1 WEST CHESHIRE COLLEGE Job Description Job Title: Salary Scale: Reporting to: Assistant Principal, Teaching, Learning and Improvement 60,000 (circa) Principal and Chief Executive Summary of Role and Main Purpose The post holder will be a key member of the Senior Leadership Team and be responsible to the Principal and Chief Executive for providing leadership, innovative development and effective management of Teaching, Learning Quality and Improvement. As a member of the Senior Leadership Team the post holder will contribute to strategic planning, policy development, the management of resources in the College, and: Lead on developing Teaching, Learning Quality and Improvement for the College; that is responsive to all student and stakeholder existing and future needs; Lead on the continuous improvement in the quality of the learning process, including the production of the College Self-Assessment Report. Ensure that the College quality improvement arrangements are effective; Support the development and expand the College s Higher Education and higher levels skills provision; Ensure that teaching and learning is student focused, consistently of the highest standard and informed by best practice; Inspire staff to raise students aspirations and achievement levels, as well as their own via the enhancement of the teaching and learning workforce development (in liaison with the Directorate for Organisational Development and Human Resources); Working closely with the Executive Leadership Team, Senior Leadership Team, College leaders and staff to introduce outstanding teaching, learning and training practice; Demonstrate effective line management of an appropriate team; Attend Governing Body and committee meetings to present reports. Principal Duties 1. Teaching and Learning and Student Engagement 1.1. Develop the Teaching, Learning and Assessment Strategy that underpins the Colleges Strategic Aims and Objectives. Page 1 of 6

Provide leadership and ensure teaching, learning and assessment is delivered at an outstanding level and is always informed by best practice Facilitate the development of a student focused culture Work with College Leaders to enhance students access to resources and use of E-Learning Support the innovative development of the curriculum delivery to ensure access is flexible and meets students needs 1.6. To assist in the development and implementation of strategies, structures and systems to enable the continuous improvement of learning, teaching, assessment and support throughout the College Demonstrate real-time impact across all key performance indicators of success and retention To work closely with leadership teams and College staff to improve communication with students, employers and other stakeholders and ensure that feedback is processed and used effectively to improve all aspects of the College s operations to the benefit of its students and other stakeholders. 2. Management and Leadership 2.1 Provide effective leadership and management to students, College Leaders and staff. 2.2 Effectively line-manage the areas team, including Director of MIS and associate staff; Associate Dean for Higher Education and Student Engagement, Technology Enhanced Learning Leader and Quality Section Leader for Data. 2.3 Ensure you provide clear and effective communicates to staff. 2.4 Support, guide and appropriately performance manage staff in line with College personal development procedures 3. Quality Improvement and Assurance 3.1. To lead and develop the quality planning cycle ensuring that the College quality and business operations calendar works in a parallel and timely fashion To lead the College in the preparation for OFSTED and other appropriate inspections. Act as College nominee/lead with regard to Ofsted and QAA Inspections Produce a Self-Assessment Report, Quality Intervention Policy and Operating Manual to develop a critical and professional culture with staff, students and key stakeholders Devise and implement quality improvement initiatives Ensure that quality assurance processes across the College are robust and give necessary assurances to governors and stakeholders. 3 3.6. Ensure continuous development and improvement in the quality of the learning process including the sharing of best practice Produce key performance indicators (KPI) and targets, together with the relevant College Leaders and staff, that take account of the requirements of Ofsted, funding agencies and other key measures of performance (e.g. on attendance, retention, achievement, progression, equality and value added measures) Work closely with the Executive Leadership Team, Senior Leadership Team, College leaders and other staff, to ensure that KPIs are achieved Devise and subsequently oversee the implementation of, lesson observation procedures and the use of data gathered to improve services. 4. Curriculum Development 3.1 Support curriculum development across the College so that it is innovative and responsive to national developments, employers needs and the needs of learners. 3.2 Devise and implement an effective ILT strategy. 3.3 Develop the Higher Education Strategy and build on existing partnerships and identify new ones to further the College financial and curriculum strategic aims and objectives. 5. Teaching and Learning Workforce Development 5.1. Work closely with the director for OD and HR to promote a culture of continuous professional development for teaching, learning and training staffing, including the development of coaching and sharing best practice Design staff training events to support the achievements of the aims and objectives outlined in the College strategic framework to improve success rates and teaching, learning and assessment. 6. Other Duties: Budget control 6.1. Working closely with the Executive Director - Finance Performance and contribute to the process of agreeing the annual budget and 3 year financial plan. Monitor and oversee the approved budgets allocated to your area Networking and collaboration 6.2. Develop and maintain effective relationships with schools, employers, HE institutions and other external organisations. Risk Management 6.3. Work closely with Executive Leadership Team and Senior Leadership Team, College leaders to ensure robust risk management analysis and control systems are in place. Page 3 of 6

4 6.4. The Post Holder may be required to perform duties other than those given in the Job Description for the post. The particular duties and responsibilities attached to posts may vary from time to time without changing the general character of the duties of the level of responsibility entailed. Such variations are a common occurrence and would not of themselves justify the re-evaluation of a post. In cases, however, where a permanent and substantial change in the duties and responsibilities of a post occurs, consistent with a higher level of responsibility, then the post will be eligible for re-evaluation. 5 WEST CHESHIRE COLLEGE Person Specification Qualifications Essential Desirable 1. Degree or equivalent qualification. 2. A recognised teaching qualification. PGCE or Certificate of Education. 3. Evidence of continuous professional development. 4. Higher professional, educational or management qualification. Experience 5. Extensive proven track record of highly successful teaching and learning delivery and a working knowledge of managing a wide curriculum brief. 6. At least 3 years experience of successfully managing people and other resources at a senior management level. 7. Substantial experience of development of the FE curriculum. 8. Experience of delivery and development of learning technologies, including VLE 9. Experience and working knowledge of EFA, SFA, LEA and HEFCE funding systems as applied to different student groups 10. Demonstrable experience of successfully managing change with an understanding of its key processes and commitment to quality improvement. 11. In the production and successful implementation of service and business plans. 12. Proven experience of sustainable delivery of internal progression pathways and growth in numbers. 13. Experience of representing an organisation externally, with the ability to liaise at a senior level, develop and maintain effective partnerships with a range of stakeholders. Knowledge & Understanding 14. Substantial knowledge of funding and financial management in the Further Education sector 15. A clear awareness and understanding of the impact on Secondary, Further and Higher Education and Skills of current educational thought regarding teaching, learning, assessment and review/inspection methods. 16. An understanding of, and commitment to, the mission, vision and values of the College and its strategic aims as well as to the ethos of the College as a partnership among students, staff, parents, governors and community which places the individual students at the heart of College life. An understanding and working knowledge of the Ofsted Common Inspection Framework and inspection. Skills 19. The ability to communicate effectively verbally and in written reports and to translate ideas into viable action. 20. The ability to build and lead teams of staff, to motivate others, to formulate, execute and evaluate the aims of the College and to manage time effectively. 21. Strong analytical skills and rigorous attention to detail. 22. Ability to plan, organise and deliver work to a high standard. 23. Promote the development and usage of learning technologies to enhance curriculum delivery.
