Robert Pickersgill Minister of Water, Land, Environment and Climate Change at the Official Opening of the Regional Training Workshop entitled THE USE OF SECTOR-SPECIFIC BIOPHYSICAL MODELS IN IMPACT AND VULNERABILITY ASSESSMENT IN THE CARIBBEAN Physics Department U.W. A very happy new year to everyone. 1
2 It is my great pleasure to be here at the University of the West Indies, for the first of my official duties in 2014 as Minister of Water, Land, Environment and Climate Change in welcoming you to this Conference, and in extending a special welcome to the visitors to our shores. I trust that your time spent here will be rewarding and productive for you at the professional and personal levels and also for us and our people who rely on technical expertise to tackle current and potential climate change impacts. Let me also extend special thanks to the funders, organizers and planners of this Workshop, particularly the European Union for grant funding; and our regional partners, the Caribbean Community Climate Change Centre (CCCCC) and the Institute of Meteorology, Ministry of Science and Technology in Cuba. Mr. Chairman, there is another reason for me to be especially happy to be here. This workshop is of great importance for developing countries and for Small Island Developing States (SIDS) in particular, and we will have an opportunity to build our capacity, looking beyond weather and hydrological information to a focus on climate information for decisionmaking. Ladies and gentlemen, global climate change is one of the most important challenges to sustainable development that we face as a region in the 21st century. While the contribution of CARICOM countries to greenhouse gas emissions is negligible, according to a recent report of the Intergovernmental Panel on Climate Change (IPCC), the projected impacts of 2
3 global climate change on the Caribbean region are expected to be devastating. Although our most feared hurricane season officially came to an end on November 30, a low pressure area in the north-eastern Caribbean brought heavy rain, floods and landslides to our brothers and sisters in the Eastern Caribbean, during the Christmas holiday season. The human toll has been significant with at least 18 lives lost in the three most affected islands - St Vincent & the Grenadines, St Lucia and Dominica. Our profound condolences to our sisters and brothers in these countries, and in particular, the loved ones of those who lost their lives. While one cannot place a monetary value on the loss of lives, the consequences in terms of dollar value to Small Island Developing States is also important. In fact, an article in yesterday's Sunday Observer quoted Dr Ralph Gonsalves, the Prime Minister of St. Vincent and the Grenadines as saying that preliminary estimates of damage in his country alone is in excess of U.S.$60 million or J$6 billion. For a country the size of St. Vincent and the Grenadines, this loss is significant and could result in their having to revise their G.D.P. projections. The writer of the article, Sir Ronald Sanders, a consultant senior research fellow at London University and a former Caribbean diplomat, further notes that there are projections that by the year 2050, the loss to the mainstay tourism industry in the Caribbean as a 3
4 result of climate change related impacts, could be in the region of U.S. $900million. In addition, climate change could cumulatively cost the region up to US$2billion by 2053, with the fishing industry projected to lose some US$140million as at Sir Ronald in his article, also notes that the case for Loss and Damage for Small Island Developing States is as compelling as the case for reparation. Ladies and gentlemen, it only takes one event to remind us of the need to become climate resilient in a region projected to be at the forefront of climate change impacts in the future. This tragedy highlights the significant need to increase our technical expertise and infrastructure within the region. The National Emergency Management Organization (NEMO) lamented the loss of critical Met Services equipment that may have provided the early warning necessary to avoid this disaster. Ladies and gentlemen I will be speaking to the issues surrounding climate change, and our own early warning systems, at a press conference on Thursday. At this point I just want to add, that the media is crucial to our efforts to spread the message that what we are facing is real, and will significantly impact us as a region and as Small Island Developing States. I therefore urge every reporter, every editor, every article writer to get on board. Our very survival is at stake. In the meantime, as a region, we have to assist each other in every conceivable way imaginable. 4
5 It is my hope that this workshop will, in some meaningful way, advance our technical capabilities to meet the future projections head-on and be successful. This workshop has particular relevance to Jamaica as one of the Small Island Developing States that is most vulnerable to climate change. It is quite clear that current trends in energy use, development and population growth, will lead to continuing and more severe climate change, and there is incontrovertible evidence of global climate change right here in Jamaica. The 2012 State of the Jamaican Climate concluded that Jamaica s mean annual temperature is projected to increase across all scenarios by to 3.2 C by the 2090s. The range of increase is from to 1.8 C by the 2050s and from 1.0 to 3.0 C by the 2080s. The changing climate will inevitably affect the basic requirements for maintaining healthy people and ecosystems, through the provision of clean air and water, sufficient food and adequate shelter. Rainfall projections for Jamaica contain some uncertainties, but most models project decreases, especially by the end of the century. Several recent studies have indicated that the frequency of storms may decrease, however the intensity of these hurricanes will increase with a doubling of the frequency of category 4 and 5 storms. Changes to the frequency and/or magnitude of storm surge experienced at coastal locations in Jamaica are likely to occur as a result of the combined effects of: (a) Increased mean sea level (b) Changes in storm surge height, or frequency of occurrence, resulting from changes in the severity or frequency of storms. 5
6 The impacts of climate change will affect all sectors. These impacts pose very serious risks for our Caribbean Island states, critically endangered ecosystems, and sectors including agriculture, forestry, health, local economies, tourism and biodiversity. In conjunction with other pressures, climate change impacts will likely exacerbate other serious local and regional challenges, such as poverty, poor healthcare, inequitable distribution of resources, diminishing ecological resiliency and energy insecurity. As the Caribbean Community Climate Change Centre noted in 2009 and I quote: over the last decade alone, damage from intense climatic conditions has cost the Caribbean region, including Jamaica, in excess of half a trillion US dollars. This is because countries like Jamaica rely heavily on climate sensitive socio-economic activities such as agriculture, fisheries and tourism..end of quote. Jamaica is fortunate to be represented among regional leaders in climate change research and assessment through our principal regional academic institution, the University of the West Indies. We are even more blessed to have a dedicated climate studies research centre the Climate Studies Group, (CSGM) based at the Mona Campus here in Jamaica. The government lends significant support in this arena through our technical agencies such as the Meteorological Service of Jamaica, the Water Resources Authority, and the Climate Change Division among others, with highly trained, competent and dedicated officers. 6
7 As pointed out by Edward O Wilson in his book The Future of Life..and I quote:- The race is now on between the techno-scientific and scientific forces that are destroying the living environment and those that can be harnessed to save it.... If the race is won, humanity can emerge in far better condition than when it entered, and with most of the diversity of life still intact. end of quote. Supported by these institutions, Jamaica has provided the 2012 State of the Jamaican Climate full report; the Summary for Policy Makers, which was presented to the Members of Parliament in Jamaica; and the 1st and 2nd National Communications on Climate Change among other reports. I have also had a session with the Members of Parliament in continuation of the sensitisation efforts on the science of climate change and the implications for Jamaica, with support from the Climate Studies Group Mona (CSGM) and the newly established Climate Change Division in my Ministry. We are now preparing on our 3rd National Communication to the UN Framework Convention on Climate Change. I must commend the CCCCC and all the agencies involved in taking up this challenge and working as quote a community of practitioners and leading experts in climate change research and assessment, that is technically bound, inclusive and well structured, yet informal and flexible. I look forward to the increase in our technical expertise in the public sector that will improve our capacity to plan for, and develop climate change resilience. 7
8 It is anticipated that the outcome of this workshop will provide information on how we can adapt to expected future temperature and precipitation variability, changes in the sea level, modifications to growing seasons, and the potential impacts of a changing climate on our natural and built environment. In particular, this workshop will build on the climate services already offered through additional crop and livestock models, as well as decision support tools to augment our agricultural service sectors which are very important to our food security initiatives. Jamaica stands ready to support the development of climate assessments and adaptation strategies through the development and application of Biophysical Sector-Specific Models. Armed with accurate and reliable science-based information, we can equip our policy makers, business leaders, local governments and other decision-makers to plan for, and make the changes required in a changing climate. As I have often said With Climate Change, we Must Change. Here in Jamaica, we are striving to achieve our Vision 2030 National Development Goal of making Jamaica the place of choice to live, work, raise families and do business. I therefore look forward to the knowledge and skills gained, being applied in the mainstreaming of climate change considerations in our sectoral plans, which will help us to achieve this goal. Regionally, I anticipate that participating countries in the Pilot Program for Climate Resilience (PPCR) will similarly benefit and be strengthened in their thrust to be climate resilient. 8
9 We look forward to and anticipate a future ripe with opportunities and innovations that will enable us to make smart decisions to ensure public safety, increase our resilience, drive smart public and private sector-led infrastructural investment and stimulate economic growth. Let us work together to make the outcomes of this Workshop meaningful, particularly for us as peoples of the Caribbean.
