8 Market Challenges pose problems For Example: Glass or Tires Glass from most recycling centers in the RGV is sent to the McAllen Recycling Center to be resold and used for street and projects. McAllen is the ONLY city in the valley with a glass pulverizor Finding someone to recycle your glass in the valley is difficult because of our location and region. Supply vs. Demand

9 The City of Pharr accepts 5 tires per household once every 6 months. After the 5 th tire we charge $1.50 per tire. We also accept semi tires and charge $4.00 per tire. There are several companies you can choose from that will charge to haul or recycle your tires. Part of the tires we collect get recycled or re sold and part of the material goes to the landfill for cover. We pay for tire disposal Tire Basics-Transportation facilities are marine terminals, rail yards, or trucking facilities that store more than 500 scrap tires or equivalent scrap tire pieces for more than 30 days. Transportation facilities must register with the state by submitting a complete application, but are not required to submit an annual report. Land Reclamation Projects -LRPUTs are projects to fill, rehabilitate, improve, or restore excavated, deteriorated, or disturbed land, using no more than 50 percent by volume of tire pieces along with inert fill materials, to restore the land to its approximate natural grade and to prepare or reclaim the land for reuse. All tires used to fill land must be split, quartered, or shredded. Whole tires cannot be placed belowground. Completed projects must be covered with 18 inches of clean soil. Landfills Landfills are solid waste disposal facilities that are permitted by the TCEQ. Only split, quartered, or shredded tires may be disposed of in a landfill. Any permitted municipal solid waste landfill site may store or process whole tires or tire pieces

10 The City of Pharr introduced a tire collection pilot program (TIPP) in an effort to rid the city s streets and alleys of tires and illegal dumping. The TIPP program also supports the new scrap tire ordinance that now regulates and enforces the staging, hauling and disposal of used tires from residents and businesses. Residents of Pharr were paid 50 cents per tire to bring tires from their own community in an effort to clean up the neighborhoods. The city collected over 18, 700 tires and paid out over $9,350 dollars not including disposal fees to residents of Pharr. We hope to continue the program (grant pending) for residents of Pharr at least once every quarter to help make Pharr one of the cleanest cities around. TIP worked for us, will it work for you? Determine solutions to help prevent illegal dumping for your community. But remember its not a permanent solution to the existing problem

14 The Influence of Change 2009 is the first year where the impact of the internet and the migration of electronic media and away from paper media has had a significant impact on tonnage of paper recycled. The impact is felt across North America. As society changes, leading the way to wide range of packaging formats and materials to meet consumer needs, recycling systems will need to adapt and actually anticipate what these changes may be over time Recycling Resource Magazine, September 2011
