1 West of England Premier League (All Tiers) nd XI Playing Conditions (Regulations) 1.0 The Laws of Cricket The Laws of Cricket (2000 Code 4th Edition ) shall apply except where otherwise stated by these regulations 1.1 All players, team officials, club supporters and umpires shall be bound by the MCC Spirit of Cricket and the ECB Code of Conduct. This will apply to all matches played under the auspices of the WEPL and as outlined in the WEPL handbook. 2.0 Team Sheets 2.1 Each side must provide the umpires (where appointed) with a team sheet before the Toss, identifying any player who has not reached the age of 18 on the date of the match, and showing the specific age group of any player who is in the Under 19 age group or younger. It is recommended that the ECB Team Sheet card is used whenever possible 2.2 Age Groups are based on the age of the player at midnight on 31st August in the year preceding the current season. 2.3 The ECB Fast Bowling Directives will apply to all matches in this competition. 2.4 Any player under the age of 18 playing in any WEPL Competition, shall be bound by the ECB Directive relating to Helmets and Faceguards and also fielding restrictions. 2.5 If either side is not ready to take the Toss 15 minutes before the scheduled (or rescheduled) start time of the match the non-offending side may claim the Toss. 3.0 Hours of Play and Intervals 3.1 Hours of Play. Normal hours of play will be 1.30 pm 8.00 pm (1.00 pm 7.30 pm for the last 4 games). Note: All games at Lansdown CC will start 30 minutes in advance of these times. 3.2 In uninterrupted matches, an interval will be taken at the conclusion of the innings of the team batting first, normally at 4.18 pm (3.58 pm for the last 4 games). The duration and time of the interval can be varied by the umpires as necessary. 3.4 Close of play shall normally be at 8.00 pm ( 7.30 pm for the last 4 games), but play may continue after that time, subject to conditions of ground, weather and light, until the required number of overs has been bowled or a result achieved. 3.5 Fixtures must normally be arranged on Saturdays and both First and Second XI games should be played on the same day if possible. Fixtures can be played on other days subject to the agreement of both clubs and the Cricket Committee. Fixture amendments must be notified to the Administrator /Divisional Committee Secretary at least 28 days prior to the original date for the fixture. 4.0 Tea Interval 4.1 The tea interval will be no less than 20 minutes and no longer than 30 minutes and taken between innings. 2 4.2 In order to complete the match the captains may agree to amend the time of the tea interval. 5.0 Drinks Interval 5.1 Drinks intervals shall be agreed at the Toss. Such breaks will be of short duration and will not be permitted during the last 20 overs of an innings 6.0 Balls 6.1 Each team will a new WEPL standard ball before the toss. The fielding team will use the ball supplied by the batting team 6.2 Before the toss the home team must provide a box containing at least 4 replacement WEPL standard balls. These are to be used in the event of the match ball being lost, damaged or needing replacement. One of these balls should be a new (or nearly new) one, in case this is required. During the game no ball may be replaced, or changed, without the express authority of the Umpires (or if no umpires appointed, both captains). 7.0 Length of Innings 7.1 In an uninterrupted match, each team shall bat for 45 overs unless all out earlier, or, in the case of the first innings only, the batting side declares. 7.4 If the team batting first is dismissed in less than 45 overs, the team batting second shall be entitled to bat for 45 overs or its full allotment of overs as rescheduled. 7.6 If both sides have not had the opportunity to bat for at least 30 overs, the game shall be abandoned. See also clauses 18.1 and No cancelled or abandoned match can be rearranged. 8.0 Over Rate Penalties No Over Rate penalties will be applied. 9.0 Interrupted Matches: 9.1 At the commencement of the game both teams have the opportunity of batting for the same number of overs. A result can only be achieved in a match of less than 45 overs per side if both sides have the opportunity to bat for at least 30 overs each. In interrupted matches, the calculation of the number of overs reduced/remaining to be bowled shall be based on one over for each 3.50 minutes (3 minutes 30 seconds). See Ready Reckoners. 9.2 Interruptions during the First Innings The total number of overs available for each side shall reduce by one over each, for every 7 minutes of playing time lost. e.g. Play is due to start at 1330 but is delayed until 1355 overs reduced to 41 for each team. See Ready Reckoner table (First Innings) Because each side must have the opportunity to bat for a minimum of 30 overs, once 105 minutes of playing time has been lost, the game will be abandoned. Umpires/Captains may allow for further lost time by shortening the time between innings or taking tea early, if, in their opinion, this would enable a game to be completed. 3 9.2.3 If the team batting first has received at least 30 overs, and the time lost means that there is insufficient time for them to face any further overs, then the calculation of the number of overs to be faced by the team batting second is as defined in below. e.g. The team batting first has faced 40 overs when play is interrupted. The interruption lasts for 90 minutes = 13 overs reduction per side. The first team s innings is deemed over. 9.3 Interruptions during the Second Innings Play is scheduled to finish at 8.00 pm (7.30 pm for last 4 games) as 3.1 above Umpires/Captains will use the appropriate Ready Reckoner to ascertain the remaining number of overs to be bowled. If this means that the total number of overs for the side batting second fall below 30, then the match is abandoned Where this calculation means the number of overs to be faced is lower than that originally scheduled, or faced, by the team batting first, a new winning target score based on Average Run Rate in the first innings will be calculated agreed by both Captains and Scorers. At no time can the number of rescheduled overs be increased Once rescheduled then, subject to ground light and weather conditions, the game will continue until the rescheduled number of overs has been bowled, or a result has been reached. 9.4 Where covers are available, and in the event of adverse weather conditions, the pitch, bowlers run-ups and supplementary areas should be covered completely at any time on the day of the match, as instructed by the Umpires Bowling Restrictions 10.1 No bowler shall bowl more than 9 overs in an innings. In a delayed or interrupted match, where the overs are reduced, no bowler may bowl more than one-fifth of the total overs allotted (unless this has already been exceeded before the interruption). Where the total number of overs is not divisible by 5, one additional over shall be allowed to the maximum number per bowler necessary to make up the balance. In the event of a bowler breaking down and being unable to complete an over, the remaining balls will be bowled by another bowler. Such part of an over will count as a full over only in so far as each bowler s limit is concerned. e.g after a prompt start and 16 overs, interruption reduces the innings to 32 overs. The 2 opening bowlers have already bowled 8 overs each (max 7 allowed in reduced match), therefore other bowlers may now not exceed 6 overs each Fielding Restrictions The following fielding restrictions shall apply: a Two semi-circles shall be drawn on the field of play. The semi-circles shall have as their centre the middle stump at either end of the pitch. The radius of each of the semi-circles shall be 30 yards (27.43 metres). The semi-circles shall be linked by two parallel straight lines drawn on the field. The fielding restriction areas should be marked by continuous painted white lines or dots at 5 yard (4.57 metres) intervals, each dot to be covered by a white plastic, or rubber (but not metal), disc measuring 7 inches (18 cm) in diameter. 4 11. 2 A minimum of 4 fielders plus the bowler and wicketkeeper must be inside the fielding restriction area, referred to in clause (a) above In the event of an infringement of the above fielding restriction, the square leg umpire shall, as soon as possible after delivery, call and signal No Ball Wide Ball Law 25 shall apply with the following addition; 12.1 Umpires are instructed to apply a very strict and consistent interpretation in regard to this Law in order to prevent negative bowling wide of the wicket. Any delivery which, in the opinion of the umpire, does not give the striker a reasonable opportunity to hit the ball by means of a normal cricket shot shall be adjudged a wide. A penalty of one run for a wide shall be scored. This penalty shall stand in addition to any other runs which are scored or awarded A legside wide shall be called if, irrespective of where the ball pitches, it passes outside the line of the batsman and the leg stump, despite his movement For additional clarity, a ball that passes between the batsman and the leg stump shall not be considered a wide No Ball Law 24 shall apply 14.0 Bowling the Ball into the Ground Law 17.3 shall be replaced by: 14.1 All forms of practice are permitted on the outfield before the start of play, the tea interval or between innings, providing the umpires are satisfied that such practice will not cause significant deterioration in the condition of the outfield, 14.2 Practice, including bowling a ball into the ground, at the fall of a wicket must cease as soon as the incoming batsman steps on to the square. Practice during other legitimate gaps in play must not continue beyond the minimum time required for the activity causing the gap in play. No practice may take place on the field if, in the opinion of the umpires, it could result in a waste of time The Result 14.3 In this circumstance Law 42.9 or Law shall apply as appropriate In an interrupted match, where the number of overs has had to be reduced, a result can be achieved only if both teams have batted for at least 30 overs unless: one team has been all out in less than 30 overs, or the team batting second scores enough runs to win in less than 30 overs When there is no interruption in the match and when both sides have had the opportunity of batting for the same, agreed, number of overs, the side scoring the higher number of runs shall be the winner If the scores are equal, the result shall be a Tie, regardless of wickets lost. 5 15.4 If, due to suspension of play after the start of the second innings, the number of overs in the second innings has to be revised to a lesser number than that originally allotted, then a revised target score should be set for the number of overs which the team batting second will have the opportunity of facing. This will be calculated on the basis of average run-rate. The winner will be side with the higher average run rate Average Run Rate 16.1 A team s average run rate is calculated by dividing the number of runs scored in its innings, by the number of valid balls received during that innings. In the case of the team batting first being dismissed in less than the number of overs allocated for their innings, the calculation will be based on the number of balls that the team was scheduled to receive and not on the number actually received. In the case of the team batting second being unable to receive their allocated overs, the calculation of their average run rate will be based on the actual number of valid deliveries received by them during their innings. The average run rate can be calculated to any number of decimal positions and a tie can only be achieved if the average run rates are identical Points For a side winning 10 points For a tied match 5 points each Scoring 100,125,150,175,200 runs 1 point each (max 5) For each 2 wickets 1 point each (max 5) Bowling opposition out for 120 or less 2 points Batting second and winning, each 2 wickets in hand 1 point (max 5) Abandoned game 5 points +points scored before abandonment Cancelled game 8 points 17.1 League placing will be decided by the aggregate number of points scored in all games In the event of 2 or more clubs having the same aggregate points total, their league positions will be determined in the following order. Most Wins Fewest defeats 17.3 If, at the end of the season, 2 or more clubs are still equal (as determined by 17.1 and 17.2), their league positions will then be decided by the aggregate points total achieved by the clubs against each other If, at the end of the season, 2 or more clubs are still equal (as in and 17.3) and promotion/relegation or championship is at stake, then a match will be arranged by the Cricket Committee for the first Saturday following the last scheduled league match. If weather intervenes, so this match is cancelled or abandoned, it will be rescheduled for each subsequent Sunday and Saturday until it is played Cancellation 18.1 The home club is responsible for notifying the away club in the event of a cancellation. Where possible this should be done in a timely manner to avoid any unnecessary travel by the away team A game that starts but is abandoned before reaching 30 overs shall be deemed a cancelled game and points awarded as in clause WEPL nd XI playing conditions Page 5
6 19.0 Umpires 19.1 Captains are responsible to supply umpires for the matches. If possible each captain should supply 1 umpire. In the event of one or both teams supplying no umpire then it will be the responsibility of the fielding captain to supply umpiring resource(s) as required when his team are batting. If only one umpire is required then he/she shall stand at Strikers end throughout Each team may request an umpire to be appointed by the relevant umpire association and where possible this request will be met. The relevant umpire associations may charge the clubs for this service Scorers 20.1 Each team shall, where possible, provide a competent scorer 21.0 Non-turf pitches Law 7.5 shall not apply All matches shall be played on natural turf pitches.
