2 Working Together, Sharing Responsibility The Government of New Brunswick continues to be a champion of New Brunswick s Wellness Strategy. Many government departments contribute to improving the wellness of New Brunswickers. In particular, the Wellness Branch of the Department of Social (SD) has a lead role in promoting wellness. A priority for the Branch right now is the development of a comprehensive strategic plan to combat obesity work toward a smoke-free New Brunswick. Within government, the Wellness Branch is responsible for developing strategic partnerships with other departments, agencies provincial/federal governments to ensure wellness initiatives are intentionally aligned with their efforts in these areas. Where appropriate, the Branch provides strategic interventions in partnership with provincial, regional local organizations. Taking Action on Wellness in New Brunswick The Wellness Branch is committed to its role as a leader, partner contributor on wellness. The Branch works through the comprehensive approach outlined in New Brunswick s Wellness Strategy collaborates widely to improve the capacity of people settings to promote support wellness. The Branch s actions are supported by provincial regional wellness consultants, including a network of eight regional offices that provide consultative financial assistance within their respective communities. Wellness outcomes are influenced by taking action on the dimensions of wellness on the determinants of health. The Branch continues to focus on four specific areas: Healthy Eating, Physical Activity, Tobacco-free Living Mental Fitness Resilience. Wellness Branch Commitments for The Wellness Branch is committed to support action that effects positive change, both within the specific settings (school, community, workplace, home) across all settings. The following Wellness Branch Action Plan outlines key activities in support of New Brunswick s Wellness Strategy.

3 Policy SETTING: Schools Includes: Educators, administrators, support staff, students, District Education Councils, parents parent organizations, community partners 1. Support wellness within the implementation of the Department of Education Early Childhood s initiatives (e.g., Premier s Challenge Active at School, Community Schools, development of wellness curricula). 2. Participate on the Joint Consortium on School Health (JCSH), with a focus on mental fitness resilience. 3. Provide financial support frameworks which schools can use to develop implement their own wellness programs. Funding opportunities include: School Wellness Grants After School Hours Program Grants Community Food Action Grants Take Action on Tobacco Use (TATU) Grants 4. Enable schools districts to use the New Brunswick Student Wellness Survey data to plan, implement evaluate initiatives. 5. Support implementation of the LINK program within New Brunswick schools (Grades 6-12). 6. Support districts to integrate mental fitness principles practices as an enabler of positive behaviour change. 7. Support initiatives to enhance youth engagement in action on tobacco-free living. 8. Develop, contribute to /or promote initiatives resources that enable schools to take positive actions towards wellness such as: Mental Fitness resources (e.g. On the Right Track) Wellness Curricula Healthy School Planner The Wellness Movement tools resources (e.g., School Toolkit) 9. Enhance the capacity of stakeholders to support the Department of Education Early Childhood s wellness-related policies.

4 Policy 10. Share results from the New Brunswick Student Wellness Survey enable schools districts to use the data to plan, implement evaluate initiatives. 11. Seek opportunities to align the Student Wellness Survey with other student data collection efforts. Partners include but are not limited to: Canadian Mental Health Association (CMHA), New Brunswick Division Community School Coordinators Early Childhood Centres GNB Department of Education Early Childhood GNB Department of Health Joint Consortium for School Health (JCSH) Mouvement Acadien des Communautés en Santé du N.-B. (MACS) New Brunswick Health Council Regional Health Authorities (Healthy Learners in School Program, Public Health Nutritionists) LINK Program Executive Committee / Regional LINK Program Committees School Districts

5 Policy SETTING: Communities Includes: Groups of people who identify with support one another, defined by a common culture, language, interest or identity; municipalities, local service districts rural area associations; not-for-profit organizations (e.g., sport, recreation, seniors / youth / special interest groups, service clubs); wellness networks; health care system / providers (e.g. Public Health, Addictions, Mental Health primary health care services, Community Health Centres) 12. Support operations of some food banks through provision of the Community Volunteer Action (CVA) Program. Support the NBAFB via the NB Sharing Program.to enable them to leverage funds distribute to their members. 13. Partner with food banks the New Brunswick Association of Food Banks (NBAFB) to support their capacity to engage in comprehensive food security initiatives. 14. Partner with Parks NB to align linkages with healthy eating, physical activity, tobacco-free living /or mental fitness resilience through outdoor play to improve the wellness of New Brunswickers. 15. Strengthen the support for community & regional actions on wellness by growing supporting wellness networks throughout the province. 16. Support promote wellness for First Nation Aboriginal People through a mental fitness approach, focusing on culturally relevant resources, community capacity building knowledge exchange, enhanced collaboration with partners wellness networks. 17. Promote healthy aging by supporting the establishment of age-friendly communities supporting Senior Goodwill Ambassadors. 18. Provide financial support frameworks which communities can use to develop implement their own wellness programs. Funding opportunities include: After School Hours Grant Program (including implementation of the CHEF s Toolkit resource) Community Food Action Grants Healthy Food in Recreation Facilities Grants: It Just Makes Sense Learning Opportunity Grants

Develop, contribute to /or promote initiatives resources which support communities to take positive actions towards wellness such as: CHEF s Toolkit NB After School Hours Guidelines NB PLAYS! Active Kids Toolkit Healthy Foods in Recreational Facilities: It Just Makes Sense Toolkit Putting Health on the Agenda model policy for healthy meetings & events The Wellness Movement Mental Fitness resources (e.g., calendar) Aging Well Toolkit ParticipACTION. Community Food Mentor Program New Brunswick Health Council Community Profiles 20. Disseminate findings from New Brunswick food security research evaluation investments. 21. Develop an evaluation framework to measure the effectiveness impact of community level wellness initiatives.

Support the healthy development wellness of young children ("the early years") within the Department of Education Early Childhood s initiatives such as the early years services alignment, Early Childhood Centres (ECDC) early years networks. 23. Support wellness healthy aging through initiatives identified within the Home First Strategy. 24. Develop, contribute to /or promote initiatives resources which enable individuals families to take positive actions towards wellness such as: Active Kids Toolkit New Brunswick Smokers Helpline The Wellness Movement tools resources (e.g., Aging Well Toolkit, Active NB Seniors Toolkit) Seniors Guide to Services Programs Seniors Resource Centres Seniors Wellness Clinics Caregiver s Guide (to be revised) Seniors Mental Fitness Guide (in development) Toll-Free Seniors Information Line, NB Veterans Information Line Healthy Aging Tip Sheets, Wellness Tip Cards 25. Participate in a PHAC-supported tri-provincial evaluation project that is measuring the impact of Active Kids Toolkit / Healthy Start initiatives on early childhood.

Support the growth of The Workplace Wellness Movement, a network of private public sector organizations stakeholders which provides resources that support comprehensive workplace wellness shares workplace wellness success stories. 27. Contribute to promote initiatives resources which will develop a culture of wellness within each workplace, enabling a comprehensive approach to workplace wellness such as: Putting Health on the Agenda model policy for healthy meetings & events Work to be Tobacco Free New Brunswick Smokers Helpline Wellness at Heart Workplace Wellness Toolkit Mental Fitness toolkit for the workplace The Workplace Wellness Movement website/resource database 28. Develop support implementation of policies that contribute to a wellness culture within GNB Part 1 (e.g., Local Healthy Food Purchase Policy). 29. Support action research to implement evaluate Mental Fitness approach within GNB. 30. Consider opportunities to act on recommendations from the GNB Part 1 Workplace Wellness Initiative Return on Investment (ROI) evaluation report.

12 Policy SETTING: All Settings Includes: Provincial level initiatives across all the settings 31. Promote wellness through the Department of Health s initiatives (e.g., primary care, mental health, diabetes, public health, chronic disease prevention management). 32. Collaborate regionally provincially with community inclusion networks the Economic Social Inclusion Corporation (ESIC). 33. Support wellness within the implementation of Public Safety s Crime Prevention Strategy through youth-engagement initiatives. 34. Support broad-based wellness coalitions to leverage their partnerships in support of complementary initiatives at a provincial regional level, specifically: HEPAC - Healthy Eating Physical Activity Coalition MACS - Mouvement Acadien des communautés en santé NBATC - New Brunswick Anti-Tobacco Coalition NBFSAN - NB Food Security Action Network 35. Identify community-based assets build capacity through regional wellness initiatives in all 8 regions across the province that focus on a setting, key target group /or wellness area (e.g., schools, seniors, youth, food security, physical activity). 36. Host a Regional Wellness Forum in the Acadian Peninsula in November, as part of a cycle where each region hosts such a forum once every four years. 37. Collaborate with provincial partners to plan promote the provincial Wellness Conference (spring 2016). 38. Collaborate with key partners as members of the Working Group helping to develop the Strategy for the Prevention of Harm to Children.

13 Policy 39. Collaborate with key partners as a member of the Interdepartmental Working Group on the of Local Foods. 40. Explore opportunities to enhance collective understing action on reducing barriers to wellness for at-risk vulnerable populations. 41. Coordinate, in collaboration with provincial regional partners, the implementation of the ongoing social marketing initiative The Wellness Movement. This includes the second year of Start Your Story, which involves inspiring NBers to take steps towards greater wellness by sharing NB wellness success stories, then guiding them to resources support available in their community. 42. Support the enhancement implementation of provincial wellness-related legislation policy across GNB, with a particular focus on obesity a smoke-free province. 43. In partnership with New Brunswick Health Research Foundation, pursue opportunities to enhance research in order to accelerate progress on wellness. 44. Promote use of data from the Student Wellness Survey by New Brunswick Health Council, other government departments external partners (e.g., Community Health profiles). 45. Develop an evaluation framework to monitor how Wellness Branch other GNB investments are contributing to the outcomes of New Brunswick s Wellness Strategy. 46. Champion the CAR Model (mental fitness approach) as a key guiding principle for implementation of New Brunswick's Wellness Strategy within all settings at the provincial regional level.
