5 AVERE LEV Task Force LEV- TF scope: all L- category vehicles, i.e. electric bicycles, mopeds, scooters, motorcycles, tricycles, quadricycles, quads, light quadri- mobiles and LEVs excluded from L- category Objective: to develop and promote light electric mobility in the EU as a sustainable mobility solution, thus contributing to combatting climate change, improving quality of life and public health, greening the economy and creating green jobs, Who can participate: any company, organisation or invidivual who has an interest in the European LEV market and wishes to contribute in the framework of the AVERE LEV- TF to the promotion of LEVs

7 European LEV Market Electric bicycles excluded from type- approval: huge success, sales today > 1 million and growing despite lack of political attention Electric bicycles in type- approval: success starting, sales a few thousand but huge confusion, type- approval expensive and unadapted framework, lack of political attention Electric 2-, 3- and 4- wheelers: success starting, sales in 2012 around 20,000 and growing but lack of political attention Light electric vehicles excluded from type- approval: marginal sales due to unadapted framework, hope for improvement since exclusion from type- approval but lack of political attention

9 European LEV Market Two main problems obstructing European LEV Market development: Unadapted regulatory framework, based on framework originally designed for traditional combustion engine mopeds and motorcycles Lack of political attention, consequently: necessary changes to regulatory framework are absent LEVs are overlooked in most EU mobility policies
10 Proposal for Improvement EU Framework Solution to the two main problems obstructing European LEV market development: Development of new and ideal scenario for sustainable transport system Scenario based on basic assumption: transport is means to move from A to B in most sustainable way
11 Proposal for Improvement EU Framework Transport = most sustainable way to move from A to B 2 logical consequences: Technology- neutral transport policies no longer fit in scenario. Clear choice for electricity required. Technical regulations no longer based on traditional vehicle parameters but on set of speed limits.
12 Proposal for Improvement EU Framework European harmonised set of speed limits: Urban areas: 30 km/h Peripheral areas: 50 to 70 km/h Motorways: high speed limits
13 Proposal for Improvement EU Framework Set of speed limits to determine: Technical requirements for vehicles Boundary requirements for vehicle use Infrastructure organisation and management
14 Proposal for Improvement EU Framework Unadapted technical regulations and lack of political attention prevent European cities from promoting light electric vehicles: Confusion as to which regulations apply to some LEVs, LEVs absent in too many European policies Unilateral emphasis on electric cars has negative impact on LEVs
15 Proposal for Improvement EU Framework AVERE to develop strategic proposal to tackle problems Proposal will only be successful if: Cities become (more) aware of LEV sustainability potential Cities become (more) aware that unadapted technical regulations + lack of political attention holds them back
