1 Department of Campus Recreation Intramural Sports Outdoor 5v5 Soccer Rules All rules adopted by the National Federation of State High School Association will be in effect except for the modifications listed in the rules below. General Rules 1. All Participants must present their Northern Kentucky University All Card to participate, No Exceptions! 2. Participants must play on only 1 team. Rosters are frozen when the regular season is completed. 3. In all intramural league play, an individual must play in one regular season game in order to be eligible to participate in post-season tournament play. 4. The Intramural Department will provide the official game balls. Equipment 1. All members of a team should wear jerseys of a similar color. 2. Pennies are available for check-out from the intramural supervisor. 3. Goalkeepers need to wear a shirt/jersey contrasting the color of teammates and opponents. 4. Illegal equipment includes the following: a. ALL JEWERLY b. Hats, visors, bandanas, etc c. A guard, cast, or brace made of a hard substance. d. Players wearing a knee brace with exposed metal must cover it. 5. Soccer cleats, turf shoes, and athletic shoes that do not have a toe spike are permitted a. No metal cleats, Sperry s, slippers, flip flops, etc Players 1. A team shall consist of 5 players (4 plus a goalkeeper for male/female) a. A team may start with the minimum of 3 for male/female 2. If a team does start the minimum of 3 players, or if there is ever a situation in which teams are forced to play with fewer than 3 players on the field (due to injuries or player disqualification's) then that team will forfeit the game. 3. Substitutions may occur during goal kicks, half time, goals, & throw-ins by your own team a. If the team in possession of the ball chooses to substitute, the opposing team may also substitute at that time. 4. Teams must substitute: a. When an injured player is attended to on the field. i. In such a case, the injured player shall leave the field and may be replaced at the next legal opportunity for substitution. b. When a player is cautioned (yellow card) i. In such a case, the cautioned player shall leave the field and may be replaced at the next legal opportunity for substitution. c. When a player is bleeding or has an open wound or an excessive amount of blood on the uniform, the player shall leave the game. i. The player may return at the next legal opportunity for substitution. Co-rec Modifications 5. Teams shall consist of 6 players (three men and three women). 6. A team may start a game with as few as 4 players (2 men and 2 women). 10/7/14

2 7. A team may play a game with more women than men on the field (ie: 6 women and 2 men), but never with more men than women. 8. During overtime penalty kicks, where 3 players are selected from each team, males and females must alternate in the penalty kick order starting with either gender. Timing 1. The game will be played in two equal periods of 18 minutes running time. a. Additional time may be added on to the end of the game, known as extra, stoppage or injury time, as designated by the official. Overtime 1. There will be no overtime period at the end of regulation used during the regular season. 2. In the playoffs, a 5 minute sudden-death overtime period will be played in the event of a tie. 3. The first team to score a goal wins the game. 4. Choice of ends and the kickoff will be decided by a coin toss. 5. Penalty Kick shoot-out: If the score is tied after the sudden-death, overtime period, kicks from the penalty mark shall be used to decide the winner. a. The referee shall choose the goal at which all kicks shall be taken. b. The referee shall toss a coin, and the team whose captain wins the toss shall have the choice to kick first or last. c. Each team will choose 3 players to shoot the penalty kicks. d. Only the players on the field at the end of the overtime may shoot penalty kicks. e. Both teams shall take 3 kicks f. The kicks shall be taken alternating, i.e. (Team A kicks their first shot, then Team B attempts their first penalty kick.) g. If, before teams have taken 3 kicks, one has scored more goals than the other could, even if it were to complete its 3 kicks, the taking of the kicks shall cease. h. If, after both teams have taken five kicks, both have scored the same number of goals or have not scored any goals, the kicking shall continue with different players than the first five, in the same team order, until such a time as both have taken an equal number of kicks (one round at a time, not necessarily 5 more kicks) and one has a goal more than the other. i. The team that scores the greater number of goals in accordance with the preceding paragraphs shall be declared the winner. Player Disqualification 1. A player, coach or bench personnel shall be cautioned (yellow card) at the discretion of the official for: a. Entering or leaving the field of play (except through the normal course of play) b. Persistent infringement of any of the rules of the game c. Objecting by word of mouth or action to the decision given by an official (dissent) d. Any incidental use of vulgar or profane language e. Unsportsmanlike conduct; including but not limited to: i. Unnecessary delay (kicking/throwing the ball away on a free kick etc) ii. Holding a shirt, short etc iii. Deliberate verbal tactics iv. Encroachment v. Deliberate tactical foul 2. A player, coach or bench personnel shall be disqualified (red card) at the discretion of the official for: a. Exhibiting violent conduct; or committing serious foul play b. A player anywhere on the field (other than a goalkeeper within his/her own penalty) deliberately handing a ball to prevent it from going into the goal c. A foul by a player against an opponent who is moving towards his/her offensive goal with an obvious opportunity to score

3 d. Spitting at another person e. Using foul or abusive language; f. Leaving the team area to enter the field where a fight or altercation is taking place unless summoned by an official. g. A disqualified player may not be replaced and must meet with the Intramural Professional Staff The Start of Play 1. Choice of ends shall be decided by the toss of a coin. 2. The ball must be kicked forward to another team member 3. The opposing team must remain outside the circle 4. Start of the game protocol: a. Coin toss b. Whichever team wins the coin toss decides on the side they want to attack, or ball first or second half c. Second half teams switch sides and the team that didn t get the ball in the beginning of the game gets the ball 5. Game restarted after goal scored after a goal is scored the team scored against shall kick off 6. Change of ends teams shall change ends of the field at the start of the second half 7. Drop ball after temporary suspension of play, either for injury or official's time, the ball shall be placed in play by a "drop ball", if neither team is in clear possession a. Drop balls must touch the ground before being played b. If either player touches the ball before it hits the ground, the drop ball shall be repeated Ball In and Out of Play 1. The Ball is out of play when it has completely crossed the plane of the side line or end line 2. A player may be out of bounds and legally play a ball that is on the line or at the field of play 3. When the ball crosses a touchline (sideline) it is put back into play by a throw in. 4. When the ball crosses the end line it is put back into play: a. By a corner kick, if last touched by a defensive player b. By a goal kick if last touched by an offensive player. Method of Scoring 1. A goal is scored when the entire ball has passed completely over the plane of the goal line, through the goal. 2. A Goal may be scored during play directly from: a. direct free kick b. corner kick c. penalty kick d. kick off e. drop ball f. goalkeepers throw, punt or drop kick g. goal kick, to the opposing teams goal 3. A goal may not be scored during play directly from: a. indirect free-kick b. throw-in c. free-kick into a team's own goal Fouls and Misconduct 1. Direct Free Kicks: One in which goal can be scored directly from the kick. a. KICKING or attempting to kick an opponent b. TRIPPING: Throwing or attempting to throw an opponent by use of legs

4 c. HOLDING: Grabbing a shirt, grabbing opponent's arm, leg, etc d. PUSHING e. STRIKING, or attempting to strike an opponent or spit at them f. JUMPING at an opponent g. CHARGING in a reckless or dangerous manner i. Player B attempts to go around Defender A. Player A reacts in an overly aggressive manner with arms elevated in front of body knocking Player B to the ground. RULING: Illegal. Direct free kick due to an unfair charge. ii. A player having one or both feet on the ground shall not charge an opponent who has both feet off the ground iii. Player does not use shoulder to shoulder contact iv. Player does not have arms and elbows close to his/her body h. CHARGING an opponent from behind (NOTE: if opponent is obstructing when player charges from behind, "obstruction" should be called rather than charging) i. HAND BALL deliberately handling, carrying, striking, or propelling the ball with a hand or arm. (Exception: goalkeepers in their own penalty area). i. Non-deliberate handling occurs when the ball strikes or touches the hands or arms of a player. Non-deliberate handling should not be penalized. j. SLIDE TACKLE: A sliding tackle is a legal tackle in which one or both feet slide in an attempt to tackle the ball which is in the possession or control of an opponent. 2. Indirect Free Kick: One from which a goal cannot be scored unless the ball has been played or touched by a player other than the kicker before passing through a goal. a. DANGEROUS PLAY Play that is dangerous or likely to cause injury. Three types of dangerous play are: i. Raising the foot in an attempt to play the ball to the level of an opponent's shoulder or higher when the opponent is in a normal position; or ii. Indulging in what is known as a hitch-kick or double kick within 6 feet of an opponent; or iii. Lowering the head to a position level with or below the level of the waist in an effort to head the ball in the presence of an oncoming player. b. CHARGING FAIRLY: With the shoulder when the ball is not within playing distance of the players concerned and they are definitely not trying to play it. c. OBSTRUCTION: Deliberate act of a player, not in possession of the ball or not attempting to play the ball, of running between an opponent and the ball, or using the body as an obstacle to prevent opponent from gaining possession of the ball. d. CHARGING THE GOALKEEPER: The goalkeeper in possession of the ball shall not be interfered with. e. FOULS COMMITTED BY THE GOALKEEPER i. The goalkeeper shall not deliberately parry the ball and then touch it again with his/her hands before it has been played or touched by another player of the same team outside the penalty area or by a player of the opposing team either inside or outside the penalty area. ii. When a player deliberately kicks the ball to his/her own goalkeeper, the goalkeeper is not permitted to touch it with his/her own hands. PENALTY: Penalty Kick iii. When a player throws in the ball to their own goalkeeper, the goalkeeper is not permitted to touch it with their hands. f. ENCROACHMENT Act by a defensive player(s) of advancing within 10 yards of the ball prior to the taking of a free kick. 3. Penalty Kick: All direct-kick fouls occurring in the defensive penalty area and made by the defensive team become penalty kicks 4. Administering a Penalty Kick: a. A penalty-kick shall be taken from the penalty mark.

5 b. All players with the exception of the designated player taking the kick and the opposing goalkeeper shall be within the field of play, but outside the penalty area, and at least 10 yards from the ball. c. The opposing goalkeeper must stand, on the goal line between the goal posts, moving only laterally, until the ball is kicked. d. The player taking the kick must kick the ball forward and shall not play the ball a second time until it has been touched by another player, or the goalkeeper. PENALTY: Indirect free kick Throw In 1. The throw in shall be from the point where it crossed the side line, in any direction by a player of the team opposite that of the player who last touched it. 2. The thrower shall have both feet on the ground outside the touchline (sideline) and shall use both hands with equal force and deliver the ball from behind and over the head in one continuous movement. PENALTY: Throw-in for the non-offending team. Goal Kick 1. A goal kick shall be kicked directly into play beyond the penalty area, from anywhere within the goal area. 2. A goal kick may be taken in any direction, but it must clear the penalty area and enter the field and may not be double touched PENALTY: Re-kick Corner Kick 1. A member of the attacking team shall take a kick from within the quarter circle at the nearest corner. 2. Players of the defending team may not approach within 10 yards of the ball until the ball has been put into play. The kicker shall not play the ball a second time until the ball has been played or touched by another player of either team. PENALTY: Indirect free kick a. **Players must give the required distance of 10 yards on free kicks and corner kicks A yellow card may be issued for infringement** Goalkeepers 1. From the moment the goalie takes control of the ball with the hands while playing as goalkeeper within his own penalty area, he/she has six seconds to release the ball into play. 2. Once the ball is in play the goalkeeper may not touch it again with his/her hands until it has been touched or played by another player outside of the penalty area. 3. If the goalkeeper holds the ball for longer than 6 seconds, the Referee must judge it as time-wasting and award an indirect free kick. 4. Goalkeepers are not permitted to use their hands when receiving a throw in directly from a teammate. 5. The Goalkeeper must throw either sidearm, or underhand when throwing to teammates. They are not allowed to throw overhand. If so, a free kick is awarded to the other team. Sportsmanship Policy and Ratings 1. A sportsmanship rating system will be used to control player, captain and bench personnel unsportsmanlike conduct and improper behavior. 2. A player, captain or other bench personnel receiving an ejection from the game shall not be allowed to compete in the next regularly scheduled contest. 3. Campus Recreation may also enforce additional penalties against such persons based on the ejected players. 4. Team captains are responsible for the conduct of their players, sidelines, and spectators. 5. If a player is ejected and refuses to tell his/her name, the captain may also be ejected if he/she will not reveal the name. a. 5-Excellent Conduct and Sportsmanship - Players cooperate fully with the officials and other team members. The captain calmly converses with officials about rule interpretations and calls. The captain also has full control of his/her teammates. Teams that win by forfeit will receive a 5.

6 b. 4-Good Conduct and Sportsmanship Team members verbally complain about some decisions made by the officials and/ or show minor dissension, which may or may not merit a yellow card (soccer), unsportsmanlike flag (flag football), technical foul (basketball). Teams that receive 1 yellow card, unsportsmanlike flag or technical foul will receive no higher than a 4 rating. c. 3-Average Conduct and Sportsmanship Team shows verbal dissent towards officials and/or the opposing team, which may or may not merit a yellow card, unsportsmanlike flag or technical foul. Captain exhibits minor control over his/her teammates, but is in control with himself/herself. Teams receiving multiple yellow cards, unsportsmanlike flags or technical fouls will receive no higher than a 3 rating. d. 2-Below Average Conduct and Sportsmanship Teams constantly comment to the officials and/or the opposing team from the field and/or the sidelines. The team captain exhibits little or no control over teammates and/ or himself/herself. A team which receives one red card or ejection can receive no higher that a 2 rating. e. 1-Poor Conduct and Sportsmanship Team is completely uncooperative. Captain has no control of teammates, and/ or himself/herself. Any team causing a game to be forfeited, other than by not showing, or receives multiple ejections shall receive a 1 rating. f. A team that receives a 1 rating must have their captain meet with the Intramural Professional Staff the following day to be eligible to play their next contest.
