1 Cub Scout Pack 122 Bylaws and Guidelines Charter Organization: The Optimist Club of Coronado Charter Year: 1971 City and State: Coronado, California Be known it to all current and future members of our Pack, a set of guidelines is hereby established to ensure the participations of all members in the Pack functions. These guidelines are necessary to provide for the basic premise of the Cub Scout Program, which is that all members will have fun (adults as well as our Cub Scouts). Section 1. Nature and Purpose of the Pack This Pack operates under the guidelines of Boy Scouts of America as incorporated on February 8, 1910, and chartered by Congress in June 1916, which is to provide for boys an effective educational program designed to build desirable qualities of character; to train in the responsibilities of participating citizenship; and to develop personal fitness. In Cub Scouting, boys, families, leaders and chartered organizations work together to achieve the following objectives: Influence a boy s character development and spiritual growth; Develop habits and attitudes of good citizenship; Encourage good sportsmanship and pride in growing strong in mind and body; Improve understanding within the family; Strengthen a boy s ability to get along with others; Foster a sense of personal achievement by developing new interests and skills; Provide fun and exciting new things to do; Show a boy how to be helpful and do his best; Prepare him to be a Boy Scout. Section 2. General Policies A. This Pack shall by governed by the principles set forth in the Cub Scout Leader book and all other applicable Boy Scouts of America guidelines. The Chartering Organization, The Optimist Club of Coronado, has responsibility for providing for Pack leadership, a meeting place, and ensuring the Pack operates within BSA guidelines. B. Each parent/guardian, by registering his/her boy in the Pack, assumes the following duties and obligations: 1. Serving as an active member for one of the following Pack Program/Event Subcommittees, such as: - Popcorn Fundraiser - Coastal Clean- Up - Camp Balboa - Webelos Woods - Uniform Inspection - Christmas Parade with Service Project: Toys for Tots - Christmas Caroling - Pinewood Derby - Blue and Gold Banquet - Service Project: Scouting for Food - Scout Fair - Spring Campout

2 - - - Crossover Ceremony with Father/Son Cake Bake Star Park Memorial Day Celebration Summer Events, such as: o The Amazing Race o Raingutter Regatta o Beach Day The Pack Committee reserves the right to remove any event from the calendar that does not have a Subcommittee Chair and/or enough parent volunteer support. 2. Understanding the importance of his/her role in the Cub Scout Advancement Program. 3. Ensuring his/her Cub Scout attends regularly scheduled Den and Pack meetings. Section 3. Pack Leadership A. The Chartered Organization Representative is the direct contact between the Pack and the Optimist Club of Coronado. This individual is also the organization s contact with the district committee and the local council. The chartered organization representative may become a member of the district committee and is a voting member of the local council. If the chartered organization has more than one unit, one representative serves them all. 1. Qualifications: Is at least 21 years old, is a member of the chartered organization, and is not the unit leader or assistant unit leader. Is appointed by the chartered organization to serve as its official Scouting representative and is registered as an adult leader of the BSA. 2. The Chartered Organization Representative's responsibilities are to: a. Help select the right leadership for the Pack. b. Promote well- planned, quality unit programs, including outdoor programs, advancement, and recognition. c. Serve as a liaison between the Pack and the organization. d. Promote the recruiting of new members. e. Help with the charter renewal. f. Suggest Good Turns to benefit the organization. g. Encourage the Pack Committee to hold meetings. h. Cultivate organization leaders, and encourage necessary training of existing and new leaders. i. Utilize district help and promote the use of district personnel and materials. j. Use approved unit finance policies. k. Cultivate resources to support the organization. l. Represent the organization at the council level. B. The pack is under the supervision of a Pack Committee, which consists of at least three members (Chair, Secretary, and Treasurer). By handling administrative and support tasks, the Pack Committee allows the Cub Master, Den Leaders, and their Assistants to focus on working directly with the Cub Scouts. 1. Qualifications: Is at least 21 years old, is selected by the chartered organization, and is registered as an adult leader of the BSA. One member is designated as Pack Committee Chair. 2. Pack Committee positions should not exceed a 2- year obligation. 3. Regardless of the size of the pack committee, these responsibilities must be performed: a. Make recommendations regarding Pack leadership to the chartered organization for final approval of Pack leadership. b. Recruit the Cub Master and one or more assistant Cub Masters, with the Chartered Organization s approval.

3 c. Coordinate the Pack s program and the Chartered Organization s program through the Chartered Organization Representative. d. Help with Pack charter renewal. e. Help stimulate the interest of adult family members through proper programming. f. Supervise finances and equipment. g. Vigorously assist the Cub Master. h. Ensure that all Cub Scouts receive a year- round, quality program. i. Complete Pack committee Fast Start training and Basic Leader Training for the position. j. Conduct, with the help of the Cub Master, periodic training for parents and guardians. k. Cooperate with other Scouting units. 4. The Pack Committee Chair leads the pack committee and thus is responsible for the administration, oversight, and support of the pack program. The Committee Chair responsibilities are to: a. Maintain a close relationship with the Chartered Organization Representative (COR) and the Chartered Organization (CO) to cultivate harmonious relations and maintain communications. b. Confer with the Cub Master on policy matters relating to Cub Scouting and the CO. c. Supervise Pack Committee operation by: o Calling and presiding at Pack Leaders' meetings. o Assigning duties to committee members. o Planning for Pack charter review, Roundup, and reregistration. o Approving bills before payment by the pack treasurer. d. Conduct Pack Committee meetings and Pack Leaders meetings. e. Ask the committee to assist with recommendations for Cub Master, assistant Cub Masters, and Den Leaders, as needed. f. Recognize the need for more dens, and see that they are formed as needed. g. Work with the COR to provide adequate and safe facilities for pack meetings. h. Cooperate with the Cub Master on council- approved money- earning projects so the pack can earn money for materials and equipment. i. If the Cub Master is unable to serve, assume active direction of the Pack until a successor is recruited and registered. j. Appoint a committee member or other registered adult to be responsible for Youth Protection training. k. Develop and maintain strong pack- troop relationships, and work closely with the unit commissioner and other pack and troop leaders in bringing about a smooth transition of Webelos Scouts into the troops. l. Support the policies of the BSA. 5. The Pack Secretary ensures proper records are kept within the pack. The Secretary will: a. Keep informed of all Cub Scouting literature, materials, records, and forms to help leaders function effectively. Help new den leaders access needed tools. b. Maintain up- to- date information on membership, leadership, attendance, and advancement on Scout Track. c. Maintain an inventory of Pack property. d. Handle correspondence for the Pack. This may include writing letters of

4 appreciation and requests for reservations, or ordering supplies through the local council service center. e. Keep notes on business conducted at Pack Leaders meetings. Record only key items such as things needing follow- up or items for the history of the pack. f. Notify leaders of Pack Leaders meetings and other activities. g. Provide den leaders with records and forms for meetings. 6. The Pack Treasurer ensures the pack s finances are sound. The Treasurer will: a. Help the pack committee and Cub Master establish a sound financial program for the pack with a pack budget plan. b. Open or maintain a bank account in the pack s name and arrange for all transactions to be signed by any two of the following: Cub Master, Pack Committee Chair, Secretary, or Treasurer. c. Approve all budget expenditures. Check all disbursements against budget allowances, and pay bills by check. The Pack Committee Chair should approve bills before payment. d. Collect dues from den leaders at the Pack Leaders meeting, preferably in sealed den dues envelopes. Open envelopes in the presence of den leaders. Give receipts for these funds, and deposit the money in the bank account. e. Keep up- to- date financial records. Enter all income and expenditures under the proper budget item in the finance section of the Pack Record Book. Credit each Cub Scout with payment of dues. From time to time, compare the records with those of the den leaders to make sure they agree. Give leadership in developing a coordinated recordkeeping system in the pack. f. Be responsible for thrift training within the pack. Encourage each den leader to explain the pack financial plan to each boy and his family so that boys will accept responsibility for paying dues and family members will be alert to opportunities for boys to earn dues money and develop habits of thrift. g. On the request of den leaders, sympathetically counsel with a boy who does not pay dues, determine the reason, and encourage regular payment. If the boy is unable to pay, work out a plan with the Cub Master and Pack Committee so that the boy can earn dues. h. Periodically report on the pack s financial condition at the monthly Pack Leaders meeting. Make regular monthly reports to the pack committee at the pack leaders meeting, and report to the chartered organization as often as desirable on the financial condition of the pack. i. Provide petty cash needed by leaders. Keep a record of expenditures. j. Guide the pack in conducting council- approved pack money- earning projects. 7. The Pack Awards Chair helps boys move through the ranks of Cub Scouting and transition into a Boy Scout troop. The Awards Chair will: a. Have a working knowledge of the Cub Scout advancement plan. b. Help plan and conduct induction and advancement recognition ceremonies, coordinating as needed with the Webelos den leader or Scoutmaster. c. Educate parents, guardians, and pack committee members in ways to stimulate Cub Scout advancement. d. Promote the use of Cub Scout den advancement charts and other tools to recognize and record advancement in the den. e. Collect den advancement reports at pack leaders meetings for use when ordering badges and insignia from the local council service center.

5 f. Promote Boys' Life magazine as an aid to advancement. g. Help build or obtain advancement equipment for use in making advancement ceremonies more effective. h. Promote the wearing and proper use of uniform and insignia. 8. The Pack Membership and Registration Chair position is essential to the health of the pack. Membership Chair will: a. Along with the Cub Master and pack committee, develop and carry out a plan for year- round membership growth. b. Conduct an annual census of boys in the chartered organization for systematic recruitment. c. Work with pack committee members to promote recruitment plans. d. Visit new families in their homes to facilitate recruitment. e. Follow up on Cub Scout dropouts to help return them to full, active membership. f. Plan, coordinate, and lead the annual rechartering process. g. Prepare registration papers and an annual report to the chartered organization. Secure signatures and registration fees for the coming year. h. Arrange for the annual membership inventory, a uniform inspection, and the annual charter review meeting. i. Help the Cub Master and chartered organization representative plan and conduct the formal charter presentation. j. With the chartered organization representative, submit a charter application and annual report to the chartered organization for approval. k. Along with the Cub Master and pack committee, see that eligible boys transition to the next rank's den at the appropriate time, and that Webelos Scouts and parents/guardians have a smooth transition into a Boy Scout troop. l. Along with the Cub Master, follow up on former pack members who are now Boy Scouts and recruit them as potential den chiefs. m. Arrange for periodic uniform inspections with the unit commissioner. C. The Pack Trainer s main objective is to have 100 percent of the pack leadership trained in their position responsibilities. New leaders and adult family members should receive orientation within one week of joining the pack. Leaders should receive position- specific training as soon as the training becomes available. 1. Qualifications: Is at least 21 years old, is a member of the chartered organization, and is not the unit leader or assistant unit leader. Is appointed by the chartered organization to serve as its official Scouting representative and is registered as an adult leader of the BSA. 2. This position should not exceed a 2- year obligation. 3. The Pack Trainer is responsible for: a. Remaining current with training material and program updates. b. Conducting orientation of new families. c. Providing Fast Start Training to new leaders. (Fast Start Training can be used as a recruiting tool. d. The pack trainer should contact the new leader within two or three days to review the information and answer questions. Fast Start Training can be completed by viewing the Fast Start video or DVD or by completing the training on your council s Web site.) e. Conducting monthly Unit Leadership Enhancements. f. Encouraging Pack Leaders to attend: o Cub Scout Leader Basic Training, which includes New Leader Essentials Training and Cub Scout Leader Specific Training

6 o Youth Protection Training o Roundtable o Pow Wow (if conducted in your council) o BALOO o Outdoor Leader Skills for Webelos Leaders o Wood Badge g. Encouraging den chiefs to attend Den Chief Training. h. Maintaining Pack training records. D. The Chartering Organization must approve the Cub Master and Assistant Cub Master. Everything that the CM and ACM do is aimed at helping the individual boy. 1. Qualifications: Is at least 21 years old and is registered as an adult leader of the BSA. Should be a leader who is able to communicate well with adults as well as boys. Should be able to delegate responsibilities and set a good example through behavior, attitude, and uniform. Preferably a member of the chartered organization. 2. These positions should not exceed a 2- year obligation. 3. The Cub Master, assisted by the Assistant Cub Master, is responsible for: a. Completing Cub Master Fast Start training and leader position- specific training; b. Planning and helping carry out the Cub Scout program in the Pack according to the policies of the BSA. This includes leading the monthly pack meeting, with the help of other leaders; c. With the Pack Committee, developing and executing a year- round recruitment plan for recruiting boys into Cub Scouting; d. Knowing about and using the appropriate and available literature, including the Den & Pack Meeting Resource Guide, the WEBELOS Leader Guide, etc.; e. Seeing that the Pack Program, leaders, and Cub Scouts positively reflect the interests and objectives of the Chartered Organization and the BSA; f. Working with the Pack Committee on program ideas, selecting and recruiting adult leaders, and establishing a budget plan; g. Guiding and supporting Den Leaders. Seeing that they receive the required training for their positions; h. Helping organize and encouraging graduation into a Boy Scout troop by establishing and maintaining good relationships with Boy Scout troops; i. Maintaining good relationships with parents and guardians. Seeking their support and including them in activities; j. Seeing that Cub Scouts receive a quality, year- round program filled with fun and engaging activities that qualify the dens and Pack for the National Summertime Pack Award; k. Seeing that the responsibilities specified for the Assistant Cub Master are carried out; l. Helping the Pack Committee Chair conduct the Annual Pack Program Planning Conference and the monthly Pack Leaders meetings; m. Working as a team with the Pack Committee Chair to cultivate, educate, and motivate all Pack Leaders and parents/guardians in Cub Scouting; n. Taking part in the Charter Review Meeting and Annual Charter Presentation Ceremony; o. Requesting Den Chiefs for all Cub Scout dens and, after selection, see that they are trained. Recognizing the Den Chiefs at Pack Meetings; p. Conducting impressive advancement, recognition, and graduation ceremonies. For WEBELOS ceremonies, involving Scoutmasters and other Boy Scout Leaders;

7 q. Meeting with the Unit Commissioner, WEBELOS Den Leader, and Scoutmaster to establish plans for the WEBELOS Scouts transition to Boy Scouting; r. Encouraging high advancement standards from all Cub Scouts; s. Helping bring families together at joint activities for WEBELOS dens (or Packs) and Boy Scout troops; t. Supporting the policies of the BSA. E. Den Leadership and Den Meetings: 1. Each Den will have a designated Den Leader and Assistant Den Leader. They are responsible for attending training designated for their leadership position. The ultimate goal of any Den Leader is to ensure their Cub Scouts have fun through proper program planning and activities. Den Leaders will follow the Pack and BSA guidelines for advancement. 2. Den Chiefs should be requested from any of the nearby BSA Troops to help with the Den leadership. 3. Dens will elect Denners and Assistant Denners to serve for a specified terms as decided by all members of the Den. 4. Two- deep adult leadership is required to hold a Den meeting. No Den Leader may hold a meeting or outing without another adult in attendance. If there is only one Den Leader, that Den Leader must coordinate with the Den parents to ensure that proper supervision and assistance is provided at the meeting. 5. The Pack will recognize advancement awards of individual Scouts at designated Pack meetings. Belt loops and progression toward advancement beads will be handed out at the den meetings. 6. Siblings must be accompanied by an adult at Den and Pack meetings. Pack leadership is not responsible for siblings. F. Youth and Adult Protection National BSA Policy guidelines will be strictly adhered to at all times. The Pack Committee will appoint a Youth Protection Officer, typically the Pack Trainer, who will have responsibility for training Pack Leaders on BSA Youth Protection Guidelines. This person will be responsible for insuring leaders are retrained every 2 years. Section 4. Pack Meetings A. Pack Meetings will normally be held once a month at a time and place designated by the Pack Committee (typically the 4 th Wednesday of the month at 6:15pm- 7:30pm at Village Elementary School). Special events may be held on weekends at specified locations. Pack meetings are a venue to pass Pack information of up coming events, recognition of Scout and Leader awards ceremonies, and pack level activities. Each meeting will have a different theme in accordance with the BSA value of the month and/or upcoming major pack events. The Pack has established the following Behavior Policies which need to be learned and enforced: 1. Our meeting place is lent to us for the night and worthy of our respect. All children must remain in that portion of the building being used for the Pack Meeting and not be allowed to run in the hallways or enter any of the other areas not designated for Pack use. 2. All Scouts and adults will be respectful of guest speakers and leaders addressing the Pack. 3. All Scouts and adults will observe the Cub Scout sign when raised and become quiet. Leaders will ensure Cub Scouts and adults know what to do when the Cub Scout sign is shown. 4. Scouts and family should attempt to arrive 5 minutes before the starting time so that meetings can begin promptly. 5. A parent or designated adult must accompany a Scout to the Pack meetings.

8 B. Pack Meetings are lead by the Cub Master, who is assisted by the Assistant Cub Master and Den Leaders. C. Dens will be assigned specific tasks for each Pack Meeting. Tasks will include, but are not limited to: greeters/setup, opening flag ceremony, skits, songs, and cleanup. However, all present are responsible for putting away their own chairs and cleaning their tables at the end of the meeting. Section 5. Pack Committee Meetings and Pack Leaders Meetings A. Pack Committee Meetings are open to: o Members of the committee: Committee Chair, Secretary, Treasurer, Membership, Awards, o and to the Cub Master, Assistant Cub Master, and Pack Trainer, if needed for decisions and/or voting attendance. All items and motions that require a vote require meeting Quorum of 5 members in attendance. 1. Annual Program Planning Conference: a. Held once a year (typically in July) before the Pack Leaders Annual Program Planning Conference and is lead by the Committee Chair. b. Pack Committee uses this meeting to: o Vote on the Pack Bylaws and Guidelines. o Finalize the Scout season calendar. o Select Pack Leaders for COR approval. o Outline Pack fundraising needs. o Finalize the Annual Registration Fee. o Outline Subcommittee needs for Scout season and summer. o Create the agenda for the Round Up to be reviewed with Pack Leaders. o Decide on Pack recruitment methods. o Create the agenda for the Pack Leaders Annual Program Conference. 2. Roundtable: a. Held once a month (typically the 2 nd Thursday of each month), and lead by the District & Local Council representatives. b. At this meeting: o Packs can report on their progress and bring to the attention of the District & Local Council any concerns. o District & Local Council can inform packs of up coming District events, trainings, and policies. 3. Mid- Year Conference (Held in January) 4. Summer Planning Conference (Held in April before the Pack Leaders Summer Planning Conference) B. Pack Leaders Meetings are open to all adults who are registered with BSA, are Subcommittee Chairs, parents who wish to attend (by appointment with the Cub Master). 1. Annual Program Planning Conference: a. Held once a year (typically in August before the Scouting season begins) is lead by the Committee Chair. b. Pack Leaders use this meeting to plan Pack level events and activities to be completed/participated in during the entire Scouting season. 2. Monthly Pack Leaders Meetings: a. Held once a month (typically the 1 st Tuesday of every month at 6:30pm), and lead by the Pack Committee Chair. b. At this meeting:

9 o All Pack Committee members make reports and voice concerns about their particular area of responsibility as it pertains to the entire Pack (CC). o Subcommittee chairs report on progress of particular events (CC). o Den Leaders (or Assistant Den Leaders) report on current active membership, scout progression, and any den concerns or activities as it pertains to the entire Pack (ACM). o Old business is discussed for future planning (CM). o New business is discussed to pass along upcoming event information, identify/correct short falls, and identify/designation Points of Contact to head event (CM). o All items and motions that require a vote will require a meeting Quorum of 7 members in attendance (CC). 3. Summer Planning Meeting: a. Held once a year (typically in May before the Scouting summer begins) is lead by the Committee Chair. b. Pack Committee uses this meeting to Pack events and activities to be completed/participated in during the entire Scouting summer. Section 6. Financial Obligations A. A single registration fee will be determined at the beginning of each Scout year, and is in part based on the operating budget for the Pack. This year s budget and registration fee is summarized on PACK REGISTRATION FEES attachment. The balance of the budget for the year is generated through periodic fundraisers. B. It is the goal of the Pack Committee to hold as few fundraisers as possible, however, it is important that each family supports our fundraising efforts when they are held. Families are expected to participate in the primary fundraisers as designated by the Pack Committee. In a typical year, there are two fundraisers Popcorn and Scout Fair coupon book sales. Additional fundraisers may be called for depending on the state of the Pack treasury. C. The cost of the Cub Scout uniform is the responsibility of the family. The Pack has established a Uniform Standard, as detailed in Section 10, which all Cub Scouts are expected to meet. D. Den Leaders will collect dues based on the cost of den activities, materials, awards, insignia, etc. not funded by the Pack. E. Payment options are available through the Pack Committee. Section 7. Membership A. The Pack Round Up is held at the beginning of the school year to encourage Cub Scout- age boys in the local area to join our Pack. However, membership recruitment is continuous, and new boys are welcome to join the Pack at any time in the year. BSA registration and Boys Life are paid in full, and the Pack dues will be prorated. B. The BSA application must be completed for each boy. This application will be accepted only after at least one parent/guardian attends an orientation meeting with a member of the Pack Committee to discuss Pack operation, Bylaws, and parent/guardian participation requirements. Acceptance of the Bylaws and participation requirements will be proven by signature on the Pack Participation Statement attached. C. Boys transferring to our Pack from another Pack must fill out a Cub Scout registration form with medical information, and pay the current Council transfer fee. The pack registration fee will be adjusted to reflect the difference between a transfer fee and Council registration fee. The Pack registration fee will be prorated.

10 D. Den membership will be limited to eight (8 ) boys. However, Den Leaders will only be asked to take as many boys into his/her den as he/she feels is manageable. Accepting more than eight boys requires the permission of both the Pack Chair and the Cubmaster. Membership in the Pack is directly controlled by the availability of adults to be Den Leaders. New boys will not be accepted in the Pack if leadership cannot be recruited. Section 8. Awards A. Advancement awards will normally be presented at Pack Meetings. The Den Leader will submit lists of Cub Scout achievements to the Awards Chair, preferably at the Pack Leaders Meeting prior to the Pack Meeting or at a minimum, a week before the Pack Meeting at which the award is scheduled to be presented. It is left solely to the discretion of the Awards Chair to accept late award list submissions, as the Chair needs adequate time to purchase the awards and complete the necessary paperwork. Awards will presented in accordance with Pack customs. B. Webelos and Bear Badge requirements should be completed no later than one week prior to the March Pack Meeting. Tiger and Wolf Badge requirements should be completed no later than one week before the April Pack Meeting. C. It is the goal of this Pack to have each Webelos Scout obtain his Arrow of Light Award by the Blue and Gold Banquet in February. This is a special recognition in the Cub Scout program, and it is the only award that can be worn on the Boy Scout uniform, excluding the religious award. D. At each Pack Leaders Meeting, Den Leaders will report on den progress to ensure that dens and Scouts will be ready for the scheduled badge ceremony. A Scout, who has not completed the requirements for his badge by the ceremony date, will be granted a later badge ceremony. E. Participation in the Cub Scout Sports and Academics Program is optional, but highly encouraged by the Pack. See guidelines for participation credit and award guidelines. Section 9. Camping and/or Overnights A. Dens that plan overnight camp outings will follow strict adherence to BSA Camp Guidelines. This includes: 1. Each boy will be accompanied by an adult member of his immediate family or by an adult approved and designated in writing by the boy s parent/guardian. 2. In the case of scout siblings, one parent/guardian is required to attend. 3. Only Webelos dens can conduct a den- specific overnight campout. Tiger through Bear dens can only attend Pack- and Council- sponsored overnight campouts. B. Den- specific overnights require the Den Leader/ Asst. Den Leader to file a tour permit with the Council office. At least one registered adult in the den must be BALOO trained. C. Pack overnights require the Pack Secretary to file a tour permit with the Council office. At least one registered adult in the Pack must be BALOO trained. D. Webelos Scouts must attend at least one Webelos Woods Campout to be awarded the Arrow of Light. Section 10. Uniform Standards A. The Pack s goal is to have each boy and adult leader in complete uniform as described by Boy Scouts of America. The uniform for both the Cub Scout and adult leader is an important and meaningful part of the Cub Scout program. We recognize the cost involved to outfit each Cub Scout and Leader. The minimum requirements for Cub Scout uniforms are attached as UNIFORM STANDARDS. B. Adult leaders should provide the example of wearing their uniform to all Scout functions and especially to Pack Meetings.

11 C. A uniform inspection will be conducted at least once during the Pack year to identify any uniform deficiencies. Section 11. Pack Service Project It is the goal of this Pack to be Service Oriented. Each year the Pack Committee will choose a Pack Service Project in which all members of the Pack are expected to participate. The importance that each Cub Scout learns to serve his community cannot be overemphasized. Each member of the Pack may suggest Service Projects to the Pack Committee members at any time during the year. Dates of Service Projects will be given to each Pack member. Section 12. Retention of Membership in the Pack A. Retention of membership in Pack 122 is predicated upon a full understanding by the parent/guardian(s) of their responsibilities toward the Pack program and their active support of it. The Den(s) and Pack are not in any position to carry out the Cub Scouting functions that are the parent/guardian(s) responsibilities alone. However, Pack discipline and program accomplishment are the Pack Committee s responsibility. A Cub Scout will be dropped from the program for the following two reasons: 1. Infractions of the Bylaws by either the Parent or Cub Scout deemed severe enough to warrant action if no resolution can be worked out. 2. Continuous refusal by a Cub Scout or family member to obey instructions at Den or Pack Meetings. B. The provisions listed above will not be invoked except as a last resort. Den Leaders are to discuss problems with parent/guardian(s) and Cub Scouts as they occur. When no satisfactory conclusion can be arrived at, Den Leaders will refer problems to the Pack Committee. The Committee Chair or Cub Master will contact the family in an effort to reach a mutual understanding before the final action is take. See attached CODE OF CONDUCT. Section 13. Revision of Pack Bylaws These Bylaws will be reviewed at least once a year at an announced meeting open to all adult leaders and parents of the Pack. Only the Pack Committee members will vote upon changes.

13 Pack 122 Bylaws YEARLY PACK REGISTRATION FEES September 2013 August 2014 A single registration fee will be determined at the beginning of each Scout year to go towards the following operation costs: ITEM APPROXIMATE COST PER SCOUT National Registration Fee $15 (Includes Pack Liability Insurance) Boy s Life Magazine $12 Special Awards, Events, and Permits $15 ($5 for Webelos II) Pack Insignia & Rank Handbook $18 ($8 for Webelos II) TOTAL $60 This year s registration fee is $60 per Cub Scout. ($40 for Webelos II Scouts 5 th Graders) Registration fees are due to the Pack Treasurer at the Round Up and no later than the September Pack Meeting. YEARLY PACK ADDITIONAL COSTS ITEM APPROXIMATE COST PER SCOUT 2013 Camp Balboa $30 Paid (From previous Popcorn sales) *2014 Den Stipend $10 *2014 Pack Summer Activities $40 (Does not include Padres tickets) *2014 Spring Campout $40 *2014 Camp Balboa $30 TOTAL $120 *Pack 122 can only pay for these items based on fundraiser profits. Popcorn 34% of sales goes to Pack: $352 of popcorn sales = $120 to the Pack. Scout Fair Coupon Books $4/book sold is returned to the Pack. 30 coupon books sold = $130 to the Pack.

14 Pack 122 Bylaws PACK UNIFORM STANDARDS The Pack s goal is to have each boy and adult leader in complete uniform as described by Boy Scouts of America. The uniform for both the Cub Scout and adult leader is an important and meaningful part of the Cub Scout program. We recognize the cost involved to outfit each Cub Scout and Leader. The minimum requirements for Cub Scout uniforms are: CUB AND WEBELOS SCOUTS: Class A requirements for all Pack Meetings and other Scout functions Shirt: Blue for all Cubs and tan for Webelos. Required to have all Council, District, Unit, and Den Patches sewn on in accordance with the latest Uniform Insignia Guidelines. Shirts must be worn completely tucked into pants. NOTE: The change from blue shirts to tan at the Webelos level is a Den Leader decision for advancing Cubs. The Pack encourages the change as part of the transition towards Boy Scouts. Neckerchief: Proper color and worn under or over the collar secured with an appropriate tie slide. All members of same Den must wear neckerchiefs in same manner and with same slide for uniform inspections. Pants: Dark with Belt Loops. Blue jeans, navy blue cords, black pants, etc. all in good condition, must be worn at the waist, no boggles. Dark colored shorts may be worn during hot weather months. National BSA Policy does not permit camouflage colored pants. Belt: Official Cub Scout blue- web required with proper belt buckle for rank. Green Boy Scout belt is not permitted. Hat: Proper style for current rank. Must be worn bill forward. Hat may be worn indoors for official Scout functions, unless otherwise directed to uncover. Hat should never be worn in a House of Worship. Shoes: Closed toe shoes appropriate for the activity. Class B Requirements: May be worn when designated as uniform of the day by Pack or District. Pack or camp t- shirt. Pants, belt, and hat: Same as Class A Uniform, unless others designated. TIGER UNIFORM: The Tiger uniform follows the Cub Scout uniform.

I will remember that a Scout is courteous, kind, and friendly. The Pack will work as a team. 1. Live by the Cub Scout Promise. 2. Live by and practice the Law of the Pack. Behavior that is not allowed at all Scout Functions includes and is not restricted to: _ Disobeying adult leaders, this includes Committee members and Den Chiefs. _ Hazing or Bullying of other scouts will not be accepted. _ Foul or inappropriate language of any kind. _ Hitting, fighting or similar actions. _ Refusing to follow the Pack uniform policy. _ Not following safe Scout procedures. _ Leaving a designated area without an adult leader s permission. _ Lying, Cheating, Stealing, and any form of inappropriate behavior. _ Being uncooperative. _ Disrupting activities. _ Intentionally damaging property or equipment. _ Doing anything that would be considered dangerous. Furthermore, I fully understand that the consequences of misbehavior will vary depending upon the severity of the activity. I understand that these consequences can include warnings; sitting out during an activity, parent conferences, having a parent take me home from an activity, and expulsion from the Pack.
