Gartner Study Findings Significant savings: approximately $93.3 million through 2018 Adequate raised floor space exists Familiarity three sites host multiple agencies Lessons learned from STO Creation of AEIT Statutes Governing Consolidation Chapter 14, Florida Statutes (F.S.) Created the Agency for Enterprise Information Technology (AEIT) in 2007 Outlines AEIT s duties and responsibilities: Recommend, develop strategies for, and monitor the delivery and management of enterprise IT services Develop, publish and biennially update a long-term strategic enterprise IT plan IT Procurement coordinate acquisition planning and negotiations; recommend opportunities for consolidating IT purchases Develop IT standards for enterprise IT services Perform duties related to the state data center system as provided in s
3 Statutes Governing Consolidation Chapter 282, F.S. Section , F.S., outlines the duties of AEIT and of State Agencies regarding the State Data Center System. Section , F.S., outlines the duties of the Primary Data Centers (PDC) regarding the State Data Center System. Sections and , F.S., establish the Southwood Shared Resource Center (SSRC) and the Northwood Shared Resource Center (NSRC) as state PDCs, respectively. Section , F.S., requires AEIT to define objective standards for data center energy and efficiency i (completed June 30, 2009) and to submit recommendations by December 31, 2010, and biennially thereafter, for reducing energy consumption and improving the energy efficiency of state primary data centers. 4 AEIT s Role in the State Data Center System Making Recommendations to the Legislature Improving the efficiency and effectiveness of computing services provided by the data center system Identifying at least 2 non-primary data centers for consolidation into a primary Overall plan for consolidating remaining non-primary data centers into primary data centers by Facilitation and Coordination Inventory of facilities and assets Approval of Cost Recovery Mechanisms Pass direct costs straight to services and then to the customers that incur them Pass indirect/administrative costs to services and then customers in a manner proportionate to the consumptions of those services. The methodology must demonstrate that no service is subsidizing another service. Rulemaking Current state of Consolidation Full Service Transition (FST) The FST Project involves transferring the custodianship of agency data center equipment co-located at a PDC to fully-managed services or Shared Transitional Services (STS). STS is a collaborative service offering at the SSRC designed to smooth the transition from co-location to fully-managed services. In 2010, Senate Bill 2020 extended the deadline for full transfer from July 1, 2010 to December 31,

Wave 2 AEIT is currently facilitating the transition planning process for the following 6 state t agencies and two higher h education organizations: Agency for Health Care Administration (AHCA) June 30, 2012 Department of Education (DOE) December 31, 2011 Department of Corrections (DC) - Originally June 30, Accelerated to March 31, 2011 Department of Children and Families (DCF) - July 1, 2011 Department of Transportation (DOT) Motor Carrier Compliance July 1, 2011 Burns Data Center and Survey and Mapping Data Center March 31, 2012 Department of Highway Safety and Motor Vehicles (HSMV) December 31, 2011 College Center for Library Automation (CCLA) - December 31, 2011 Florida Center for Library Automation (FCLA) - December 31,

With no umbrella governance structure, each independent board can pursue incompatible technologies and services. Non-utility IT services offered at a datacenter should not be duplicated at other data centers. Data centers are free to expand non-utility IT services that will be replaced by future enterprise IT services, wasting money. No one agency or body has statutory authority to arbitrate between agencies and Primary Data Centers. Each data center must create and manage service level agreements, requiring redundant customer management teams. Each data center must manage billing and cost allocation systems, requiring redundant administrative support. 7
