1 Waste management Establish waste classification 5 Romuald Duperrier Waste IAEA GSG- 1 or SSI FS ? page 34 2 Evaluate environmental impact (including workers) of the decommissioning 5 Romuald Duperrier To be cross checked with REQ 28 3 Establish precise WBS (task resolution = 1 week) 5 Romuald Duperrier To be cross checked with REQ 28 High Waste management Establish rigourous traceability for conventional and radioactive wastes (multi level validation for status changes, follow up forms, inspection for configuration status conformity) 5 Romuald Duperrier IT/PLM/ICS page 35 It should constraints the size of the shielding element. Page 35. Water cooled cutter issue Shielding shall be cut in a confined (water area 5 Romuald Duperrier Shielding contamination) Chemical and bio hazardous items must be removed before dismantling 5 Romuald Duperrier It reduces the risk of accidents. Page 35 2(8)

7 8 9 Establish specific infrastructure to support decommissioning 5 Romuald Duperrier Involve operation team 5 Romuald Duperrier Use equipment and material that could be valorized 5 Romuald Duperrier It enables to dismantle facility infrastructure independantly of the decommissioning project needs. Reduce calorific load. Page 35 High It enhances well adapted decisions. Recall of retired personnel may be considered. Page 35/ To be cross 28 High page 36/To be cross 28 Low Establish Quality process before decommissioning. It shall identify specific important for the Quality, the requirements of the licensing authorities and the review process 5 Romuald Duperrier Involve the licensing authority in the definition process 5 Romuald Duperrier page 36/To be cross 28 page 37/whole life cycle/to be cross 28 3(8)

Establish a several months handover phase when staff changes occur. 5 Romuald Duperrier Safety documentation management, control follow up, project control must be owned by the operator 5 Romuald Duperrier Integrate staff reallocation in the project goals 5 Romuald Duperrier 15 Material design Establish material classification 5 Romuald Duperrier All Identify lack of standard or regulation and establish a plan with the licensing 16 authority 1 Romuald Duperrier At least 3 months. Page 38/To be cross 28 High It helps to ensure that decommissioning are managed according to facility policies. Page 42/To be cross 28 It makes the project socially sustainable. Page 42/To be cross 28 page 34. Consider black list? page 7/To be cross 28 High Cranes must be sized to support decommissioning 1 Romuald Duperrier Cranes page 12 High Openings must enable evacuation of bulky equipment without cutting in the shielding 1 Romuald Duperrier Shielding page 12 High 4(8)

Use removable shielding block to limit cutting operations 1 Romuald Duperrier Shielding page 12 High page 36/ this enhances the information flow via the presence of the operation Limit the gap between the personal./to be decommissioning phase and the cross checked with operation phase 6 Romuald Duperrier REQ 28 High Limit the classified area 6 Romuald Duperrier Site infrastructure page 36/difficult to attach a performance 22 Operation design Keep track radioprotection blocks 6 Romuald Duperrier IT/PLM/ICS page 38 High 23 Produce a decommissioning plan before/during/after the construction. 13 Peter Jacobsson Swedish Regulation SSMFS 2008: The radiation level of the ESS structure in shutdown conditions (after the removal of the last target) will not exceed the level of the operating facility, so it will not pose a significant threat to the environment. Sec : Could overlap Id- 3 5(8)

25 26 The compactness of the operational unit assures that only a small amount of removable or dispersive contamination will be present on surfaces. Planning and training staff to carry out dismantling for areas with elevated radiation levels will be more feasible if the facility uses the ID strategy. Sec : Could overlap Id- 25 Sec : Could overlap Id- 9, Id- 10, Id- 14 and Id Green field status: The site can be reutilised without any further restriction; buildings are either demolished or reused. This implies an unconditional release (clearance) from regulatory control. Sec : Could overlap Id- 15 / Is it redundant with 24? 6(8)

28 Every structural material which can be activated by the primary protons and the generated neutrons should be analysed prior to installation in order to reveal impurities (e.g. rare earth metals) which may contribute to radioactive inventory. While this is not completely possible for the eld concrete shielding of the high energy LINAC section, some upper limits should be set. Sec : Could overlap Id- 18 and Id As a general principle of radiologically safe dismantling, the more active parts should be removed first so the remaining dose burden will be mitigated. Of course, this should be only a component of the construction optimisation procedure. Moreover, parts with dispersible (non- fixed) radioactivity should be easily available in order to avoid contamination of originally clean areas. This refers to items such as worn- out insulation and the like. Irradiated part Sec (8)

31 Operation design Monitoring equipment should be built in areas of significant external dose rate and/or surface contamination. Their placement and power supply should be assured. Sec Operation design Materials of equipment and structures which will probably require decontamination should already be under study and observation during the construction/operation phase in order to select the optimum method and means of decontamination. Sec Waste management An overall system of record keeping for materials and operations in the controlled area of the facility should be elaborated keeping in mind that data storage media, formats and devices may become obsolete during the lifetime of the facility. Separate structural functions and shielding functions IT/PLM/ICS Sec Romuald Duperrier Building and shielding Sec : Could overlap Id- 15 / Is it redundant with 24? 8(8)
