1 Florida State Premier League Rules, Guidelines and Procedures The mission of the Florida State Premier League (FSPL) is to provide elite teams with the opportunity to compete against the most competitive teams, players, and coaches within the state of Florida. The league will be comprised of boys and girls teams U-14 to U-18 and is designed to complement the USYS National League, Southern Premier League, and the Region 3 Premier League. The day to day operations and oversight of the league will be performed by Florida Youth Soccer Association.

3 A. DEFINITIONS 1. Registered means having the intent to play the sport of soccer and having paid the fees to become a member of Florida Youth Soccer Association and USYS (US Youth Soccer). 2. Rostered means a registered player has been assigned to a club s team roster. 3. Eligible means registered, rostered, and not under suspension or in bad standing. B. GENERAL RULES 1. Eligibility A. Teams from registered FYSA member clubs in good standing and from the age groups of U-14 to U-18 that are currently registered and in good standing with FYSA and from the round of 16 from the prior year s state championships are eligible to participate in the Florida State Premier League (FSPL). Only FYSA registered players in good standing are automatically eligible. If deemed necessary the FYSA Commission reserves the right to add teams. 2. Participation B. Team and player eligibility requirements are the same as those used by FYSA in its Rules and those of USYS in its National Champions Series rules. The FSPL is not part of the National Championship Series, but uses their eligibility requirement to ensure compliance for FYSA teams that enter into the National Championship Series competition. C. All persons involved in the FSPL will abide by the rules of this league and the Policies/Rules for FYSA, USYS, and USSF. D. The FSPL will commence on August 15 th and finalize two(2) weeks prior to the first round of the Florida State Cup. A. ALL ENTRY FORMS MUST BE COMPLETED ON-LINE BY 5 PM ON DATE OF DEADLINE. ALL PAYMENTS MUST BE RECEIVED BY THE APPLICATION DEADLINE. B. Submitting an application is NOT a guarantee of acceptance into the FSPL. C. Eligible teams may only participate in their age group. Playing up an age group is not permitted 3. Fees A. The FYSA Competition Committee shall set the entry fee with 2012 entry fee set at $300 per team. Teams will be responsible for required travel, applicable field rental, and referee fees. 4. Bonds B. Referee Fees The FYSA Competition Committee shall set the Referee and Referee assignor fees for the FSPL Each team shall pay ½ of the total Referee and Referee assignor fee for each given match. The current fees are as follows Center: $50, AR1 ; $25, AR2: $25. All fees will be paid in cash. A performance bond of $500 is required for entry into the FSPL. The performance bond does not have to accompany the entry form and entry fee, but is to be guaranteed by executing the Performance Guarantee section of the entry form. This section requires the signature of the association s President or equivalent Agent of Record 2

4 C. PLAYING RULES 1. Laws A. The FSPL will be played in accordance with FIFA Laws of the Game Observed by USSF and USYS with the adjustments outlined in this document. 2. Minimum Number of Players A. Teams may begin play with a minimum of seven players and at no time may be the number of players on the field drop below 7 players per team. The addition of late arriving players who are on the official roster, will take place with the permission of the Referee and at regular legal substitution periods. The opposing team may play at full strength. 3. Age Divisions A. Age groups will play as follows: AGE FORMAT ROSTER LIMIT BALL SIZE HALFTIME HALVES U14 11v11 22** x35 min. U15 11v11 22** x40 min. U16 11v11 22** x40 min. U17 11v11 22** x45 min. U18 11v11 22** x45 min. NOTE: ** These age groups may only have a maximum of 18 players dressed out to play in any one match. The roster presented to the Referee at the beginning of the match shall indicate the 18 (maximum) players that will be used to play in that match and no changes can be made after the match has started. A player serving a suspension in a match reduces by one the number of players available for that match. For example, a U-18 player is suspended in match A and the team has 22 rostered players available to play in the next scheduled match, match B. Only 17 players may play in that next scheduled match, match B. CLUB PASS PLAYERS (AS PER USYS REGION III RULES): A. Each team participating in the FSPL may have a Club Pass Roster that is approved by FYSA. B. A Club Pass Roster may have up to ten (10) players listed for are eligible for participation in the team s FSPL matches. An eligible club pass player is one who is properly rostered to a team within the same club. The total roster of registered and club pass players may not exceed 22, with 18 named per game. C. A participating FSPL team may list players on the roster at any time during the FSPL season, but must either do so no later than the close of business three(3) days prior to the scheduled match or the close of business Wednesday prior to the match whichever is earlier, so that FYSA can approve the above roster changes. D. A player may not play on a different FSPL team on the same day, weekend, or event (league, game, tournament, etc.) in the case of more than two consecutive days of play. A player may only play one (1) game per day. E. The maximum number of games that a player may participate in is +3 of the number of teams within the age group i.e. 14 teams in an age group a player may play in 17 total games. 3

5 4. Weather If lightning is in the immediate area, the Referee will suspend play or delay start of the match. USSF Lightning Policy will be followed. Such delay or suspension must remain for a minimum of 30 minutes past the last sighting of lightning or longer at the discretion of the Referee. If a match is cancelled prior to starting or during the first half due to weather, best efforts will be made to reschedule the match. If a match is cancelled during the first half of play and is rescheduled, the match will be restarted with the same score, players and time remaining as the time play was suspended. Matches will be considered completed if one-half of the match has been completed (a total half of a match has been played). FSPL, FYSA USYS, nor anyone affiliated with them, assumes any responsibility or liability if a match is cancelled in whole or in part for any reasons, weather related or not. 5. Players Uniforms and Equipment A. Field Players must wear numbers on the backs of their jerseys. Each field player must have a different number that coincides with the jersey number listed for the player on the roster. B. In the event that the Referee decides that the two teams jerseys are the same color, the home team must change jerseys to eliminate the conflict. C. The goalkeeper will wear a shirt of a different color than the Goalkeeper s team, opponents, opponent s goalkeeper, and may have any number, or no number upon the approval. D. Player equipment shall be in accordance with the requirements of the Affiliate, FYSA Rule 402.2, and FIFA. 6. Check In. It is recommended that each team must submit the following to the Referee, at least 30 min. prior to each match. ALL CREDENTIAL VERIFICATION MUST BE COMPLETED BY THE START OF THE MATCH. 1. A USYS laminated pass issued by FYSA for each rostered player and coach. Each pass must have a recent picture and appropriate signature for player or coach. 2. An official FSPL roster for the team with jersey number for each player. 3. A properly signed medical release form for each rostered player which will remain in the possession of the coach or team manager. (Not required by Referee at check-in but team must have in its possession). Medical Releases are not required to be notarized 4. Failure to present items 1 & 2 will cause the dismissal of players or the forfeiture of the entire match. 5. Administrative errors that cause forfeiture of the current game will be limited to that game. 7. Forfeited Matches: A. Teams without the minimum required players will be allowed a fifteen (15) minute grace period from the scheduled kick-off time before the match will be deemed a forfeit and a win awarded to the opponent. ALL CREDENTIALS MUST BE CHECKED AND VERIFIED PRIOR TO THE START TIME WHILE WAITING FOR THE ADDITIONAL PLAYERS TO SHOW. 4

6 B. In the event a team forfeits a match, the opponent will be awarded a 4-0 win. Any team quitting the field of play before the conclusion of the match will forfeit the match and their performance bond. C. Teams causing abandonment will be declared the loser by a 4-0 score. When the situation causing the abandonment is such that league officials cannot assign responsibility, both teams will forfeit with no goals scored, a double loss declared, and both teams will receive zero points. A team causing abandonment will not advance out of state league play. D. A team that fails to appear for a duly scheduled FSPL match without a minimum 72 hour notice to both the opponent and the Vice President Competition or his designee, that team shall be subject to the following: 1. The team will be fined $500 per match and the $500 performance bond will be required to be paid to FYSA within 30 days of the official forfeited match. If they fail to do so, the team will be placed in Not In Good Standing. 2. The affiliation with which the team is registered/affiliated shall be placed in not in good standing until such time that both the performance bond and fine are paid. 3. The team is barred from participation in the FSPL, SPL, and R3PL for the remainder of the seasonal year that the forfeit(s) occurred 4. The team will lose the right to any preferred seeding to the Florida State Cup Championships, SPL, or R3PL defined for their ordinal placement in the FSPL. 5. A team may appeal the assessment of the penalties if they can demonstrate catastrophic circumstance that precluded the team from participation. Catastrophic means an auto accident in route to the match, severe weather, such as a tornado or flood, or other situations that impacts the entire team. 8. Touchlines and Technical Areas. 9. Overtime. 10. Conduct: Both teams will be on the same side of the field and each team will locate no closer than five yards away from the halfway line. Referees will have the authority to determine team location during the match. Each team will have a rostered and properly registered D licensed coach in the bench (technical) area for the duration of the match (unless listed on the roster, the Director of Coaching (DOC) cannot be considered the coach of record). Only individuals listed on the teams FSPL rosters (and club s DOC) will be permitted on the team s bench area. A team not so represented will forfeit the match. No more than 4 coaches will be permitted in the technical area. All spectators will be located on the opposite side of the field from their team. All spectators will remain between the 18 yard lines directly opposite their team i.e. not on either goal line, by the corner flags, or beyond midfield on the opposing team s prescribed area. It is recommended that the technical area be appropriately lined. There will be NO overtime for any FSPL matches. Matches that end in a tied score will be considered a draw and the scores will be reported accordingly. A. Coaches are responsible for their behavior, for the conduct of the players, team staff, and spectators of their respective team. Coaches shall be familiar with the FYSA Code of Ethics. B. Referees are authorized to take appropriate action(s) to maintain proper control of matches. If the referee terminates play due to unruly behavior the match is recorded as forfeit for the offending team. C. Any person(s) sent off from a match either by being shown a red card, for receiving a second caution (yellow card) in the match, (or asked to leave) according to FIFA Laws of the Game shall 5

7 not participate further in that match and shall serve a suspension as set forth in FYSA Rule 502. Any player sent off may not be substituted. The team of the sent off player must play without that player or a substitute for that player for the remainder of the match. A player who has been ejected from a FSPL match will be suspended from their next scheduled FSPL match or if the season has ended the suspension will be served in their next State or National Cup competition, whichever comes first Any coach, trainer, parent, or other person(s) removed from a FSPL match will serve their suspension from the next scheduled FSPL match or if the season has ended the suspension will be served in their next State or National Cup competition, whichever comes first. D. Violations that are deemed of a serious nature (including but not limited to fighting, assaults, threats, Referee abuse, etc.) may require further disciplinary action as referenced in Rule 502. E. The player card of the sent off player will be collected by the Referee, used in the completing the FSPL Match Report and returned to the team coach or team official. 11. Substitution of Player. A. Seven substitutes can be made per half. A player who is substituted may not reenter in the same half. Substitutions can only be made with the permission of the referee. A cautioned player (shown a yellow card according to FIFA Laws of the Game) may be substituted by the coach, but substitution is not required,. 12. Match Reports. The Referee will complete and sign the official FSPL match report. Reports will include the printed name of all 3 USSF licensed referees. Each coach must verify the match results before legibly signing the report. Reports will be communicated to the state office no later than the following Tuesday by 5pm. This reporting is the responsibility of the Home Team. The report must be mailed, ed, or faxed to the FYSA office. If the report is not received by the deadline, the Home Team will be fined $ All scores will be entered into GOTSoccer within 48 hours of receipt of the match reports. 13. Rosters. Team Officials will include an official FYSA roster for all FSPL matches. Any person(s) serving a suspension will be included, and noted in writing on the roster, as serving a suspension during the match that the roster is issued for and must be included as part of the 18 players named for that match. The available number of players will be reduced by the number of players serving suspensions for that match. For example, a team allowed to use an 18 player roster that has two players serving suspensions will only have 16 players available for play. 14. Protests: All questions relating to the qualifications of the competitors or interpretation of the rules, or any dispute or protest shall be referred to the Vice President Competition or designate. All protests will be considered that meet the following requirements: A. Validity. All protest relating to the ground, goal posts, bars or other appurtenances of the game shall be entertained only if a written objection has been lodged with the referee and the opposing coach prior to the start of the game. B. All FSPL match protests must be filed with and to the attention of the Vice President Competition or his designee, no later than noon of the next FYSA business day and include: 1. A non-refundable fee in the amount of $250. This fee may be in cash, cashier s check or money order (Payment is to be made payable to FYSA ). 6

8 2. Personal checks will not be accepted. 3. Protest must include full particulars of the grounds on which the protest is lodged. 4. Protest must include any information to be presented by witnesses. C. Procedures. Upon receipt of a protest which meets the above criteria the team against which the protest is made shall be given a copy of the protest and all particulars and will then have a right to defend its case, with or without witnesses. A plea of ignorance to the rules and regulations of the FSPL is not sufficient grounds for protest. Judgment decisions of the referee are not subject to protest. The Vice President Competition or his designee shall compile the necessary information to hear the protest, from all available sources before the protest is heard. This shall include, if possible, coaches, field marshals, referees, assessors, witnesses, if necessary, etc. All materials will be treated with confidentiality. After compiling the necessary information, the Vice President Competition or his designee will meet to conduct the protest hearing. The decisions of the protest hearing shall be binding upon all parties. The Vice President Competition will notify the parties of the final decision. D. Appeals. Appeals can be filed in accordance with FYSA Policies and Procedures. D. MATCH SCHEDULES 1. FYSA shall determine the number of matches needed based on the number of participating teams in an age division. FYSA will set the start dates and deadlines for completion of league play. 2. FSPL matches will be scheduled by FYSA for each age division and possibly each sub-division. A. Teams may play their matches as: 1. Single, Stand-alone events (Leagues) 2. Part of a multi-team (or multi-age group) weekend of matches 3. Clubs with multiple teams in the same age within FSPL MUST play each other in the first game of FSPL play. 4. Teams competing in FSPL will play a designated number of matches depending upon the number of teams within an age group. A. Age groups will be comprised to up to 16 teams. If deemed necessary age groups will be divided into two divisions. 5. FYSA RESERVES THE RIGHT TO SCHEDULE THOSE UNPLAYED GAMES IN ORDER TO COMPLETE THE FLORIDA STATE PREMEIR LEAGUE. FYSA WILL ASSIGN THE DATE, FIELD AND TIME THE GAMES WILL BE PLAYED. 6. Any team that appears to be bringing the game into disrepute will be subject to a disciplinary hearing by FYSA. E. HOME TEAM RESPONSIBILITIES 1. The designated home team will be responsible for: A. Procuring the appropriate number of fields required for all scheduled matches. 7

9 B. Coordinate referee requirements for all matches with an approved FSR Referee Assignor as approved by State Referee Administrator. C. Provide a Pre-Game Check List and State League Match Report to the Referee at least 30 minutes prior to each scheduled match. D. Presenting at least one match ball to the referee prior to the start of each match for the Referee s approval as the match ball. E. Communicating to the FYSA office by or fax the results of the match and ,/fax all completed Game Packets, signed by both coaches and all three referees and both teams rosters to the FYSA office within two (2) working days of the match completion date. F. FYSA RESPONSIBILITIES 1. FYSA will schedule Saturday matches to permit travel time on Saturday morning (with the first match scheduled no earlier than noon) and Sunday matches be scheduled to allow for travel time on Sunday afternoon/early evening. The intent is to reduce the need for overnight lodging to a maximum of one night. 2. Scheduling will be arranged to minimize travel distance for both teams EXAMPLE: If a team from the north Florida is scheduled to play a team from the south Florida, then every effort will be made to play the match in the middle of the state. 3. Only one (1) game per day will be permitted. G. TEAM STANDINGS 1. Point System 2. Tie Breakers: A. Team Standings in each bracket will be determined by a three-point system. B. Teams will be awarded points for each match as follows: o Win = 3 points o Tie = 1 point o Loss= 0 points * In the event that a team drops out of, or is disqualified from the FSPL then all matches that the forfeiting team had previously played or is scheduled to play will not count for point totals in the determination of the standings for the other teams in their bracket or age group. A. In the event that at the conclusion of the FSPL teams are tied on the basis of the points earned, the following tiebreakers will be considered in order until the tie is broke; 1. Winner of head-to-head competition. (This criterion is not used if more than two teams are tied.) 2. Most wins. 3. Team with greatest net goal difference (NGD) which is computed as goals for minus goals against with a maximum of 4 NGD in each game. 4. Team with least goals against (there is NO limit on the number of goals that will be counted to determine this tiebreaker.) 8

10 5. Team with the most goals (maximum of 4 goals in each game.) 6. A blind draw will be held to determine the final standings for the seeding advancement requirements. 9

11 B. More Than Two Teams Tied 1. If more than two (2) teams are tied, the sequence will be followed until a team is eliminated or selected over one of the tied teams. The remaining teams will then restart the sequence at #2 above until the tie is broken. 2. If three teams are still tied after computing the listed tiebreakers, a blind draw will be held to determine the final standings for the seeding advancement requirements. 3. If four teams are still tied after computing the listed tiebreakers, a blind draw will be held to determine the final standings for the seeding advancement requirements. H. RULES OF COMPETITION Except as otherwise provided herein, the rules of the US Youth Soccer and FIFA Laws of the Game shall apply. A. Substitutions. Seven substitutes can be made per half. A player who is substituted may not reenter in the same half. Substitutions can only be made with the permission of the Referee. Substitutions are permitted during any stoppage time. B. Player Equipment The Referee is the sole judge of allowed player equipment as prescribed by FIFA Laws of the Game. 10
