1 Build Travel Security Information System in Tourist Hub Terminals XUE Xiao HOU Yanfang College of Computer Science and Technology Henan Polytechnic University, P.R. China, Abstract With the increasing development of tourism industry, travel security has become a serious problem which influences not only tourists life and property, but also the image of Tourist Hub Terminals and tourism sustainable development. After reviewing literature and investigation, this paper analyses the reasons of travel safety accidents, advances the suppliers and features of travel security service system, finally states how to construct security system based on layered-model and flow model. Key words Travel security, Information system, Tourist Hub Terminals 1 Introduction With the ever-increasing development of tourism industry, travel security has become a serious problem which not only impacts on tourists life and property, but also influences the image of Tourist Hub Terminals and tourism sustainable development. Tourism authorities, operators, tourists and scholars all focus on travel security. Tourist attractions incidents, hotel fire, traffic accidents occur from time to time, which hazards tourists life and property, damaging the favorable image of Tourist Hub Terminals. What s more, personalized tourists tend to travel differently, and they are unwilling to participate in the "rush duck" type of team travel. On the contrary, they prefer self-independent or self-driving travel, which has been becoming a new vogue. However, the new trends in tourism do not improve travel security, but bring about new security issues. The reason is that self-independent tourists hold less travel security, few travel experience and first-aid knowledge. At present travel security environment on tourist destinations faces the following four problems, namely no specialized agencies issuing travel security; ineffective integration of tourism safety channels; inconsistency of sources; outdated and scattered travel safety. 2 Literature Review Foreign experts study on travel security from some certain aspects of tourism industry, such as tourism and terrorism, tourism and crime, tourism and war, tourism and political instability. Viewing from contents, most of them research on the specific aspects of travel safety taking case study from the sociological point of view. For example, V.L.Smith (1998) wrote an article named Tourism, Crime and Security Issues. Pizam A. and Y.Mansfeld (1996) published a paper --Tourism, Crime and International Security Issues. Public safety emergencies such as "9 11", "SARS" epidemic, the Indian Ocean tsunami, the Iraq war and the outbreak of the avian flu epidemic broke out constantly, which urges to study on tourism crises management. Ritchie, Brent W. (2004) proposed tourism crisis management strategy. Dirk Glazer held that crisis management crisis can solve crisis. Australia Professor Karl Carter (2005) brought forward security management on Western exploring tourism attractions. Nevertheless, the studies on construction of travel security service system are rare. Regards to domestic study, there are few literatures about travel safety service system. While the literatures about tourism systems and tourism services system are rich. In the 1990s, studies focused on safe operation and travel insurance. The study objects covered hotel safe (Chen Dinghe, 1992; Zheng Xiangmin, 1996, 1997, etc.), security operations on tourist attractions (Zhang Fuqiang, 1999; Lv Zhanqin, 1999, etc.), travel insurance system (Liu Hanqi, 1991 ; Zheng 1103

2 Xiangmin, 1995; Feng Shuwen, 1997), and tourism security status (Yang Jianyuan 1997). After entering the 21st century, literatures about travel security increased gradually. Zheng Xiangmin (2003) concluded the types, features and reasons of travel security problems, advancing theoretical framework and system of travel security. Zhang Xilin (2003) presented a systematic exposition of tourism safety mechanism for causes of incidents. Han Yulin and Wangrui (2006) put forward setting up security warning system, rescue system, accidents prevention system and safety linkage mechanism. Ma Jun (2004) in his Master's thesis on Tourism Crisis Management Information System " proposed that establishment of tourism crisis management system can effectively control and prevent tourism crisis. Although the study on travel security service system is infrequent, there is a preliminary study on basic theories about the travel security, security, as well as tourism safety-related mechanisms. 3 The structure of Travel Security Information System 3.1 The Content of Travel Security Information System The main service content of travel security system is travel safety. Travel safety, along with the immediate exchange and processing of updated play an essential role to reduce travel security incidents and accident hazards. The role of travel safety in tourist destinations is to inform tourists, tourism enterprises and tourism authorities of the coming dangers through staff or equipments, so that they can take effective measures to prevent travel safety accidents or reduce hazards. 3.2 Information suppliers of Travel Security Information System The ultimate service target of travel security system is tourists. Tourism administration departments, tourism industry association and tourism enterprises are three main suppliers. Tourism administration departments as supplier can ensure the accurateness of as well as effective integration of channels. 3.3 The Features of Travel Security Information System Travel security system has six characteristics, which are comprehensive, interactive, multi-level, real-time dynamic, integrated and open. 4 Construction of Travel Security Information Service System 4.1 Basic principles of Building Travel Security Information Service System Three significant principles should be paid attention to when building travel security. The first is convenient for tourists. The second is to ensure that is true and accurate. The last is to make sure smooth dissemination of travel security dissemination. 4.2 Construction Level Model of Travel Security Information Service System According to service suppliers and demanders, travel security service system are composed of government system, tourist enterprises system and public travel security enquiry System. 1104

After analyzing, they send classified to specific security management departments by Internet or office automation system. In terms of importance of, some essential and urgent is released to tourists through travel security dissemination channels. Current tourist center or industry association is responsible for collection, collation, classification. Travel Security management department analyses travel security, developing safety 1105

4 classes (Red, orange, yellow warning ) and issuing to the public. Various types of travel security should use different new dissemination channels. If it is unexpected tourist security incidents, tourist safety warning should be released immediately by Internet, TV, radio, newspapers or other means of communication. The purpose is to remind tourists to avoid similar unexpected events. If it is the normal travel security such as summary of security incidents, then they can be assorted and issued by Internet, newspapers and digital technology facilities. These devices have the function of static storage, which can be repeatedly read and enquiries for a long time Tourism enterprises security service system Tourism enterprise security mainly comes from government departments, media and enterprises internal security. Exterior public travel security of tourism enterprise is from government departments and tourism industry association. After gained travel security from the above-mentioned ways, tourism enterprises immediately pass these to tourists by websites or publicity. What s more, tourism enterprises need to report and publicize their own travel security. There are different ways to obtain travel security including Internet, tourism hub and tourism hotline. Compared with passively receiving, tourists must take the initiative to spend time and energy on public enquiries service system of travel security for detail destination security. Figure 4 demonstrates the channels of enquiry are involved in cable communications and wireless communication. At present cable communication holds a dominant. 1106

Government tourism administration departments are core, which is responsible for collection and aggregation. After analysis of, they issue and transfer to other travel security dissemination system or centers. This model shows two convective circles. One happens between tourism administration departments and tourism enterprises, the other is between government and tourists (the masses).tourism association and mass media are intermediate links. Tourism administration departments and tourists are two terminals of concentration and dissemination. Tourism administration departments are the main body for dealing with, while tourists are the beneficiaries of. 1107

6 5 Conclusion Travel security service system plays an important role in tourism industry. It can issue a series of travel security for tourists and tourism enterprises. However putting travel security service system into practice and playing its role in prevention and reducing security accidents, a set of corresponding early warning and crisis-handling mechanism must be established. Issuing all kinds of security and launching accidents plans are determined by factors leading to incidents. Travel security service system is not only the main source of early tourism warning and crisis management mechanism, but also the main source of data and materials needed by executive departments.
