2 INTRODUCTION The Subcommittee was created in response to one of the potential areas of discussion and cooperation included in the Statement of Intent of the Mexico U.S. Entrepreneurship & Innovation Council () signed by the Governments of Mexico and the U.S. The purpose of this Subcommittee is sharing expertise and best practices on developing regional innovation clusters. supports the High Level Economic Dialogue (HLED) and the Education, Research and Innovation Forum initiatives.

3 SUBCOMMITTEE OBJECTIVE To exchange specialized knowledge and best practices for regional innovation cluster mapping to identify potential regional centers of innovative entrepreneurship and their unique regional industry orientation, and to build national and bilateral links and regional networks with federal, state and county governments, the Academia and enterprise participation. 10 U.S. MEXICO CLUSTER REGISTRY Aims at strengthening U.S. Mexico competitiveness by identifying the area s clusters to improve their economic composition and performance and by extending the innovation cluster map at a national level in Mexico based on common methodology and data sets resulting from the pilot program. The working group is evaluating a methodology for a simple and comprehensive cluster mapping approach, one that brings together plans, strategies, catalysts and other elements to foster economic development in both countries.

11 INFORMATION EXCHANGE U.S. Mexico will co write a white paper that establishes the vision and proposes the basis of a bilateral innovation cluster strategy. The paper will consider key innovation initiatives of the U.S. Government as well as ongoing initiatives of the Mexico Government, analyzing common strategies, regional business environments and strategic sectors. Will seek to establish a common language to understand prevailing conditions, identifying areas of opportunity, challenges and requirements, as well as avoiding duplication of efforts in both countries.

12 CLUSTER MAPPING Explore development of a cluster registry along the U.S. Mexico border to promote synergistic industries more broadly in crossborder communities. 13 icluster BORDER REGION PILOT Proposes the creation of au.s. Mexico border cluster map and cluster registry to provide data on the regional clusters that are driving the border economy. First phase of the pilot considers the definition of common guidelines to align cluster mapping methodologies and data sets through a study of the Cali Baja Mega Region with participation of governmental and non governmental entities for the development of a pilot U.S. Mexico innovation cluster registry subset. Second phase considers the Monterrey Saltillo Texas.
