2 HRB Emerging Investigatr Awards (EIA) 2017 Building the capacity f new, independent investigatrs t facilitate actinable knwledge in health research Enabler A f the HRB strategy aims t supprt exceptinal researchers, talent and leadership t undertake high quality health research and generate evidence. Actin A.2.4 Wrk with higher educatin institutins and the health system t establish an emerging investigatr scheme that will enable mid-career researchers t advance t senir investigatr level and becme independent investigatrs. Intrductin The HRB has identified training, career develpment and supprt f exceptinal researchers, talent and leadership as a key enabler (Enabler A) f Research. Evidence. Actin. In rder t implement a cherent prgramme f activities, a framewrk and actin plan t supprt Health Research Careers was develped and recently published 1. It describes the HRB s visin and guiding principles in this area, and a cherent mdel fr a research career path alng with the actins needed t effectively develp and deliver training, supprt and career develpment between nw and Overall, this will cntribute t the develpment f a skilled 21 st century wrkfrce engaged in health research in Ireland. The framewrk and actin plan may be fund in the Reading Rm n Bard Pad. The HRB has a gd track recrd in building capacity in health research at varius levels. Thrugh direct and indirect initiatives between 2009 and 2015, the HRB trained 318 individuals at early stage (PhD students) and 377 at mid-stage career (typically pst-dcs and research fellws). The HRB has als made substantial investments in leaders (Clinician Scientists and Research Leaders in HSR and Ppulatin Health Research), with a ttal f 21 leadership awards made during the last strategy. Hwever, there is a gap in supprt available fr researchers between mid-career and leadership levels. The lack f initiatives specifically targeted at talented individuals wh are ready t becme independent investigatrs has been nted by the HRB (self-assessment reprt during the HRB strategic review in 2014) and thers in the Irish research system (e.g. Innvatin strategy). The brad aim f the HRB Emerging Investigatrs scheme, is t address this critical career gap between prgressin and independence stages (Figure 1)
3 Figure 1 - Representatin f the HRB career path in health research Cnsultatin prcess T infrm the develpment f this new scheme, the HRB engaged in an external cnsultatin prcess with a selected number f senir researchers and leaders as well as with the Deans f Research frm the Higher Educatins Institutins. Aim and Objectives The verarching aim f the HRB Emerging Investigatr Awards is t create a strng chrt f new and talented independent investigatrs by facilitating and supprting their transitin frm mid-stage, t independence and self-directin. The main bjectives f this scheme are t: 1. Supprt and nurture talented individuals at a critical stage f their careers where they seek t establish themselves as independent and self-directed investigatrs in academic r ther research-based institutins. 2. Establish a cadre f cllabrative experts wh can generate new knwledge in health research, facilitate and maximise the applicatin r translatin f knwledge t health care systems plicies r practice, and generate evidence infrmed by plicy and practice. It is expected that individuals supprted by this scheme will generally advance frm the R2 (experienced/mid-stage researchers, typically at prgressin stage) twards R3 (investigatr/senir researcher stage, specifically the independence stage) as represented in the HRB career path fr health research (Figure 1). 2 P a g e
4 Scpe The scheme will prvide supprt t talented individuals wh can make a valuable cntributin t knwledge in the area f patient-riented, health services r ppulatin health research and wh are prepared t becme independent and self-directed investigatrs. Applicatins are als pen t individuals currently wrking in disciplines utside health wh can demnstrate the relevant experience relative t the bjectives f this call as well as t individuals nt currently wrking in Ireland but wh have the supprt f a Hst institutin in Ireland. Eligibility Criteria fr the Lead Applicant Fr the purpse f this scheme Lead Applicants frm the fllwing categries f individuals may apply: health-related researchers health prfessinals As als described in the HRB Health Research Careers framewrk the fllwing definitins will apply: Health-related researchers are individuals wh are fully engaged in health-related research activities mainly in academic r ther research institutins Prfessinals are individuals engaged in different health-related prfessins r rles, such as clinicians and ther health care prfessinals, healthcare persnnel, health system persnnel, health plicy makers and thers, wh are generally invlved in planning and/r delivering healthcare services and/r engaged in healthcare plicy. A Lead Applicant will be expected t have: a PhD r equivalent experience (at least 4 years full-time research experience) a minimum f 3 years active pstdctral experience if the Lead Applicant is a health-related researcher typically engaged in full time academic activities, wh is generally at prgressin stage (r in exceptinal cases at the end f cnslidatin stage) in the HRB career path in health research (Figure 2) Or at least 3 years research and relevant prfessinal experience if the Lead Applicant is a healthcare prfessinal wh is currently engaged in practice-based activities and/r ther healthrelated prfessinal rles. Applicants must als be able t demnstrate a satisfactry level f pst-phd research experience as shwn by their track recrd in cntributin t scientific knwledge. The Lead Applicant must nt: have received as principal investigatr any previus substantial research grant funding with a value equal r abve 100K. Individuals previusly in receipt f HRB r ther persnal awards, such as fellwships r ther career develpment awards, are eligible t apply. have already established a research team and currently supervising earlier stage researchers. hld a permanent faculty psitin at the time f the applicatin. 3 P a g e
5 A qualitative assessment f the intellectual cntributin t scientific knwledge, based mre n narrative (alngside the mre traditinal quantitative assessment e.g. list f peer-review publicatins), will be explred and develped t assess the track recrd f the lead applicant and the main research cllabratrs. The cllabrative team The prpsal submitted by the applicant will be expected t have a cllabrative apprach, as apprpriate t address the research questin in the prject and t facilitate and maximise actinable knwledge, with the Lead Applicant as the lead f this cllabrative team. The prpsal shuld: Demnstrate clearly that the research team cntains the necessary breadth and depth f expertise in all the methdlgies and als in the relevant and essential skills and cmpetencies. Have apprpriate crss-disciplinary and/r crss-brder and/r inter-sectral appraches. The Lead Applicant must als nminate a mentr t prvide supprt and guidance during the award. Funding and Duratin f the Award The award will ffer salary-related csts fr the Lead Applicant, research related csts including salary fr research staff, running csts, disseminatin and training csts, and verheads cntributins. It is expected that the award will be taken n a full time r part-time basis with at least 50% research prtected time. The typical duratin will be 4 years. The HRB has prvisinally allcated up t 8m fr this scheme during the lifetime f the strategy. It is envisaged that the HRB will make between awards during the strategy, with funding fr each award ranging frm 600K t 800K. It is currently planned t launch tw calls, in 2016 and 2018 respectively. Hst Institutin The Hst Institutin (HI) fr the award must be n the HRB list f apprved Hst Institutins and a HI may partner with a health service rganisatin if beneficial fr the delivery f the research prject.there is als a strng expectatin frm the HRB that the HI will extend supprt t the successful individual beynd the duratin f this award with a full time r jint faculty appintment.
