2 Australia s beef safety program Integrity traceability systems summary INTEGRITY Livestock Production Assurance (LPA) food safety quality assurance On-farm Livestock Production Assurance (LPA) is an on-farm food safety quality assurance certification program, providing stards to assist livestock producers to declare food safety quality assurance status of livestock including chemical use animal feeding. LPA program requires livestock producers to use a National Vendor Declaration (NVD), with details of vendor, including Property Identification Code (PIC) information pre-printed on NVD. Vendors providing false information face severe penalties. LPA food safety stard is audited at rom throughout year. Farms in quality assurance program are audited annually. Feedlot National Feedlot Accreditation Scheme (NFAS) Grainfed beef for Australian domestic market all export markets is produced in independently audited NFAS accredited feedlots. scheme controls health production involves strict checks for feed water safety. Records must be kept to allow health feeding history of each individual animal to be traceable. Transport saleyard TruckCare Applied to livestock transportation based on maximising animal welfare, meat quality meat safety. National Saleyards Quality Assurance (NSQA) program Addresses key quality issues/hazards within saleyard sector. Processing plant Assessment Monitoring Programs Export processing plants monitor process hygiene product microbiological quality. Based on world s best practice, it is consistent with ISO 9002:1994 HACCP. Australian government authority, Australian Quarantine Inspection Service (AQIS), verifies legislation is being correctly implemented. National Residue Survey (NRS) is an Australian government program that monitors meat for residues of agricultural, veterinary, environmental industrial contaminants. AQIS Health Certificate Certifies that meat produced by export meat processor has received an ante-mortem post-mortem veterinary inspection is suitable for human consumption. TRACEABILITY On-farm National Livestock Identification System (NLIS) is an electronic tag system of cattle forms part of Australia s beef traceability systems. NLIS has been matory in Australia since NLIS provides assurance of livestock trace-back to property of birth trace-forward from property of birth. Individual livestock properties are identified by an eight-digit Property Identification Code (PIC) issued by state governments, which underpins NLIS system. PIC is printed on individual NLIS tags which must be applied to animal before it leaves property of birth. PIC individual animal number are sent to a central database where residue status is checked. Feedlot movement of cattle, including those from farm to feedlot, must be recorded in NLIS database. Records must be kept to allow health feeding history of each individual animal to be traceable. Each feedlot has its own PIC. Saleyard When cattle pass though saleyard, transactions are recorded using NLIS. Processing plant Underpinned by government legislation operating in all export processing plants. Processing plants must ensure precise trace-back throughout processing plant. Beef carcases must be correlated to PIC numbers, which are stored on a central database. Transport shipping container seal numbers for all beef exports are stored in a central database by AQIS. Transport shipping All shipping containers destined for export are inspected, with sea-freighted containers sealed under AQIS supervision. container cannot be opened until it reaches its final destination.
3 Australia s beef safety systems Supplying over 100 markets globally, Australia is one of world's largest beef exporters we are proud of this achievement. Australian livestock meat industry is committed to food safety, integrity traceability. Our product quality complements our focus on responsibility in meeting dems of our international customers. Australia has an internationally recognised status of being free of all major epidemic diseases of cattle, including Bovine Spongiform Encephalopathy (BSE) Foot Mouth Disease (FMD). To maintain Australia s high product stards, Australian beef industry all levels of government have worked toger to develop stringent stards systems, designed to ensure integrity traceability of product. se stards systems are based on an assessment of risk sound science to meet requirements of our international customers. Australian government industry have established SAFEMEAT, a committee consisting of representatives from government industry. SAFEMEAT s role is to ensure that all beef products achieve highest safety hygiene stards from farm to consumer. When customers purchase beef products from Australia, y are receiving products from one of most stringently controlled meat industries in world, with independently audited systems for animal production throughout chain, including transport, processing export sectors. Australia s animal disease freedom Australia has a widely accepted disease free status is recognised as having a negligible BSE risk status being free from FMD. BSE, a Transmissible Spongiform Encephalopathy (TSE) that affects cattle, is an incurable central nervous system illness. Australia has strict quarantine measures surveillance programs in place to meet international stards for detection of TSE A ban was placed on importation of meat bone meal from all countries with exception of New Zeal A ban was implemented on importation of cattle from BSE affected countries, including UK Commenced targeted testing for BSE in Australian cattle A ban was applied on importation of cattle from France Switzerl Implemented a voluntary ban on feeding of ruminant material to ruminants following a World Health Organization recommendation A compulsory ban on feeding of ruminant material to ruminants was adopted in all states territories of Australia through legislation Adopted World Organisation for Animal Health (OIE) guidelines for surveillance for BSE surveillance program applies to both cattle sheep compulsory feeding ban was extended to include feeding specific mammaiian material to ruminants Australia was recognised by European Union Scientific Steering Committee to have lowest possible risk of BSE detection (Level 1) Australia s Agricultural Ministers agreed to legislate a ban on feeding of all vertebrate materials to ruminants a world first Australia was recognised by European Food Safety Authority to have lowest possible risk of BSE detection (Level 1) Australia was recognised by OIE as a country free of BSE Australia was recognised by OIE as having a 'negligible' BSE risk status. Aussie beef 0 2
4 In 1997, Australia enacted legislation prohibiting use of meat bone meal (MBM) as a ruminant feed. se regulations were furr enhanced in 2001 with a ban on feeding of any vertebrate materials to ruminants. Feeding MBM to animals has been linked to transmission of TSE in animals. Australia s TSE status is furr enhanced by implementation of Transmissible Spongiform Encephalopathy Freedom Assurance Program (TSEFAP). This program was developed to meet World Organisation for Animal Health (OIE) International Animal Health Code for surveillance of BSE in cattle. TSEFAP integrates all TSE measures into one national program with clear nationally integrated operational components a transparent funding framework, including: Targeted TSE surveillance (National Transmissible Spongiform Encephalopathy Surveillance Program), which involves identifying testing cattle with clinical symptoms that could be mistaken for TSE Ruminant feeding restrictions, including audit, feed sampling testing Imported animal quarantine surveillance scheme this includes all industry funded tracing schemes quarantine of all susceptible animals (zoo cattle) imported from countries that have later experienced TSEs Communications, including production of advisory material for industry Australian red meat industry recognises that it is vital to undertake monitoring surveillance measures in order to protect Australia s TSE status. se measures are designed to ensure that Australia s trading partners continue to be confident about Australia s TSE-free status. Integrity traceability systems All sectors of Australia s beef industry from farm, through to feedlots, transport, saleyards processing plants are able to implement integrity traceability systems that operate under independently audited Quality Assurance (QA) programs developed in partnership with Australian industry, government or relevant organisations. Integrity On-farm Livestock Production Assurance (LPA) On-farm food safety & quality assurance Australian cattle industry has developed integrity systems to verify assure food safety status or quality attributes of livestock. Livestock Production Assurance (LPA) is an on-farm food safety Quality Assurance (QA) certification program. se stards are designed to strengn systems currently in place for grassfed production sector. LPA program was developed in accordance with ISO 9002:1994 HACCP principles as production based food safety quality assurance program for grassfed beef. Independent audits, both rom targeted, are conducted to ensure program s integrity is maintained. LPA on-farm food safety stard consists of a module, Food Safety Management. This module is made up of five elements, which are: Property risk assessment Safe responsible animal treatments Fodder crop, grain pasture treatments stock foods Preparation for dispatch of livestock Livestock transactions movements As a result of se programs strict quarantine measures, Australia is recognised by OIE as a negligible risk BSE country. This is highest status under OIE system Australia was one of first countries to have this status in world.
5 LPA on-farm QA stard, incorporating CATTLECARE program, consists of module Food Safety Management, plus an extra two modules, Systems Management Livestock Management. Both of se modules are each made of five elements, which are: Systems Management Training Internal auditing corrective action Quality records Livestock Management Livestock hling presentation Livestock hling facilities Livestock transport National Vendor Declaration (NVD) for cattle Underpinning LPA NFAS integrity programs is National Vendor Declaration (NVD) for cattle; this links traceability of livestock from farm, through to feedlots, saleyards, transport processing. NVD contains information about location of property, contact details of vendor, Property Identification Code (PIC), exposure of livestock to agricultural veterinary chemicals, grazing history supplementary feeding. NVD declares that vendor has met requirements of LPA Food Safety, LPA QA or NFAS, depending on what program y are involved in. Following is declaration vendors provide after y have answered questions within NVD: 4 Document control 4 Animal welfare 5 Chemical inventory 5 Accredited livestock Feedlot National Feedlot Accreditation Scheme (NFAS) National Feedlot Accreditation Scheme (NFAS) is a matory QA integrity system for feedlots producing grainfed beef for Australian domestic market all export markets. A feedlot is an intensive production system where cattle are fed a prepared feed ration for a specific length of time depending on final customer. Under NFAS, movement of cattle from farm to feedlot must be recorded in NLIS database. In addition as outlined in a manual, health production controls for grainfed cattle are applied through strict checks for feed water safety. Strict regulations are adhered to, with monitoring for veterinary treatments inspection for pesticides or trace metals. Records must be kept to allow health feeding history of each individual animal to be traceable. As person responsible for husbry of cattle, I also declare that all information in part A of this document is true correct, that I have read understood all questions that I have answered, that I have read understood explanatory notes, that, while under my control, cattle were not fed restricted animal material (including meat bone meal) in breach of State or Territory legislation. Signed: Date: Phone: ( ) *Only person whose name appears above may sign this declaration, or make amendments which must be initialled. Aussie beef 0 4 Commodity Vendor Declaration (CVD) Commodity Vendor Declaration (CVD) is a part of Australia s red meat, grain fodder industry s commitment to deliver safe products. If a commodity supplier to a farm or feedlot has used chemicals in production of commodity, it must be declared on CVD. LPA NFAS regulations require a CVD or a system to independently ensure feed is residue free.
