3 1. Introduction Lake Mountain, located 120 km north east of Melbourne is one of the southernmost sub-alpine areas on the Australian continent. The Lake Mountain massif is an undulating plateau 1330m through to 1463m, which trends north/north west from the Great Dividing Range. Lake Mountain a year round destination, renowned as Australia s Premier Cross Country Ski Resort through winter and an escape to a cooler climate through the warmer months of the year, with an average annual visitation of 200,000 people. Lake Mountain Alpine Resort Management Board the combating authority on Lake Mountain is responsible for the management of a little over 2400 hectares which includes 37 kilometres Walking Nordic trails and Mountain Bike trails. The Lake Mountain Alpine Resort Management is responsible for the delivery of a multitude of services on the resort. These services include, infrastructural upgrades, servicing & maintenance, management of the resorts commercial businesses, and the day to day management of the resort and associated operations. Resort facilities include: Lake Mountain Resort Commercial Centre incorporating public shelter, retail & rentals outlet, conference facility, resort administration & management offices. Day Visitor Centre incorporating food outlet & public space, ski patrol first aid centre, snow sports and ticket sales, public amenities Machinery Workshop Snow Making Amenity buildings & shelters located at each of the 3 car parks below the village centre Resort Infrastructure includes: Ski & Walking Trail Network Toboggan Runs Snow Making System Car parks Water Supply & Storage Power Generation & supply Sewerage Treatment Plant

4 Resort Management Lake Mountain Alpine Resort Management Board announced in September of 2012 there was to be a change in the short term management of the resort. November of the same year, Belgravia Leisure began as facility mangers of the resort for a contract period of 12 months. As part of that contract the Belgravia Leisure are bound by the Boards corporate governance, acts & regulations. Vision The State Governments vision for all the Alpine Resorts across Victoria is: The provision of an economically viable alpine resort industry, managed for the present and future generations in an environmentally sustainable manner. Lake Mountain Alpine Resort Management Boards vision is: A unique, accessible, outdoor recreation and leisure mountain escape. Mission To provide a year round, world class Alpine Resort: Based on low environmental impact With quality recreational and sporting experiences, which includes a premier cross country ski and snow play destination In a financially sustainable manner

5 2. Definitions The Safe Drinking Water Act 2003 (the Act) defines two types of water drinking water and regulated water. Declaration concerning regulated water 1. The Minister may, by notice publish in the Government Gazette, declare any water that is not drinking water to be regulated water for the purposes of this Act. 2. The Minister may only make a declaration in relation to particular water if the Minister is satisfied that the water may be supplied to the public in circumstances in which it may be mistaken as being drinking water. 3. In making a declaration, the Minister may identify the water that is the subject to the declaration by reference to its source, it s method of supply, its composition or in any other way the Minister considers to be appropriate. Regulated Water is defined in Section 6 of the Act as, water that is not intended as drinking water, but which may be supplied to the public in circumstances in which it may be mistaken as drinking water. Where water supplier supplies water that is not intended for drinking, but which may be supplied to the public in circumstances such that it may be mistaken as drinking water, the Minister for Health may declare such water as regulated water. The water supplier is responsible, under the Act to: Prepare a risk management plan for the regulated water Ensure that the risk management plan contains the matters detailed in regulation 6 of the Safe Drinking Water Regulations (except those that specifically relate to drinking water only) Have the plan audited, as required, by an approved auditor Take all reasonable steps to ensure that the intended recipients of the water are made aware of the nature of the water and of the health risks that may arise from the use of the water Include a summary of their management activities for regulated water in their annual report.

Notice of Declaration The water supplied to Lake Mountain Alpine Resort is untreated and has been declared and gazetted as a Regulated Water Supply by the Minister for Health on the 23 rd of October Reporting Requirements This report has been prepared for the Secretary, to the Department of Health as outlined in Section 26 of the Safe Water Drinking Act 2003 and Section 15 of the Safe Drinking water regulations Characterisations of the System Source Water Lake Mountain Alpine Resort Management, sources water from the Taggerty River. This small stream is fed by natural springs from Echo Flat. Storage and Distribution The main water supply system for Gerratys, the resorts village centre, consists of a small concrete weir directing water, via a series of 50mm poly pipes under a gravity/syphons process from the Taggerty River to 3 enclosed concrete tanks. The combined storage capacity of theses tanks is 800kl. The storage tanks supplies water to resorts facilities via a 100mm Ductile Iron pipe. There is a further two amenities buildings located within the resort boundary. They are located at Arnold Gap and Cascades. Water is sourced from small tributaries and stored in 500 litre polythene tanks. The supply and delivery lines for both systems work on a gravity/syphons process via 50mm polythene lines.

9 7. Water (regulated) Supply Lake Mountain Alpine Resort Management Board is the sole water (regulated) supplier to the following facilities on Lake Mountain. 10 8. Quality Management Systems Water Treatment There is no treatment applied to the water supply at Lake Mountain. With this in mind Resort Management is taking steps to minimise the possibility of a potential health risks by raising public awareness through the signing of all the resort water outlets, advising resort visitors that the water is not treated, nor is it suitable for consumption. As part of the water sampling program, catchment and associated water delivery and storage infrastructure inspections are conducted as a measure to minimise any potential for supply failure and contaminants which may compromise water quality. The management of the storage and water diversion infrastructure includes the purging of the reticulation system coupled with the cleaning of the storage tanks which is undertaken on a quarter basis.

Management Activities The management activities that have been implemented in relation to regulated water supply, in particular those that pertain to Section 25 of the Safe Drinking Water Act 2003, warning to be given if regulated water supplied are described as follows: A blanket signage program for all water outlets on the resort has been completed and maintenance schedule that is monitored through the resort Water Supply Risk Management Plan. All water outlets have been signed warning visitors to Lake Mountain that water is untreated and of the health risks that may arise from its use. User groups of the mountain through public forums and stakeholder meetings are advised of the issues pertaining to the non treatment of the resorts water supply and of the health risks that may arise from its use. All managers and staff working within the commercial operations on the resort are briefed on issues pertaining to the non treatment of the resorts water supply and the health risks that may arise from its use. As a part of the resort staff induction information sessions, the non treatment and health risks that may arise from the use of water on the resort are covered both verbally and as inclusion in the resort employee handbook, which all employees receive prior to commencement of employment. To minimise risk to employees the resort management have installed water coolers and supply potable water for consumption. 10. Review of the Risk Management Plan The Lake Mountain Safe Drinking Water Risk Management plan is reviewed on an annual basis coupled with a scheduled 6 monthly meeting assists in assessing and minimising risk to visitors to the resort. The scheduled meetings incorporate the monitoring of water quality results, signage of water outlets within the resort, equipment inspection and maintenance schedules.

Water Quality The declaration of a Regulated water supply does not carry water quality sampling requirements, under the Safe Drinking Water Act As part of Lake Mountain Alpine Resort Management Board & Belgravia Leisure s resort operations, sampling of water is conducted on a monthly basis to monitor the water quality within the supply system. 12. Complaints Lake Mountain Alpine Resort Management Board & Belgravia Leisure has received no water related complaints for this reporting period. 13. Emergency / Incident Management There are no water supply incidents or emergencies to report for this period. 14. Risk Management Plan Audit A regulatory audit of the risk management plan was not conducted during this reporting period 15. Summary Lake Mountain Resort Management Board & Belgravia Leisure are working together to minimise the probability of a potential health risks by raising public awareness through the signing of all of the resort water outlets and advising the resort visitors and staff that the water is not treated and is not suitable for consumption.
