1 JOB DESCRIPTION TITLE Stock Condition Surveyor POST NO DEPARTMENT DIVISION RESPONSIBLE TO GRADE Housing and Community Living Housing - Building and Technical Services Programme Manager L7 PURPOSE OF POST: Specific purpose: To be responsible for the provision of high quality stock condition surveyors services to council dwellings. This will be achieved through the management of the technical aspects of the service, including survey buildings and inspection, programme design, contractor management, financial management and quality audit, and I.T. Systems. Actively contribute to the achievement of the wider Housing Landlord aims, operational objectives and future state. Purpose of Post: 1. Undertake stock condition surveys for dwellings, garages, communal areas using forms and handhelds. 2. Support the delivery of housing planned maintenance program, services and asset management strategy. 3. Populate the asset management database correctly with data relating to the condition of stock and other legislative requirements. 4. Aid the provision of an effective asset management strategy. 3 PRINCIPAL RESPONSIBILITIES % 1. Carry out stock condition surveys for dwellings, communal areas, garages and other related Housing assets, internally and externally, highlighting any deficiencies and informing future programmes of work. 2. Monitor the general condition of properties and any specific common, recurring problems. Carry out feasibility studies and make recommendations to the relevant service managers for planned and cyclical maintenance and refurbishment on the grounds of safety, health, legal obligations, and cost effectiveness. 3. To produce various types of reports for management purposes, end of year returns, 5 year programme and 30 years investment plan to include cost projections based on industry benchmarks. 20% 15% 15% 4. Ensure the asset management database is accurately and regularly updated. 10% 5. To provide technical assistance to the Programme Services teams and other services within the Council as well as training staff on handheld devices and the use of the database. 6. To carry out energy surveys to be inline with RDSAP/SAP for the provision of EPC s as well as for other purposes such as funding opportunities under Green Deal. 10% 10% 7. The nature of the work may require the postholder to climb ladders / scaffolding and work at height, access confined spaces at or below ground level and loft space. Working Environment: In addition site work will take place inside and outside all year round, some exposure to hazards around building works. Appropriate health and safety training and PPE will be supplied. CONTEXT Building & Technical Services carries out a range of works for both internal and external clients. The postholder will have a key role in planning and co-ordinating a range of works relating to responsive repairs. The postholder will need to work within contractual requirements, and to cost, timescales and defined legislative and regulatory guidelines. The postholder is expected to use their own initiative within these boundaries to deliver the projects to meet all expectations. The postholder will contribute to organisations discharging their obligations in regards to landlord functions through ensuring works are carried out to appropriate standards and by competent contractors. There is a requirement within the post for specific technical skills to ensure that complex issues can be resolved satisfactorily. 4 Date JD last reviewed: Oct 2012

5 The post holder is required to implement projects of a varying nature included in the Asset Management Strategy. This requires post holder to have knowledge of building construction and maintenance. The post holder will be required to carry out comprehensive stock conditions surveys, energy surveys and health and safety survey s (HHSRS) and be able to produce various reports for management purposes. The work will also include both financial and performance monitoring. The post holder will need to be flexible and work as a member of the team. Able to give advice on technical matters. Ability to accurately maintain manual and computer databases. Able to produce comprehensive technical specifications, drawing, contracts documentations. Specialist Knowledge Demonstrable knowledge of building construction, building defects, Services, Health and Safety legislation in management data bases. Knowledge of the Council's procedures and financial regulations.
