! Youth Members... Assisted by their parents or guardians, boys in Cub Scouting, Boy Scouting, and Varsity Scouting and young men and women in Venturing pay their share from personal savings and participation in fundraising projects. Members buy their own uniforms, handbooks and personal equipment and pay their own activity dues, outing and camp fees. Community Organizations... Each chartered organization using the Scouting program provides a meeting place and adult volunteer leadership for its BSA unit(s). The chartered organization and local council must approve unit fundraising projects before the launch of the project. Our council also conducts an annual Friends of Scouting campaign to provide opportunities for the parents, Scouters and friends of Scouting to financially support the growth of the Scouting program. And the National Organization. Funds to support the national organization of the Boy Scouts of America come from registration fees, local council service fees, investment income, Scouting and Boys Life magazines, sale of uniforms and equipment, contributions from individuals, and foundation grants. These monies help to deliver the program of the BSA (through four regional service centers and more than 300 local councils) to chartered organizations that use the Scouting program to meet the needs of their youth. The Last Frontier Council... Each year the Last Fontier Council establishes a budget to provide unit service, administration, training, outdoor and camping facilities, and quality program activities in the continuing effort to serve more boys. Just as our pack raises funds for unit operation through fundraising projects, the council raises funds for council operation through the United Way/CFC and other methods. 8 The Pack is run by the Pack Committee. Committee duties include: Select leadership Find meeting places Perform record keeping Manage pack finances Order badges Maintain pack equipment Help train leaders Recognize leaders All of the leaders in the pack meet monthly to finalize details of each monthly program. Packs are owned by Charter Organizations. Charter Organizations can be parent-school organizations, religious organizations, service clubs, or other organizations interested in youth. The Charter Organization approves leadership, helps secure a meeting place, keeps the pack within the organization s and Boy Scout guidelines and policies. The Charter Organization selects a representative to serve as a liaison between the pack and the organization. The Charter Organization for Cub Scout Pack 349 is Quail Springs United Methodist Church. What Do You Receive As An Adult Leader? Being a leader is fun, challenging and rewarding. Leaders find that their experience helping in Cub Scouts help them to become better parents. Wearing the Scouting uniform is a visible way to show you believe in and stand up for the ideals and objectives of the Boy Scouts of America. Pack 349 pays for Adult Application Fees. 8

9 Pack Volunteer Leadership Committee Chair Conducts monthly pack leaders meeting to help plan program. Ensures that adequate support to run program is given to Cubmasters and den leaders. Helps recruit additional leaders as needed. Fast Start and Basic Leader Training are offered for this position to help new leaders succeed. Committee Members Attend monthly pack leaders meeting to help plan program and take care of records, finances, advancement, activities and membership. Fast Start and Basic Leader Training are offered for this position to help new leaders succeed. Cubmaster Conducts monthly pack meeting. Aids den leaders by coordinating monthly program for all leaders. Attends monthly pack leaders meeting. Fast Start and Basic Leader Training are offered for this position to help new leaders succeed. Tiger Cub Den Leader Coordinates shared leadership among the Tiger Cub adult partners. This ensures den meetings and outings are planned, prepared for and conducted by all adult partners on a rotating basis. Provides advancement opportunities for the boys in the den. Serves as den host for family members at pack meetings. Attends monthly pack leaders meetings. Fast Start and Basic Leader Training are offered for this position to help the new leader succeed. Cub Scout Den Leader Meets weekly for about one hour with a den of six to eight boys. The den leader determines time, day, and location of den meeting that is most convenient for him or her. Attends monthly pack leaders meeting. Both Fast Start and Basic Leader Training are offered for this position to help new leaders succeed. Webelos Den Leader Same as Cub Scout den leader except works with older Webelos Scouts. Encourages periodic parent/son overnight campouts. Attends monthly pack leaders meeting. Fast Start and Basic Leader Training are offered for this position to help new leaders succeed. Pack Trainer Conducts orientation for new families and pack leaders. Trains new leaders for their specific leadership positions or encourages participation in district training. Encourages pack leaders to attend ongoing training, such as roundtables and youth protection training. Keeps track of pack training records. Pack trainers should be trained in a district or council Trainer Development Conference. They should, of course, have completed a training session before they teach it. Parent Helpers Assist pack and/or den with specific projects as needed by the leaders. All parents help their sons with advancement. 9

10 How Can I Help? Parent involvement and leadership has been a key to the success and growth of Pack 349. Being involved as a parent has great benefits like teaching your children service through example, building relationships with other families and the personal satisfaction of helping develop the character of our children. After witnessing the benefits scouting offers our boys, most parents are eager to help, whether it s short-term or as a leader. If you have questions, just ask. We are a big scouting family helping each other. PACK VOLUNTEER LEADERSHIP (examples of ways you can help) DEN LEADER Leads the den at weekly den meetings. Attends the monthly pack meeting and pack committee meetings. PACK COMMITTEE Pack committee members perform administrative support functions of the pack. May serve as the pack popcorn coordinator or newsletter editor. SECRETARY / TREASURER Keeps records for the pack, including pack bank account, financial records, etc. Attends pack meetings and pack committee meetings. PARENT HELPERS Perform one time program jobs such as coordinating pack participation in events such as Scouting for Food, Pinewood Derby, Blue and Gold Banquet, Day Camp, etc. These jobs are of short duration. CUBMASTER Helps plan the pack program with the help of the pack committee. Serves as the master of ceremonies at the monthly pack meeting. Attends the pack committee meetings. COMMITTEE CHAIRPERSON Presides at the pack committee meetings. Helps recruit adult leaders. Also attends pack meetings. ADVANCEMENT COORDINATOR Maintains advancement records for the pack. Orders all badges, awards and insignia. Attends pack meetings and committee meetings. 10
