1 2016/2017 Professional/Elite Licence Policy 1. All Australian athletes wishing to compete in Triathlon, Duathlon, Aquathlon, Cross-Triathlon or any other Multi-Sport event that is sanctioned by Triathlon Australia with an overall prize purse (male & female combined) of $10k AUD (exclusive of GST) or above, will require to hold a Professional/Elite Licence. The Professional/Elite licence is required to be shown at event registration prior to the race to be eligible to compete as a Professional/Elite Athlete at that event. 2. To be eligible for a Professional/Elite licence athletes must be turning 18 in the year of application. "Special Circumstances" will be evaluated by the High Performance Team. 3. There are three (3) categories of Professional/Elite Licence in 2016/2017: A. PROFESSIONAL/ELITE LICENCE: OPEN B. PROFESSIONAL/ELITE LICENCE: LONG COURSE & MULTI-SPORT (Non-Drafting) C. PROFESSIONAL/ELITE LICENCE: U23 DEVELOPMENT - Interim (Drafting) 4. If during the course of the year an athlete upgrades their licence, athletes will only pay the differential between their original TA membership and the new professional membership type. 5. Approval for a Professional/Elite Licence is not considered final until the athlete has acknowledged and fully understands the following Triathlon Australia Policies and Conditions: A. Professional/Elite Licence Conditions (see Annexure 2) B. Integrity Framework including: i. Anti-Doping Policy ii. Pure Performance Declaration Policy iii. Sports Science and Sport Medicine Best Practice Principles iv. Illicit Drugs Policy v. Race Fixing Policy vi. Member Protection Policy C. High Performance Policies including: i. Athlete Categoristation Policy ii. Supplements Policy iii. Professional/Elite Licence Policy iv. ALL Relevant Selection Policies v. Appeals Policy 6. This licence expires on 30 June 2017.
2 Professional/Elite Licence Criteria 2016/2017 A. PROFESSIONAL/ELITE LICENCE: OPEN The Professional/Elite Licence: Open is for all Australian athletes wishing to compete as a professional athlete in National Championships, Regional Championships, ITU Points Races, ITU World Championships, ITU World Cups, ITU Continental Cups, ITU World Triathlon Series, Challenge, Ironman 70.3 or Ironman and any Triathlon, Duathlon, Aquathlon, Cross Triathlon or any other multisport event with prize money in excess of $10k AUD. Athletes with this licence can compete in both elite drafting and non-drafting events. Professional/Elite Licence: Open holders cannot race as Age-Groupers in any event which has a professional or elite category within the same year. Automatic Qualification for Professional/Elite Licence: Open can be achieved via the following performance criteria: ELITES 1. Selected in the Elite or U23 ITU World Championship Grand Final Team; 2. Selected to compete in an ITU World Triathlon Series or ITU World Cup race; 3. Selected in the Elite or U23 World Duathlon Championships Team; 4. Top 15 in the OTU Oceania Triathlon Championships (Sprint & Standard Distance) 5. Top 12 in the Australian Elite Triathlon Championships (Sprint & Standard Distance) 6. Top 8 in the OTU Oceania U23 Triathlon Championships (Sprint & Standard) 7. Top 10 in an ITU Points Races within 5% of the winner s time; 8. Qualify to compete in the Pro/Elite section of the IRONMAN (Hawaii) and/or IRONMAN 70.3 World Championships; 9. Top 10 in an IRONMAN and/or IRONMAN 70.3 and/or CHALLENGE Event as long as within 6% of winners time; 10. Top 10 in the TA Long Distance Australian Championships as long as within 6% of the winners time; AGE GROUP* 11. Top five (5) overall Age Group result in the 2016 NOOSA Triathlon, within 8% of the winner s time in the Open/Age Group wave male and female. (An athlete without a Professional Licence prior to Noosa, must race Age Group, however, results will be comparable to Professionals, as course is identical and non-drafting for both) 12. Top three (3) overall Age Group results (male and female) in the following Australian Age Group events; a Australian Standard Distance Age Group Triathlon Championships b MOOLOOLABA Triathlon c IRONMAN Asia Pacific Age Group Championships d Australian Long Distance Age Group Triathlon Championships 13. Top five (5) overall Age Group (male and female) in the following International Age Group Championships events within 5% of the overall fastest Age Group time; a ITU World Triathlon Championships (Cozumel, MEX) Standard Distance b ITU World Long Distance Triathlon Championships (Oklahoma, USA) c IRONMAN (Hawaii) World Championships (Kona, USA) d IRONMAN 70.3 World Championships (Sunshine Coast, AUS)
3 14. WIN (1 st ) overall Age Group results in any of the following events as long as within 6% of the overall winners time; a. IRONMAN Triathlon b. IRONMAN 70.3 Triathlon c. CHALLENGE Triathlon *DRAFT LEGAL ENDORSEMENT Age Group athletes that have met the above automatic performance criteria in non-drafting triathlons and wish to apply for a Professional/Elite Licence: Open (to compete in draft legal races such as ITU Continental Cups or Oceania Championships etc) MUST be endorsed to compete in draft legal triathlon. Please see the Triathlon Australia Draft Legal Competency Application (Annexure 1) below. B. PROFESSIONAL/ELITE LICENCE: LONG COURSE & MULTI-SPORT (Non-Drafting) The Professional/Elite Licence: Long Course & Multi-Sport (Non-Drafting) is for all Australian athletes wishing to compete as a professional/elite athlete in the World Championships, National Championships, Regional Championships, Challenge, Ironman 70.3, Ironman, 5150, Cross Triathlon, Aquathlon and any other non-drafting Triathlon or multisport event with prize money in excess of $10k AUD. Athletes with this licence can ONLY compete in elite non-drafting and/or multi-sport events. Professional/Elite Licence: Long Course & Multi-Sport (Non-Drafting) licence holders cannot race as Age- Groupers in any non-drafting event which has a professional or elite/open category within the same year. ELITES 1. Qualify to compete in the Pro section of the IRONMAN (Hawaii) and/or IRONMAN 70.3 World Championships; 2. Top 10 in an IRONMAN and/or IRONMAN 70.3 and/or CHALLENGE Event as long as within 6% of winners time; 3. Top 10 in the ITU Cross Triathlon World Championships as long as within 6% of the winners time; 4. Top 10 in the World X-Terra Championships (Maui) as long as within 6% of the winners time; 5. Top 10 in the TA Long Distance Australian Championships as long as within 6% of the winners time; 6. Top 5 in the TA Cross Triathlon Australian Championships AGE GROUP 7. Top five (5) overall Age Group result in the 2016 NOOSA Triathlon, within 8% of the winner s time in the Open/Age Group wave male and female. (An athlete without a Professional Licence prior to Noosa, must race Age Group, however, results will be comparable to Professionals, as course is identical and non-drafting for both) 8. PROFESSIONAL/ELITE LICENCE: U23 DEVELOPMENT Interim (Drafting) The Professional/Elite Licence: U23 Development Interim (Drafting) is for Australian U23 (aged in 2016) athletes wishing to compete as a professional in ITU races such as ITU Continental Cups, Oceania Championships, ITU World Championships and any other Triathlon, Duathlon, Aquathlon, Cross Triathlon or multisport event with prize money in excess of $10k AUD (male and female combined). Athletes with this licence can compete in both drafting and non-drafting events. Professional/Elite Licence: U23 Development Interim (Drafting) Licence holders cannot race as Age- Groupers in any triathlon event which has a professional or open category within the same period unless the athlete is under 18 years of age. Professional/Elite Licence: U23 Development (Interim) licence holders can only hold this licence for a maximum of 2 years/season and then must meet the Professional/Elite Licence Open criteria to maintain a professional licence. Automatic Qualification for Professional/Elite Licence: U23 Development Interim (Drafting) can be achieved via the following criteria: ITU JUNIOR (17-19yrs) 1. Selected in the Australian Junior Triathlon Team to compete in ITU World Triathlon Championships; 2. Selected into the National Talent Academy; 3. WIN (1 st ) one of the following 2017 Australian Junior Triathlon Series events; a Super Sprint Race Weekend (Runaway Bay QLD) b Race 2 Australian Junior Triathlon Series (Robina, QLD) c Race 3 Australian Junior Triathlon Series (Glenelg SA) 4. PODIUM - Top three (3) at Australian & Oceania Junior Championships; d Australian & Oceania Junior Triathlon Championships (Perth, WA) NB: Athletes must be turning 18 in 2017 to be eligible to compete in ITU Olympic Distance races. ITU U23 (20-23yrs) 1. Selected into the National Talent Academy; 2. WIN (1 st ) one of the following 2017 Australian U23 Triathlon Series events; a Race 1 Australian U23 Triathlon Series (Robina, QLD) b Race 2 Australian U23 Triathlon Series (Glenelg SA) c Race 3 Australian U23 Triathlon Series (Perth WA) 3. PODIUM - Top three (3) 2017 Australian U23 Triathlon Series Point Score after 3 races.
5 Non Automatic Qualification Those athletes wishing to apply for a Professional /Elite membership that do not meet any of the above automatic criteria may apply to the Triathlon Australia High Performance Team for discretionary consideration. The onus is on the applicant to supply the Triathlon Australia High Performance Team, with all relevant times (including athletes OVERALL place & times and OVERALL race winners times), links to race results, places and race information to assist in the assessment procedure. Failure to provide all above information including relevant links to results will ensure delays in the application process and/or the application not being assessed at all. To assist with assessment of application athletes should also provide information on proposed race calendar if an Elite/Professional Licence application is successful. Upon assessment the decision of the Triathlon Australia High Performance Team is final. Further or subsequent assessment for discretionary consideration will not be made unless the applicant can provide additional or new performance results. PROCESS TO APPLY FOR TRIATHLON AUSTRALIA PROFESSIONAL LICENCE: STEP 1: Please read the current Triathlon Australia Professional Licence Policy. STEP 2: If you believe you meet the Automatic Criteria or should be considered for a Discretionary Licence please apply online. STEP 3: CLICK HERE TO APPLY NOW STEP 4: Your online application will be submitted to the relevant person within Triathlon Australia. Please allow 3 weeks from the day you submit your application for it to be assessed. You maybe contacted within this time should we require any additional information. STEP 5: You will be notified if your application has been APPROVED or DECLINED. You will be ed directly with the next steps. 6 Annexure 1 TRIATHLON AUSTRALIA Draft Legal Endorsement Triathlon Australia (Draft Legal) Endorsement Procedure The following endorsement application is to be completed by ALL triathletes intending to compete in any Triathlon Australia/STTA sanctioned or international draft legal races who do not hold or have never held one of the following Triathlon Australia (draft legal) licences: 1. PROFESSIONAL/ELITE LICENCE: OPEN 2. PROFESSIONAL/ELITE LICENCE: U23 DEVELOPMENT (Interim) 3. ITU U23 (20-23) LICENCE 4. ITU JUNIOR (17-19) LICENCE 5. ITU YOUTH (13-16) LICENCE Triathlon Australia (Draft Legal) Endorsement: any athlete that has not previously held a draft legal licence is required to complete the below application form and have their bike handling skills/knowledge approved by NCAS Level 2 Triathlon Coach or NCAS Level 1 Cycling Coach before submission to Triathlon Australia for final approval. The athlete must demonstrate practical knowledge and understanding of the skills on the attached checklist. As a guide athletes should: Be predictable with all actions. Maintain a steady straight line and avoid braking or changing direction suddenly. Remember that there are riders following closely from behind. Point out and call out any road hazards ahead. These include potholes, drain grates, stray animals, opening car doors, sticks or stones, parked cars, etc. Not overlap wheels. A slight direction change or gust of wind could easily cause athletes to touch wheels & fall. When climbing hills, avoid following a wheel too closely. Many riders often lose their momentum when rising out of the saddle on a hill, which can cause a sudden deceleration. This can often catch a rider who is following too closely, resulting in a fall from a wheel touch.
7 Not panic if you brush shoulders, hands or bars with another rider. Try to stay relaxed in your upper body to absorb any bumps. This is a part of racing in close bunches and is quite safe provided riders do not panic, brake or change direction. 10 Annexure 2 TRIATHLON AUSTRALIA Conditions of Professional/Elite Licence Conditions of Triathlon Australia Professional/Elite Licence Valid for the 2016/2017 Season I understand that as a TA Professional/Elite Licence holder; 1. I am bound by the TA Anti-Doping Policy. I confirm that I have read and understood my obligations under the TA Anti-Doping Policy which is located at I understand that TA adheres to the World Antidoping code and that the prohibited substances list can frequently change. I will therefore consult the Australian Sports Anti- Doping Agency (ASADA) handbook and or ASADA Hotline ( ) should I be in any doubt concerning any substance/medication. In addition I am aware that as the holder of a TA Professional Licence I may be drug tested at any sanctioned event in Australia, overseas and IN and OUT of competition. 2. I am aware that certain Beta-2-agonist drugs for example Salbutamol, Terbutaline, Formoterol and Salmeterol (Ventolin, Respolin, Bricanyl and Serevent) and inhaled Corticosteroids (Pulmicort, Becloforte, Becotide and Flixotide) used by asthma sufferers, are prohibited substances under the Olympic Movement, WADA and Olympic Anti- Doping Code. 3. I am aware that Beta-2-agonist drugs may be permitted if used in the form of an inhaler, for prescribed therapeutic purposes by applying for a TUE with ASDMAC. A suitably qualified sports physician or respiratory physician can undertake the required testing. Any other mode of ingestion or application of Beta-2- agonist drugs are strictly not permitted. Applications must be made in a TUE Application to ASADA before use of the medication can commence. Please refer to for further information. 4. I am aware that should I be an asthma sufferer, there are minimal requirements of medical files that are to be included with a TUE Application. The medical file must reflect current best medical practice to include a) A complete medical history b) A comprehensive report of the clinical examination with specific focus on the respiratory system. c) A report of spirometry with the measure of the Forced Expiratory Volume in 1 second (FEV1). d) If airway obstruction is present, the spirometry will be repeated after inhalation of a short acting Beta-2 Agonist to demonstrate the reversibility of bronchoconstriction. e) In absence of reversible airway obstruction, a bronchial provocation test is required to establish the presence of airway hyperresponsiveness. f) Exact name, speciality and contact address of examining physician. 5. I am responsible for advising the TA office of any change of address and the length of any extended stays outside Australia. In addition, I am responsible for keeping myself aware of all changes to the International Triathlon Union (ITU) International Olympic Committee (IOC) prohibited classes of substances and prohibited methods. 6. I understand and support the fight against performance enhancing drugs. I am aware that the TA anti-doping regulations now includes in and out of competition blood testing. 7. I understand that my blood test(s) may be used in research I may have to submit to a blood test as part of doping control and that this may be used to further the knowledge of performance enhancing drugs in sport. 8. I acknowledge that new anti-doping measures may be introduced by the IOC in the ongoing fight against performance enhancing drugs in sport. I also acknowledge that if new doping tests are introduced, I may be requested to make myself available for such new tests. 9. I understand that TA may use my name, image and negative test results in the promotion of a drug free sport. 10. I understand that the IOC has placed Cannabis and certain other social drugs on the prohibited substance list.

I acknowledge that when participating in TA national events I must compete with the designated race number, including event sponsor, displayed at all times during the cycle and displayed on the front of my body during the run. Failure to do so will result in disqualification as outlined in the TA Race Competition Rules handbook (July 1997) Disqualification 33f(8). 12. Should I be selected for pre and post media conferences and interviews at TA national events that I must attend, and be prepared to sit and/or stand in front of the media backdrop, which may include event sponsorship signage. 13. I acknowledge that if I am a placegetter (1st, 2nd or 3rd) at TA national events I am required to attend event presentations and acknowledge event sponsors, in particular TA s principal sponsor and major sponsors. I also understand that if I do not make myself available at presentations TA may withhold my prize money for a period of no less than 14 days. 14. I agree to use my best endeavours to compete in TA national and State/Territory Triathlon Association (STTA) events and make myself available for national selection. designated elite athlete representative or directly to TA. I am aware, that as a professional licence holder I still may have to qualify and satisfy separate criteria to compete in the elite category of the Australian Triathlon Championships. 24. I understand that should I not comply with any one or more of the above conditions that my TA professional licence may be revoked by the TA Board. 25. I fully understand that these conditions are applicable to me if I am successful in obtaining a 2015/2016 TA Professional Licence. 15. I understand that I can freely take out any other additional insurance to satisfy my own needs. 16. I agree to abide by all TA/ITU Race Competition Rules. 17. I agree that the information that I have provided herein will be included in a TA database and may be disclosed on occasions to the Australian Institute of Sport (AIS), Australian Sports Commission (ASC), State Institutes and Academies of Sport and ASADA. I also understand that information of a biographical nature including my name, date of birth, home state, results, career highlights, interests and contact details may be released to the media in response to general requests. 18. I agree that I must participate in the open/elite category at sanctioned events, where there is such a category. Special exceptions are in place at Australian championship and TA National series events, where I may enter the ITU age categories if aged years as at 1 October Professional licence holders are not permitted to race age group in any event (including TA National Selection events) where there is an open/elite category. 19. I agree that should I wish to lodge a protest under TA s Race Competition Rules that I will use the designated authority available to me and refrain from using another unauthorised body including the media to lodge my protest. 20. Should I have a grievance and/or concern with my national governing body, TA, I agree that I will take that grievance/concern directly to the
